About this file
This is a Questions and Answers document for Solicitation 140P4226Q0036, Amendment 0002, issued by the National Park Service for Fredericksburg & Spotsylvania National Military Park (FRSP). The solicitation concerns restriping and new layout and striping of multiple parking lots and crosswalks. The document addresses 24 technical questions received by the July 27, 2026 deadline, with answers clarifying scope, materials, procedures, and logistics for the work.
Key technical clarifications include: all new pavement markings must use VDOT Paint Pavement Marking Material (Type A) latex-based or waterborne paint with glass beads for retro-reflectivity; existing thermoplastic markings need not be maintained and should be replaced with the specified Type A paint; the 28 "T" lines at Pickett Circle are parking spot indicators and should be white; no site drawings or photos are available, requiring contractors to conduct their own site inspections; and contractors must submit drawings of new parking lot layouts for COR/POC approval at least seven business days before installation. Regarding operations, the Government will permit full temporary lot closures except for Fredericksburg Visitor Center Lot (including overflow), Chancellorsville Visitor Center Lot, and Optional Item 2—Death Site Lot, which must remain open with traffic control in place. No work may occur after sunset. Contractors must provide a bid bond on SF-24 equal to 20 percent of bid price or $3 million, whichever is less. The solicitation is conducted under FAR Part 12 using a Lowest Price Technically Acceptable evaluation process. Amendment 0002 extends the closing date to Wednesday, September 2, 2026, by no later than 1600 Mountain Time.

RFQ
QUESTIONS & ANSWERS REGARDING:
SOLICITATION/REQUEST FOR PROPOSALS NO. 120P4226Q0036 -
Amendment 0002
Fredericksburg & Spotsylvania National Military Park (FRSP) – Restripe and New Layout and Stripe
Multiple Parking Lots and Crosswalks
QUESTIONS RECEIVED by last day to receive technical questions Monday, July 27, 2026:
1. Question: Is there any possible secondary site visit?
ANSWER: There will be no secondary coordinated site visit. FRSP is open to the public during normal business hours as found on FRSP Website (link is found in Section C.1 of solicitation).
Further, per Site Visit (Construction)(Page 69)
“(a) The clauses at RFO FAR 52.236-2, Differing Site Conditions, and RFO FAR 2.236-3, Site
Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed if they cannot attend the site visit…..”
Questions 2 and 3 – Background - SOW Section C.2(C) specifies VDOT Paint Pavement Marking Material (Type
A) Latex-based or waterborne paint as the required material. However, our on-site inspection of the
Chancellorsville Visitor Center Lot (9001 Plank Road) and the Wilderness Shelter Lot (35347 Constitution Hwy) revealed that all existing lines are thermoplastic. This existing thermoplastic is heavily cracked and must be addressed.
2. Question: Does the National Park Service require the contractor to maintain thermoplastic markings at these two locations, or should they be completely eradicated and replaced with the specified Type A latex paint?
ANSWER: The contractor is not required to maintain the existing thermoplastic markings as noted above, all new pavement markings shall be as stated in Section C.2 – Deliverables (C) – Material Requirements, which stated “(c)ontractor shall provide – VDOT _ Paint Pavement Markings Material (Type A) – Latex-based (or waterborne) paint with glass beads or other material added for retro-reflectivity. The pavement marking installation shall be applied per C.2 (G) Installation of New Permanent Pavement Markings (2) – Type A
Permanent Pavement Markings…
With a second bullet point that will be added at award in Section C.2 (F)(1)(a) that aligns with the language included in Section C.2 (G)(2)(b).
3. Question: If thermoplastic is required, will scarifying the existing cracked lines be permitted in order to lay down new Virginia DOT-conforming preformed thermoplastic?
ANSWER: Thermoplastic is not required; however, all pavement markings applied under the contract shall be installed per Section C.2 (D) – Minimum Installation/Application Requirements, (E) – Surface Preparation, (F)
– Eradicating Existing and Temporary Pavement Markings, (G) – Installation of New Permanent Pavement
Markings, and must follow (H) – Applicable Regulations.
