SHENANDOAH NATIONAL PARK

ALARM MAINTENANCE, PROGRAMMING AND INSTALLATION

STATEMENT OF WORK

June 20, 2024

1. GENERAL

Shenandoah National Park (SHEN) requires services to provide a burglary, panic and fire alarm system to be installed according to NFPA and NEC specifications in two (2) buildings; perform reprogramming and repairs listed for each location listed in section 4.5 that includes twenty (20) alarm accounts/panels located throughout the park; and reprogram all (20) of the current panels/accounts to dial the appropriate 10-digit phone number.

2. BACKGROUND

Shenandoah National Park has its own emergency dispatch center, law enforcement, structural fire fighters and emergency response, while maintaining ownership of the buildings protected by the alarm system. Shenandoah National Park Regional Communication Center (SHEN RCC), is a 24/7 emergency dispatch center, providing monitoring services and dispatch spanning much of the state of Virginia, with buildings spread throughout that area. The center monitors all alarms for the buildings listed in section 4.5 of this document, with alarm panels located throughout the 105 mile length of the park.

3. PERIOD OF PERFORMANCE

Work shall be completed within 120 days after award. Work is to be performed Monday through Friday, during the hours of 7:00 am to 5:00 pm, excluding Federal holidays.

The Contractor shall coordinate work with the Contracting Officer or his/her designated representative. Contractor shall provide the government 5-days advance notice of when work is to begin. Work on Sunday or federal holidays will not be allowed without the approval of the Contracting Officer.

4. REQUIRED SERVICES

The Contractor shall provide services and equipment as desired in the following sections. In the course of performing the tasks required in this Statement of Work the Contractor shall adhere to the following requirements (when applicable):

· The Contractor shall utilize and install non-proprietary equipment.

· Installed equipment shall be compatible and serviceable with the SHEN RCC monitoring system.

· The Contractor shall furnish all labor, supervision, tools, materials, equipment, transportation, and management necessary to perform design and execution services for the installation, alteration, repair, replacement, upgrade, calibration, programming, inspection, testing, and other related services for the installation of fire alarm systems.

· Work shall be completed on one building at a time before moving to the next location.

· Existing conduit, that is code compliant, will be used when pulling and laying new wire using same pathways whenever and wherever possible. New pathways shall be identified, discussed, and approved before any work begins.

· When wiring is removed for replacement, fasteners will also be removed.

· All work shall be performed with extreme care to avoid damage to existing materials to remain or materials to be removed and reinstalled.

· Historic and non-historic finishes and materials shall be maintained with “minimal damage” due to the work performed by the Contractor. Minimal damage is defined as removal and replacement with the same removed material without discernible damage to the material or no more than one small hole that is less than two (2) inch square in any one foot square area. Damaged materials shall be replaced with similar or in-kind materials, as approved by the Contracting Officer.

· Whenever possible, existing screw holes will be used when mounting devices and panels. All unused holes will be repaired to match surface. If necessary, stainless fasteners shall be used in any new penetrations into masonry. Attachments shall only be made in mortar joints.

· Contractor is responsible for any touch-up painting, patching, and cleanup.

· All fire protection design work shall be completed and stamped by a Fire Protection Engineer (FPE) or minimum NICET Level III or IV certification in Fire Alarm Systems.

· All stages of the design and execution processes shall comply with the latest applicable versions of the following: National Fire Protection Association (NFPA) codes and standards, NPS Reference Manual (RM) 58, National Electrical Code (NEC), Occupational Health and Safety Administration (OSHA) requirements.

4.1 NEW ALARM INSTALLATION

The Contractor shall provide, install, and test new addressable panic, burglary and fire alarm systems at two (2) locations as described in 4.1.1 and 4.1.2. The systems shall meet the requirements for protected premises fire alarm systems in accordance with the 2016 edition of NFPA 72 and includes but is not limited to:

· Fire alarm control panel

· Annunciator

· Circuitry

· Alarm initiating devices

· Notification appliances

· Secondary power supplies

· Monitor modules

· Relays

· Surge protection

· Tamper switches

· Waterflow switches

· Documentation cabinet

· Alarm transmittal to SHEN RCC receiver

4.1.1 Old Rag Fee Station

The Contractor shall provide, install, and program fire, burglary and panic alarms are required. The panic alarms will consist of one stationary and two mobile panic alarms/buttons. The Contractor shall:

· Ensure fire alarm initiating devices (smoke/heat/pull stations), notification devices (horn/strobes), and supervisory/tamper switches provide complete coverage and are installed in accordance with the 2016 edition of NFPA 72.

