About this file

This is a Contractor Questions and Answers document for solicitation 140P4226Q0019, addressing clarifications regarding trash and recycling removal services at Fort McHenry National Monument and Historic Shrine in Baltimore, Maryland, and Hampton National Historic Site in Towson, Maryland.

The Q&A clarifies operational parameters for dumpster management and service frequency. The Fort McHenry trash dumpster reaches capacity approximately 10 times annually, while the recycling dumpster remains consistently underutilized; Hampton dumpsters are rarely, if ever, full. The government does not anticipate requiring unscheduled extra pulls and has not needed them over the past five years, instead maintaining an additional dumpster outside the contract scope for overflow contingencies. Regarding federal holiday service, only Thanksgiving and Christmas affect Fort McHenry's normal pickup schedule, with pickups rescheduled to the following business day when holidays fall on scheduled service dates; all other federal holidays require standard service. Hampton National Historic Site dumpsters require emptying 365 days annually regardless of holidays. At Hampton, dumpster placement is located at the end of the bus parking area in the Visitor parking lot, with specific location reference provided via an attached aerial photograph.

140P4226Q0019 FOMC/HAMP Trash and Recycling Services Contractor Q & A

1. Regarding dumpster capacity at both Fort McHenry and Hampton: Does the government have any historical data on how frequently dumpsters reach capacity between scheduled pickups? Understanding overflow frequency will help offerors price the contract accurately and plan service accordingly.

The dumpster at Fort McHenry is completely full perhaps 10 times per year. The recycling dumpster is never completely full. The dumpsters at Hampton are rarely, if ever, completely full. We do not allow dumpsters to overflow.

2. Regarding unscheduled extra pulls: The SOW specifies scheduled pickup frequencies but does not address situations where a dumpster reaches capacity between scheduled service days. How does the government anticipate handling requests for extra pulls? Would these be within the fixed price scope, or would they be treated as out-of-scope requests requiring a separate order?

We do not anticipate needing extra pulls. We have not needed extra pulls in the last 5 years of service. We have another dumpster not in this contract to where we can direct trash if it ever seemed like we would approach being overfilled.

3. Regarding federal holidays: The solicitation states that contractor personnel will perform work excluding federal holidays. Does the government expect rescheduled service the following business day when a scheduled pickup falls on a federal holiday, or is that pickup simply omitted for that week?

That is an error. The only Federal holidays that Fort McHenry is closed are Thanksgiving and Christmas. We expect pick up on all of the other Federal Holidays. The pickups scheduled for Thanksgiving, always on a Thursday, can be picked up the following day. The only day that Christmas should interfere with the pickup schedule is 2028 when it is on a Monday. It can be picked up the next day. The dumpster at Hampton can be accessed 365 days a year and should be emptied regardless of Holiday.

4. Regarding dumpster placement at Hampton National Historic Site: The SOW specifies that FOMC containers will be placed in the Visitor Center parking area. Can the government confirm the specific placement location for the dumpsters at Hampton NHS?

At Hampton the dumpsters are located at the end of the bus parking area in the Visitor parking lot. See aerial photo attached.