Also see answer to Question 2 above with the additional language that will be added at award.
4. Question – Background - During our inspection of Pickett Circle, we observed existing parallel parking stalls located around the perimeter of the circle. However, these parallel parking markings are not described or quantified in the deliverables list for the Pickett Circle Lot under Optional Item 1 (Section C.2(B)(1)(c)).
5. Question: Are the parallel parking stalls around Pickett Circle intended to be included in the scope of work for
Optional Item 1? If so, please provide the required quantities, dimensions, and color specifications.
ANSWER: The parking spaces around the circle are signified by the "T" lines referenced in the contract in
Section C.2 (B)(1)(c) – bullet point four (4) - "28 - 2’ x 1’ “T:” Lines Parking Spot Indicators". The color should be “White”. White will be noted in Section C.2 (B)(1)(c) – fourth bullet point at award.
6. Question: Site Drawings & Photos: Can the Government provide site layout drawings, aerial schematics, or photos of the existing parking lots to assist with estimating surface conditions and stall angles?
ANSWER: There are no layout drawings, aerial schematics, or photos of the existing parking lots to assist with estimating surface conditions and stall angles.
The contractor shall reference Section C.2 (A), and the contractors shall review Site Visit (construction) which states the following “(a) The clauses at RFO FAR 52.236-2, Differing Site Conditions, and RFO FAR 52.236-
3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed if they cannot attend the site visit" that was scheduled on Tuesday, August 11, 2026 at 9 AM
Eastern.”
The contractors shall review RFO 52.236-3 - Site Investigations and Condition Affecting the Work (included in full text below for contractors convenience), which says the following:
(a) The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost, including—
(1) Conditions bearing upon transportation, disposal, handling, and storage of materials;
(2) The availability of labor, water, electric power, and roads;
(3) Uncertainties of weather, river stages, tides, or similar physical conditions at the site;
(4) The conformation and conditions of the ground; and
(5) The character of equipment and facilities needed preliminary to and during work performance.
(b) The Contractor also acknowledges that it has satisfied itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site, including all exploratory work done by the
Government, as well as from the drawings and specifications made a part of this contract. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the
Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expense to the
Government.
(c) The Government assumes no responsibility for any conclusions or interpretations made by the
Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract."
It is the contractor’s responsibility to satisfy itself as to character, quality, and quantity of surface and subsurface materials or obstacles that may be present.
7. Question: New Layout Dimensions: For lots requiring brand new layouts (Howison Hill, Death Site, Widow
Tapp, Western Rangers Office), can the Government provide total paved dimensions or preferred layout schematics?
ANSWER: The Government does not have this information available, regarding the dimensions or preferred layout schematics. Contractors are advised to review Section C.2 (D)(6) which says the following
“Areas with NEW layouts and/or changes to existing pavement marking layouts.
a. Contractor shall:
b. Provide Drawing of new layout, with indicating proper dimensions, applicable colors, spacing and layout.
c. Must be submitted to COR/POC for approval at least seven (7) business days prior to installation/application of pavement markings.”
8. Question: Surface Eradication: Are existing markings expected to receive standard restriping over clean paint, or will mechanical grinding or blasting eradication be required in specific areas?
ANSWER: See answers to questions 2 and 3 above.
9. Question: Lot Closures: Will full temporary lot closures be permitted during striping operations, or will work need to be phased to maintain public parking access?
ANSWER: The Government will allow full lot closures for all work, with the exceptions of Fredericksburg
Visitor Center Lot (FVC) (includes overflow lot), Chancellorsville Visitor Center Lot (CVC), and Optional
Item 2 – Death Site Lot, as these lots must remain open at all times. The contractor is responsible for all Traffic
Control whether lot is open or not open per C.2 (H) and C.14 (C).
The following additional language will be added to Section C.14 (A) at award, which corrects the language there now, the refers to a Watertower erroneously.
“A. ACCESS: FRSP is open to the public; however, no work shall take place after sunset. Parking lots maybe temporarily closed (coned off/barricaded), with the exceptions of the Fredericksburg Visitor Center Lot
(FVC)(includes overflow lot), Chancellorsville Visitor Center Lot (CVC) and Optional Item 2 – Death Site
Lot, as these lots must always remain open with proper Traffic Control in place at all times.