· Ensure panic alarms are installed at each money handling and public access location. Panic alarms should be easily accessible and concealed. Panic alarms shall be equipped with “Listen In” alarm monitoring.

· Ensure burglary alarms are installed and provide complete coverage for intrusions and internal sensors.

· Maintain historic fabric of building elements.

4.1.2 White Oak Fee Station

The Contractor shall provide, install, and program fire, burglary and panic alarms are required. The panic alarms will consist of one stationary and two mobile panic alarms/buttons. The Contractor shall:

· Ensure fire alarm initiating devices (smoke/heat/pull stations), notification devices (horn/strobes), and supervisory/tamper switches provide complete coverage and are installed in accordance with the 2016 edition of NFPA 72.

· Ensure panic alarms are installed at each money handling and public access location. Panic alarms should be easily accessible and concealed. Panic alarms shall be equipped with “Listen In” alarm monitoring.

· Ensure burglary alarms are installed and provide complete coverage for intrusions and internal sensors.

· Maintain historic fabric of building elements.

4.3 PROGRAMING

The Contractor shall program twenty-three (23) alarm panels (4.5.1 through 4.5.26) described in section 4.5 below, to allow ten (10) digit dialing and that all alarms call into the SHEN RCC receiver, and update software on alarm panels as needed. A minimum of four (4) days shall be planned to program and repair stated faults (section 4.5) at all locations.

4.4 EXPECTED REPAIRS

Detailed in 4.5 are repairs expected to be necessary to correct current faults and/or return function. In the event the Contractor determines that other work is needed as described in 4.4.2, the Contractor shall determine if expected repairs are redundant or inappropriate in light of additional work, and immediately bring such to the attention of the COR. Deviations from expected repairs shall be noted in the report, along with notes of relevant communication.

4.5 LOCATIONS

4.5.1 Dickey Ridge Visitor Center

Located at 17065 Skyline Drive, Front Royal, VA 22630. There is currently an Ademco Control Vista100 panel. There is one key switch on one entrance that is not operable and needs repair/replacement. Repairs shall include repairing/replacing the faulty access point key switch and shall include all hardware, wiring, miscellaneous connectors and supplies.

4.5.2 Headquarters Inventory and Monitoring building

Located at 185 HQ Lower NCR Road, Luray, VA 22835. There is currently a Vista 128FBT panel at this location. The building has access to one telephone lines (POTS), and internet. The smoke detectors in this building are outdated and need replaced. Repairs shall include 7 new addressable smoke detectors and all associated hardware, wiring, miscellaneous connectors, and supplies.

4.5.3 Headquarters Archives building

Located at 185 HQ Lower NCR Road, Luray, VA 22835. There is currently a Ademco Vista50P/Vista50PUL panel at this location. The building has access to one telephone lines (POTS), and internet. The smoke detectors in this building are outdated and shall be replaced. This shall include four

This system is in fault due to low battery and communications error. Repairs shall include replacing two (2) batteries and all associated hardware, wiring, miscellaneous connectors, and supplies.

4.5.5 Headquarters Warehouse

Located at 354 HQ Access Road, Luray, VA 22835. There is currently a Gamewell model 7100 fire panel at this location. The building has access to one telephone lines (POTS), and internet. This system is in fault due to low battery and communications error. Repairs shall include replacing two (2) batteries and all associated hardware,

Located at 391 HQ Access Road, Luray, VA 22835. There is currently a Gamewell model 7100 fire panel at this location. The building has access to one telephone lines (POTS), and internet. This system is in fault due to low battery and communications error. Repairs shall include replacing two (2) batteries and all associated hardware,

