About this file

This is Standard Form 30 (Amendment of Solicitation/Modification of Contract), Amendment 0001 to Solicitation 140P4226Q0034, issued by the National Park Service Northeast Regional Contracting office in Philadelphia, Pennsylvania. The amendment is effective July 27, 2026, with an extended deadline for offer receipt of July 15, 2026.

The amendment serves three primary purposes: (1) posting responses to requests for information regarding bonding requirements, lead paint removal procedures, and window caulking/asbestos abatement methods; (2) correcting bonding information on Standard Form 1442 by changing block 12a from "NO" to "YES" and block 12b from "0" to "10," clarifying that payment bonds are required for construction contracts exceeding $35,000 and both performance and payment bonds are required for contracts awarded in excess of $150,000, due 10 days after contract award; and (3) establishing the period of performance as August 14, 2026 through October 26, 2026. The RFI responses authorize drywall removal for lead paint abatement and window removal for asbestos-containing caulking, with specific requirements for plywood coverage (5/8" thick minimum, secured with 3" or longer screws, sealed and painted with 2 coats). All other solicitation terms and conditions remain unchanged.

The purpose of this amendment is to:

1. Post responses to requests for information

(RFI) as follows:

Q1) Are there any bonding requirements?

A1) Bid bonds are not required. Payment Bonds are required for Construction contracts exceeding $35,000.00. Both Performance and

Payment bonds are required for contracts awarded in excess of $150,000.00 and will be due to the government 10 days after contract award.

Q2) In the Vermont Monument house it specifies there is lead paint on the kitchen walls. The kitchen walls look to be in great shape with latex paint showing so the lead must be underneath. For removal can the contractor simply demo the drywall and remove it off site to dispose of? It would be easier for contractors and less expensive for the Govt as far as labor goes.

A2) Yes removing the drywall containing lead paint is acceptable for this project as the building will be demolished.

Q3) Window caulking has been identified as containing asbestos. The typical approach is to remove the entire window, which eliminates all caulking, and then scrape any remaining material from behind the window frame. If this is the method the Government intends to use, plywood can be installed in the openings left after window removal. In that case, the

Government should specify the type of plywood and fasteners required.

A3) Removal of windows is acceptable. Openings left by said removal will be covered in a manner to exclude both human and animals from entering the structures. Plywood that is at least 5/8" thick will be used to cover holes from the inside of the building. Plywood must be secured by 3" or longer screws. Plywood will be sealed and painted (2 coats) to ensure maximum longevity until demo can occur.

2. Correct the "bonds" information on the