The other lots (accept the exceptions as noted above), noted in Section C.2, can be closed temporarily and shall be coned off and/or barricaded, no more than the day before work activities are to begin in specific lot. No more than one (1) lot shall not be closed at any time, unless previously agreed to in writing with
COR/POC at least two (2) business days in advance.
If vehicles are in lots that are to be temporarily closed, the contractor shall wait until vehicles are no longer in the lots to begin closure process. Contractors can begin closures no more than one (1) business day prior to work beginning in locations, but shall wait till all vehicles are gone, so this may be middle of day, after sunset, or first thing in morning at the location of the work, whichever comes first, so contractors shall plan accordingly.
All lot closures shall be communicated in writing to the COR/POC at least two (2) business days in advance of the intended closures, with location (s)and intended length of closure. Contractor(s) shall be mindful of weather and shall not close lots if impending weather or other activity that may prevent work the following day. The Government has the right to open lots as necessary if closures are coned off/marked, but contractors fail to show on day of proposed work. Any reclosure, additional preparations, etc. shall not be subject to change order or additional funding when contractors fail to show as indicated.
All temporary closures shall not exceed one (1) business day, unless otherwise communicated in writing with COR/POC at least one (1) business day in advance, or as soon as practicable if there is a delay in the application of new pavement markings when the temporary closure is already in place. This communication must include intended date and time of temporary closure will end.”
10. Question: Is a surety bond required or can we get an ensured bond from our backing institution?
ANSWER: Per Sub-Factor C-Bid Bond
Sub-Factor C- Bid Bond – Provide a Bid Bond as required by FAR 52.228-1 – Bid Guarantee on SF-24. Note -cashiers checks, postal money orders, certified checks, etc. WILL NOT be accepted as CO does not have a secure location to store them. The amount of the bid guarantee shall be twenty (20) percent of the bid price or
$3M, whichever is less.
So a Bid Bond on a SF-24 needs to be submitted as required.
11. Question: Are there any vendor forms that we need to submit to go along without bid and do you have a certain bid form that must be filled out?
ANSWER: Everything is posted with solicitation as of right now. Everything that is required to be submitted is listed in L.2, so make sure you are reviewing and reading that section, and submitting what is required.
The Government is going to remind all prospective quoters, that this requirement is NOT A SEALED BID under FAR Part 14. Per Section M - The solicitation and resulting award will be conducted under RFO FAR
Part 12 – Acquisition of Commercial Products and Commercial Services and will be evaluated as prescribed in
RFO 12.203.
Evaluation of quotes/offers will be conducted in accordance with RFO FAR 12.203 and, the Lowest Price
Technically Acceptable process as defined in FAR 15.101-2 shall be used in the requirement as authorized by
RFO FAR 12.203 (c)(3).
As this is not a Sealed Bid, there will not be a Bid Tabulation available, so please do not ask.
12. Question: For this pricing, should we break it out so each parking lot is priced à la carte and can be completed individually, or should we price them with the expectation that they will all be completed together?
ANSWER: As far a pricing goes, price as included in Schedule. If the base is awarded, all the lots will be included as identified under C.2 (A). Same applies for each of the optional items, if those are included in the award or exercised later, all the lots listed will be included under each Optional Item as listed in Section C.2
(B)(1) and/or (2). Optional Items are not guaranteed to be exercised, so contractors should price accordingly.
13. Question: Since the lots are relatively small, pricing them individually would essentially result in a minimum mobilization charge for each lot. If they are priced to all be completed together, would we be able to restripe some or all of them during the same mobilization?
ANSWER: This is for contractors to determine. The lots should be priced how they are included in Schedule of
Items, and Section C.2 (A) and (B). As of right now it is intended to Award the Base Items under C.2 (A), the
Optional Items under Section C.2 (B) (1) and (2) are subject to the availability of funding. If pricing comes in within budget or funding is fund available to cover the optional items they maybe exercised at award, or at a later date after award.