4.5.7 Headquarters Maintenance and Autoshop

Located at 357 HQ Access Road, Luray, VA 22835. There is currently a Notifier NFS2-640 panel at this location. The building has access to one telephone lines (POTS), and internet. This system is in fault due to low battery and communications error. Repairs shall include replacing two (2) batteries and all associated hardware, wiring,

Located at 354 HQ Access Road, Luray, VA 22835. There is currently a Vector Security/Honeywell panel at this location. The building has access to one telephone lines (POTS), and internet. This system is in fault due to low battery and communications error. Repairs shall include replacing two (2) batteries and all associated hardware,

4.5.9 Headquarters Front Desk

Located at 3655 US HWY 211 East, Luray, VA 22835. There is currently a Vector Security/Honeywell panel at this location. The building has access to one telephone lines (POTS), and internet. The panel needs to be remounted to the wall. The panel is currently in low battery fault. replacing the LCD Alpha Keypad, two (2)

4.5.10 Thornton Gap Entrance Station

Located at 31339 Skyline Drive, Luray, VA 22835. There is currently a GE Security Pro 60-734 intrusion and a non-working Ademco Controls Vista-250FBP fire panel at this location. The building has access to one telephone line (POTS) and cellular phone service. The Ademco Controls Vista-250FBP fire panel will need to be replaced with a compatible panel.

4.5.11 Panorama Comfort Station

Located at 150 Panorama Upper Parking Road, Luray, VA 22835. There is currently an Ademco fire panel at this location. This panel is currently in faults for 803 low Battery, 974 Telco Failure and 975 Com Failure. The building has access to one telephone lines (POTS) and cellular phone service. Repairs shall include replacing two (2) batteries.

4.5.12 Skyland Massanutten Lodge

Located at 604 Skyland Lower Loop, Luray, VA 22835. There is currently a Ademco Vista-50P fire panel at this location. This panel is currently in fault for Com Failure. The building has access to one telephone lines (POTS), internet and cellular phone service. All existing heat detectors and smoke detectors will need replaced due to age/being broken. Repairs shall include replacing six (6) 194 Degree Fixed/Rate of Rise Heat Detectors, one (1) 2-wire Photoelectric Smoke Detector, and all associated hardware, wiring, miscellaneous connectors, and supplies.

4.5.13 Big Meadows Campground Office

Located at 304 Big Meadows Access Road, Stanley, VA 22851. There is currently a GE Security 6001021-95R panel at this location. This panel is currently in fault for Com Failure. The building has access to one telephone line (POTS), internet and cellular phone service.

4.5.14 Byrd Visitor Center comfort station

Located at 259 Big Meadows Visitor Road, Stanley, VA 22851. There is currently an Ademco fire panel at this location. This panel is currently in fault for Com Failure and 077 motion sensor. There is a motion sensor at the exit hallway that is cracked across the sensor and the sensor will need to be replaced. This building also has a bad smoke detector that needs replaced with an address programmable smoke detector. The building has access to one telephone lines (POTS), internet and cellular phone service. Repairs shall include replacing one (1) addressable smoke detector, two (2) wireless personal panic buttons and all associated hardware, wiring, miscellaneous connectors, and supplies.

4.5.15 Camp Hoover Prime Minister’s Cabin

Located at 761 Camp Hoover Road, Stanley, VA 22851. There is currently an Ademco Controls Vista100 panels at this location. The building has access to one telephone lines (POTS) only. This system is in fault due to low battery and communications error.

4.5.16 Camp Hoover Presidential Cabin

Located at 769 Camp Hoover Road, Stanley, VA 22851. There is currently an Ademco Controls Vista100 panels at this location. The building has access to one telephone lines (POTS) only. This system is in fault due to low battery and communications error. Repairs shall include replacing two batteries.

4.5.17 Camp Hoover Creel Cabin

Located at 645 Camp Hoover Road, Stanley, VA 22851. There is currently an Ademco Controls Vista100 panels at this location. The building has access to one telephone lines (POTS) only. This system is in fault due to low battery and communications error. Repairs shall include replacing two (2) batteries.

4.5.18 Swift Run Entrance Station

Located at 22591 Spotswood Trail, Elkton, VA 22827. There is currently a Honeywell security panel at this location. This panel is currently in faults for 03 memory, alarm, and date. The building has access to one telephone line (POTS) and cellular phone service.

