About this file

This document is a Request for Information (RFI) amendment containing clarifications and responses to questions for a glazing maintenance and repair project at the Liberty Bell Complex within Independence National Historical Park. The RFI addresses three key topics: (1) vegetation removal around glass surfaces, specifying that landscape removals are limited to those shown on drawings and require prior approval for any additional removals, (2) equipment usage, with the Park approving the use of high-reach and scissor lift equipment contingent upon submission and approval of an accident prevention plan and site plan, and (3) bird film installation coordination with a separate exterior door hardware replacement contract, confirming that bird control film should be installed on existing north entry doors regardless of the door hardware contract's status.

RFI 01: What is to be done with the ivy at the East elevation of the building 1/A2.3? The ivy is currently obstructing pieces of glass that are to receive film.

Response/clarification: Several areas of glass on both the east and west elevations of the building are partially blocked by tree branches, shrubs, trumpet vine, grapevines and rose vines. Those items should be addressed as follows:

Tree branches - There is one area toward the south end of the west elevation where there are high windows in a curved masonry wall. This area is not scheduled for glazing film installation, so the tree should not impact operations for this project.

Shrubs - There are several shrubs that will require either removal or removal/replacement.

Refer to elevations on drawings for specific information.

Vines - There are several vines that will require either removal (flush cut at grade) or trimming as necessary to access the work. Refer to elevations on drawings for specific information.

Note that landscape removals are limited to what is shown on the drawings. Any additional landscape removals contractor requires beyond what is shown on the drawings must be requested and approved prior to work commencing and shall be replaced in-kind.

RFI 02: Our subcontractor plans on using a hi-reach on the exterior side of the glass. Also, we will use a scissor lift on the interior side of the structural glass wall. Will this equipment be allowed?

The Park assumes that equipment like high-reaches and scissor lifts would be used. For any equipment, an accident prevention plan, as well as a site plan, will have to be submitted and approved by the park before the equipment is delivered to the site or used to accomplish the work.

Question asked during walk-through: Regarding coordination with Replacement of Exterior Doors at Liberty Bell Center, which was listed as preceding work (Section 01 11 00, para. 1.3:B.1), but has not been accomplished yet, will the contractor be expected to install bird film on the existing north entry doors if they haven't been replaced yet?

The contract for Replacement of Exterior Doors at Liberty Bell Center only includes replacement of the hardware at the exterior doors. The existing doors will be reinstalled; therefore, the bird control film should be installed whether or not the work of the other contract has been accomplished yet.

Coordination with the door hardware contractor may be necessary.