14. Question: Are there specific times when the lots are closed after hours that would allow us to go from site to site and knock them all on the same day?
ANSWER: All lots are closed daily at sunset. No work will be permitted after sunset. Temporary closures of the parking lots will be allowed as long as no cars are present, or if coned off and/or barricaded the evening prior to working beginning. Also, see answer to question 9 above.
15. Question: Fredericksburg Visitor Center Overflow Lot (Restriping) - Regarding Item (d): Please advise if stencils for the BUS and RV parking locations are required?
ANSWER: No – New Recreational Vehicle (RV) and Bus Markings/Stencils do not need to be applied in the existing locations, nor is the removal of the existing RV and Bus Markings required.
16. Question: Chancellorsville Visitor Center Lot (Restriping) – Regarding Item (f): Please confirm that (2) oversized parking spaces – near the visitor center are not included in the scope of work?
ANSWER: Yes - The two (2) oversized parking spaces were erroneously not included in the SOW. The following language will be added at award to Section C.2 (A)(3)
“g. Two (2) White Line – 4” Wide x 50’ Length (oversized parking area)”
17. Question: Old Salem Church Lot (restriping) – Regarding Item (e): Please advise on need for stencil for current :Bus Parking: Area?
ANSWER: No – New Bus Markings/Stencils do not need to be applied, nor is the removal of the existing Bus markings/stencils required.
18. Question: Old Salem Church Lot (restriping) – Regarding Item (e): Designated Bus parking area has (4) curb stops that are perpendicular to bus parking, will there need to be removed?
ANSWER: No – the curb stops do not require removal.
19. Question: Option Item 2 – Death Site Lor (New Layout and Striping): Please confirm that no handicapped parking is required. Current lot has space designated for handicapped persons.
ANSWER: Yes – One (1) Standard Internation Symobol of Accessibility (No White Border) – color and size to match current VDOT Section 1300-PM10 is to be included. This language will be added at award in Section
C.2 (B)(2) as third bullet point.
20. Question: Option Item2 – Vermont Monument Lot (Restriping): Please confirm length of parking space lines, as the current lines are approximately 27 FT long.
ANSWER: The length of 27’ is correct; however, the new markings shall match the same angle that exists.
21. Question: Option 2 – Vermont Monument Lot (Restriping): Please confirm that there are no requirements for current Bus Parking.
ANSWER: No – New Bus Marking/Stencil do not need to be applied, nor is the removal of the existing Bus markings/stencils required.
22. Question: There are several areas where the lots have significant cracks and vegetation protruding through the surface. Please advise on project approach.
ANSWER: The Specifications do not include the need to fill cracks, so contractors can apply new pavement marking over existing cracks as necessary, no crack fill is required. Contractors shall adhere to Section C.2
(G)(2)(d) when it comes to existing longitudinal joints. The contractor may also address significant areas of concern with the Government as allowed for in Section C.2 (F)(2)(d).
The contractor shall remove any/all vegetation prior to application of pavement markings.
The following language shall be added to Section C.2 (E) at award.
3. Remove any/all existing vegetation that is protruding through cracks, imperfections, joints, etc. in pavement surfaces, prior to pavement paint application, in only the locations where new pavement marking will be applied.”
23. Question: May offerors assume the parking lots will be made available in a sequence allowing the work to be completed through one continuous mobilization or approximately one to two site trips, or should contractors anticipate multiple Government-directed phases and remobilizations?
ANSWER: Contractors shall assume proper sequencing base on what is included with the award. As of right now the Base Items are intended to be included in the award, the Optional Items in Section C.2 (B) are subject to availability of funding. They may be funded and included in the award, or they may be funded later, depending on where initial pricing comes in at. Contractor shall also review answers to Question 12 and 13 as well.
24. Question: For work performed entirely within parking lots, will cones/barricades and an on-site safety person generally satisfy the traffic-control requirement, or are dedicated flaggers, a formal traffic-control plan, or
VDOT permits required at every location? We understand that roadway and crosswalk work may require additional controls.
ANSWER: Refer to the Answer to Question 9 above.
