C.0 NATIONAL PARK SERVICE

The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The National Park System currently has 433 units (often referred to as parks), covering more than 85 million acres in all 50 states, the District of Columbia, and US territories.

The NPS also has more than 150 related areas that are linked in importance and purpose to places managed directly by the National Park Service by preserving important segments of the nation's natural and cultural heritage. They are designated by acts of Congress or by the Secretary of the Interior (affiliated areas). The majority of related areas are not units of the National Park Service and are managed by other government agencies or non-government organizations and landowners.

The National Park Service is involved in related areas by directly managing the entire or sections of a related area, or by providing technical or financial assistance.

The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.

The NPS – Business Service Contracting Division (BSCD) – Contracting Operations – Northeast Region – Philadelphia MABO. The NPS – BSCD-Northeast issues contracts through the Federal Acquisition Regulation’s (FAR) for supplies, services, construction, A&E for Northeast Regional Parks only.

C.1 BACKGROUND

Hopewell Furnace showcases an early American industrial landscape and the essential role of industrialization in the growth of the early United States. Operating from 1771-1883, Hopewell and other “iron plantations” laid the foundation for the transformation of the United States into an industrial giant.

Today, the park's 848 acres and historic structures illustrate the business, technology and lifestyle of our growing nation.

The history of Hopewell Furnace spans these two centuries -- from its untouched natural state as a part of the great eastern American forests -- to its rebirth as a recreational and cultural history area. In between are the stories of industrial development, technology, community, craftsmanship, and natural resources that together changed America.

C.2 SCOPE OF WORK

The National Park Service – Contracting Operations – Hopewell Furnace National Historic Site (HOFU) requires a single contractor to remove and install approximately 380 linear feet (LF) of existing chain‑link fence with two existing 9‑foot swinging gates. In addition, install approximately 200 LF of new fencing to enclose the Bally Building within the fenced area, requiring excavation for 20–21 additional posts and one new 20‑foot sliding gate at the rear of the Maintenance Yard.

The contractor shall provide and pay for all supervision, labor, equipment, materials, insurance, transportation, mobilization, lodging, and any other necessary incidentals in accordance with the statement of work and must ensure proper supervision of the worksite and personnel within the park

With the Contracting Officer Representative (COR) and/or Point-of-Contact (POC), the contractor shall inspect the site to verify the extent of work, the complexities of the areas, and the length of time needed for each area. Work shall not begin without COR/POC approved schedules.

• Detach communications conduit from fence and re-hang it as the new fence is installed

• Remove and replace the chain-link fence and gates in their original alignment.

• Remove existing line posts.

• Clean out excavations and install new posts to a depth of 24 inches.

• Place line posts in the center of the hole; plumb and set to the required elevation to accommodate the 6-foot fencing.

• Place concrete around the line posts. Trowel and slope the finished surface away from the post to shed water where new posts are installed.

• Run the top rail through line-post loop caps. The offset round side shall face the exterior of the fence.

• Force wedge-end top rails together through line-post tops.

• Cut the top rail carefully to fit the last length.

• Unroll chain-link fabric along the outside of the fence line from one line post to the next.

• Insert a tension bar through the first row of chain-link diamonds.

• Secure the tension bar using tension bands.

• Raise the fence fabric against the fence frame.

• Remove slack progressively.

• Loosely attach the fence fabric to the top rail with fence ties.

• Stretch the fence fabric using a temporary tension bar approximately every three feet.

• Fasten the fabric to the tension bar and to all line posts; ensure uniform tension.

• Adjust the fence to exact length and trim excess fabric.

• Apply and secure three strands of barbed wire to the top of the fence (straight line wire).

• Remove all demolished/removed fencing from the site.

Materials and Standards

• Core wire gauge: 9.

• Mesh size: 2 inches.

• Fence height: 72 inches (commercial-grade galvanized chain-link).

• Rails, posts, and hardware required for installation.

• Gate hardware for swinging and sliding gates.

• Standards: Meets or exceeds applicable ASTM or Brick Industry Association (BIA) specifications and requirements.

• 3-inch x 1-5/8-inch steel, three-strand barbed-wire arm.

• Three-strand corner barbed-wire arm (3-foot corner).

• Galvanized steel end bands: 3-inch and 4-inch.

• Bags of cement and water for concrete.

Personnel

1. Key personnel: Project Manager (PM) must have a minimum of 5 years of experience managing construction projects.

The Project Manager shall schedule, coordinate, oversee, and manage work produced. The PM shall be the single point of contact between the contractor and the COR. The Project Manager shall be in contact with the COR weekly. The name of this person (Project Manager/Superintendent) and an alternate who shall act for
