Hopewell Furnace National Historic Site Ironmaster’s House Furnishings Plan
Storm Window Manufacture Statement of Work
Project Description: Contractor is responsible for all labor, materials, and transport costs for the manufacturing of 52 interior mounted, removable compression storm windows for the Ironmaster’s House located at Hopewell Furnace National Historic Site (NHS). This work will involve on-site delivery to 2 Mark Bird Lane, Elverson, PA 19520.
A. Background:
Hopewell Furnace NHS encompasses 848.06 acres of land associated with the iron-making operation begun by Mark Bird in 1771 in southeastern Pennsylvania. The furnace and surrounding acreage were sold several times in the eighteenth century before being purchased by the Buckley and Brooke families in 1800. These families retained ownership of the property until the Federal government purchased it in 1935. The furnace reached its peak of production and prosperity during the 1830s. By the middle of the nineteenth century, however, new technologies began to supersede the method of production employed at Hopewell. The Civil War and the expansion of American railroads provided a market for Hopewell’s pig iron for some decades after this time, but technological advances eventually made the furnace unprofitable, forcing its closure. The furnace went out of blast for the final time in 1883. The enabling legislation for the park (8/3/1938) declared the site to be of national significance due to its “relationship to the colonial history of the United States”.
B. Purpose:
The purpose of this scope of work is to solicit proposals for all labor, materials, and transport costs for manufacturing of interior mounted removable compression storm windows for the Ironmaster’s House at Hopewell Furnace NHS.
Vendors sought will have extensive experience in the specialized construction of these specific types of storm windows designed for installation into historic structures with no adverse effects on the historical fabric. The goal is to protect the objects on display from UV light, improve energy conservation, reduce condensation, and noise reduction and by using this type of storm window.
C. Scope of Work:
The contractor will provide components for the design and production of 52 interior mounted removable compression storm windows.
The contractor will warrant the storm windows against defects in materials and workmanship for a period of one year from date of acceptance by the National Park Service (NPS) Contracting Officer and their representative in the park. The contractor will submit a draft copy of the proposed warranty for review by the NPS. The contractor will provide a final written warranty, executed by Contractor, Installer, and Manufacturer, agreeing to repair or replace units which fail in materials or workmanship within the established warranty period. This warranty will be in addition to, and not a limitation of, other rights the National Park Service, Hopewell Furnace National Historic Site may have under the general conditions and provisions of the contract documents.
The contractor will coordinate the fabrication and delivery to ensure there is no delay in progress of the work.
Phases:
The work will be completed in two phases.
During the first phase of the contract, upon NPS review and approval of the design, the contractor will prepare 4 compression storm windows based upon agreed window specifications and locations for test installation (see highlighted windows below), by park staff, prior to proceeding with the manufacture of the remaining storm windows outlined within the contract. The contractor will verify all dimensions before fabrication of the storm windows. The contractor will coordinate fabrication and delivery of all parts.
The second phase of the contract will consist of fabrication and delivery of the remaining 48 (52 total) compression storm windows as per the approved design finalized during the first phase. NPS staff will inspect final deliverables for proper measurements and any other visual manufacture defects such as chipped, scratched, or otherwise damaged materials which do not match adjoining work.
The contractor will provide the park Curatorial and Maintenance staff with printed and electronic instruction, maintenance specifications and user manuals for the compression storm windows will and will be in a form suitable for inclusion in the National Park Service required Housekeeping Manual for collection storage areas. It will include operating and manufacturer’s maintenance instructions and procedures, parts inventory listing, purchase source listing, emergency instructions, and related information for all work including the method and frequency of actions recommended for maintaining optimum condition of the storm windows. It will also include precautions of materials and techniques that will be detrimental to the finishes and performance of the windows.
Materials and General Specifications:
The contractor will provide storm windows with a glazing of at least l/8" double strength, Low E glass. The compression interior storm windows will be made with frame formed from vinyl and weather-stripped all around perimeter. Mullions will be vinyl covered wood with concealed fastenings. Vinyl frame will be dark brown or white as specified based upon installation location. Color samples will be provided to the park for selection.
The compression windows will not require separately installed track or attachment hardware to either sides or bottom of existing openings. Frame will be capable of self-adjusting to any irregularity or out of square condition in existing openings. Frame will be constructed to provide a positive force on existing opening to affect a compression seal. Corners shall be securely fastened.
The spreadsheet below outlines dimensions for storm windows to be produced with an opening measurement of 5/8” for mounting. The contractor will provide materials and quality of workmanship which meet or exceed established industry standards for the product specified. Material thicknesses or gauges are manufacturer’s option unless indicated otherwise.
