About this file

This is a Contractor Questions and Answers document for Solicitation 140P4226Q0026, addressing inquiries regarding biosolids hauling and disposal services at Shenandoah National Park in Virginia, issued by the Department of the Interior National Park Service Northeast Region.

The document addresses two primary contractor inquiries. First, regarding disposal costs at Waste Management's Amelia Landfill, the contracting officer indicates that pricing information is unknown and contractors should contact Amelia Landfill directly for current per-ton disposal rates including all applicable fees. The RFP requires contractors to establish their own account with Waste Management at Amelia Landfill for payment while the park maintains a separate waste profile account to ensure biosolids acceptance. Second, the park acknowledges openness to utilizing alternate approved biosolids disposal locations but notes current permit restrictions limit approved disposal to Amelia Landfill only. Should a contractor propose an alternative facility, the park would require a formal letter of acceptance from that facility on company letterhead, signed by an authorized representative legally able to commit to acceptance, which the park would then submit to the Department of Environmental Quality for permit modification consideration.

140P4226Q0026 Shenandoah National Park – Biosolids Hauling

Contractor Q & A

1. In the RFP it notes:

“It is the responsibility of the contractor to create an account with Waste Management at Amelia Landfill for payment. Shenandoah maintains a waste profile account so that the biosolids are accepted.”

Our question is how much does WM Amelia Landfill charge per ton of disposal of the Biosolids (including all fees)?

Unknown, suggest contacting Amelia Landfill

2. Would you be open to utilizing an alternate approved biosolids disposal location?

The park open to disposal at another facility but we currently are only approved on our permit to dispose solids at Amelia. I would need a “letter of acceptance” from the other facility so that I could submit the new facility to Department of Environmental Quality. The letter would have state that they will accept our solids and the letter would have to be on the company letterhead, signed by the person who can legally commit to acceptance.
