1. The SOW documents state that all work to replace the glass panel must be accomplished from the inside. It was explained at the site visit that use of scaffold needs to avoided for access and that was reason for this requirement. Proper replacement of the glass panel solely from the inside presents profound challenges and may compromise the final quality of the installed product. Will NPS permit vertical rope to the clock face that does not require scaffolding if a proper safety plan can be presented to NPS for rope access? This will enable work to be attended from both the interior and exterior simultaneously.
Yes, rope access will be considered to be an acceptable option if contractor can demonstrate that doing so can be accomplished in a safe manner. Please see section 01 10 00 1.2A2 on page 6 of the attached specs for updated information.
2. Please confirm what tools and materials are permitted to be left onsite inside the tower daily during progress of work, or if all tools and materials are required to be removed daily?
Yes, tools and materials will be screened by NPS law enforcement rangers when they are brought inside the secure perimeter of Independence Square. Most tools and materials can remain onsite throughout the work. Exceptions include tools and materials that pose a safety hazard if left unattended, such as fuel cannisters, oily rags, and other flammable materials.
3. Please confirm the anticipated timeline for award of the project and NTP that will follow after post award submittals and security clearances?
We expect that a contract will be awarded prior to the end of the fiscal year (September 30, 2024). Submittals are generally processed within 14 days of receipt, and an NTP will be issued once the required submittals are approved. Security clearances generally take 2-5 weeks after the intake forms are submitted and fingerprints are collected.
