About this file

This document is a Questions and Answers file for Solicitation 140P4225Q0038, a chilled water piping inspection project at Independence National Historical Park in Philadelphia, Pennsylvania, issued by the Department of the Interior National Park Service Northeast Region. The Q&A document addresses two key technical questions from potential contractors: first, confirming that the chilled water system contains only water without corrosion inhibitors or additives, and second, exploring the potential use of Remote Field Testing (RFT) as an alternative to the specified ultrasonic testing methodology. The government's response indicates openness to RFT but notes potential limitations due to the piping being insulated and buried at varying depths, suggesting that additional technical details would be needed to fully evaluate the alternative inspection technique.

INDE: Chilled Water Pipe Inspection 140P4225Q0038 Contractor Questions

1. Water System Composition:

Can you please confirm whether the chilled water system contains any corrosion inhibitors, glycol, or other chemical additives, or if it is strictly filled with water?

Chilled Water Piping is strictly filled with water. We do not use corrosion inhibitors, glycol, or other additives in the piping loop to be inspected.

2. UT Inspection Methodology:

The PWS specifies a UT thickness survey using ultrasonic testing equipment. Would Remote Field Testing (RFT), an electromagnetic inspection technique that locates and sizes both internal and external corrosion, be an acceptable alternative for this portion of the work?

RFT is potentially viable. I am not familiar enough with the technology to understand it's limitations. I would note that the piping is insulated and buried at varying depths which may present issues with this methodology. Some technical details would be needed to evaluate this technology.
