About this file

This is a Contractor Questions and Answers document for solicitation 140P4226Q0019, addressing trash and recycling removal services at two National Park Service locations: Fort McHenry National Monument and Historic Shrine in Baltimore, Maryland, and Hampton National Historic Site in Towson, Maryland.

The document clarifies operational access and service timing requirements at both sites. At Fort McHenry, collection trucks must use the general entrance with a locked gate; the gate opens at 7 a.m. from Memorial Day through Labor Day and at 9 a.m. for the remainder of the year. Dumpster locations provide straightforward truck access and exit. At Hampton, there is no gated entrance, allowing trucks access as early as 6 a.m. The government declined to accommodate a contractor request for a 6 a.m. service start time at Fort McHenry or to provide a lockbox for key access during non-business hours, noting that previous contractors have not experienced difficulties with visitor traffic during standard service windows.

140P4226Q0019 FOMC/HAMP Trash and Recycling Services Contractor Q & A

1. What does access look like for the collection trucks? Are the trucks to use the general entrance or is there a service entrance/access road to use instead?

a. At Fort McHenry trucks use the general entrance. There is no service entrance. There is a locked gate at the general entrance. There is a straight approach to dumpsters and location is such that they are easy to approach and then leave the site.

b. At Hampton there is no gate at the general entrance. Trucks can access the property at any time and it is easy access to the dumpsters.

2. Would the government be willing to expand the allowable service time window to allow for service earlier in the morning, starting at 6:00 am?

At Fort McHenry the gate is open at 7 a.m. from Memorial Day to Labor Day. For the rest of the year the gate is not opened until 9 a.m. At Hampton trucks will be able to access the property as early as 6 a.m. because there is no gate.

3. If no government personnel will be on site in the early morning hours, would the government be willing to provide a lock box for drivers to access a key to unlock the gates so services can occur outside of peak hours for pedestrian and vehicle traffic?

No Previous contractors have never run into a problem navigating visitor traffic.