4.5.19 Loft Campground Office

Located at 8640 Loft Mountain Road, Crozet, VA 22932. There is currently a GE Security 600-1021-95R panel at this location. This panel is currently turned off and will be in unknown faults when turned on. The building has access to one telephone line (POTS). This system is in fault due to low battery. This system is missing the portable panic button that must be replaced. Repairs shall include replacing one (1) Portable Emergency Panic Button and two (2) batteries and all associated hardware, wiring, miscellaneous connectors, and supplies.

4.5.20 Rockfish Gap Entrance Station

Located at 282 Skyline Drive, Waynesboro, VA 22980. There is currently a Ademco Controls Vista128FB panel at this location. The building has access to one telephone line (POTS) and cellular phone service. This system is in fault due to low battery. Repairs shall include replacing two (2).

5. ADDITIONAL REPAIRS (OPTIONAL)

When found fair and reasonable, the Governments may choose to exercise the requirement for additional work including labor and/or hardware necessary to repair and return faulted alarms to functional status based on the findings of the Contractors report described in 4.4. If this option is exercised, work shall be in accordance with the Terms and Conditions of the contract, including unit pricing as determined at the time of award, and the specific details of necessary labor and hardware appended to this Statement of Work at that time.

6. REPORTS AND DELIVERABLES

The Contractor shall provide the items described below following performance of tasks described in section 4:

6.1 Set of Applicable Manufacturers’ Product Literature and Cut Sheets The complete set shall encompass all significant and specialty products and/or equipment.

6.2 Four (4) hard copies of construction drawings

· Contractor shall provide two (2) copies to the COR, one (1) copy to the AHJ, and one (1) copy to the CO.

· Copies of drawing set shall be half-sized black-line drawings based on 22x36-inch original drawing sheet size.

· Copies of specifications and manufacturers' cut sheets shall be double-sided bound on 8½" × 11" white paper.

· Drawings of all installed items shall be provided, including sites that require complete replacement.

6.3 Panel Report

· Report of each panel that was reprogrammed and all updates made.

6.4 System Demonstration and Training on installed alarms

· Manufacturer’s factory-authorized service representative shall provide services to demonstrate and train Government maintenance personnel after completion of commission as specified below:

· Provide two (2) hours of operational, maintenance, and troubleshooting training on the fire alarm system to SHEN facility maintenance personnel.

· Provide at least one training sessions of one (1) hour duration each in fire alarm system operations to the primary user of the system, typically the Park Ranger and /or the facility staff.

· Provide two (2) copies of the manufacturers’ operation and maintenance manual or binder.

6.5 As-Constructed Drawings (As-built)

For all installed alarms (section 4.1): Provide as-constructed drawings with information provided on the record drawings, contract modifications; and other applicable shop drawings, sketches, and data. Provide 3 copies of the as constructed drawings in the following formats:

· Electronic copy of AutoCAD files on a flashdrive

· Electronic copy in PDF format

· Two (2) hardcopies on bond paper

7. CONTRACTOR REQUIREMENTS

The fire alarm system installation supervisor shall be qualified and experienced in the design of fire alarm systems in accordance with the 2016 edition of NFPA 72. This supervisor shall be trained and certified by the manufacturer of the equipment being installed.

There must be a minimum of one NICET Level II, Fire Alarm System technician on-site throughout the installation of fire alarm systems.

8. ACCEPTANCE

Fire alarm design, equipment, installation, testing, and acceptance shall be reviewed and approved by the regional structural fire management officer (RSFMO) who is also the authority having jurisdiction (AHJ). Approval will be communicated by the COR or Contracting Officer.

9. WARRANTY

Provide a warranty for the installed fire, intrusion and panic alarm systems. The Contractor shall be responsible during the design, installation, testing and guarantee periods for any damage caused by the Contractor or Subcontractors, or by defects in the Contractor's or Subcontractors' work, materials or equipment. Warranty shall cover all materials, equipment, software, and installation provided by the contractor or subcontractor(s).

In performing service and/or repair under the warranty, the Contractor shall determine the cause of the fault condition, correct the faults and replace failing or malfunctioning components during the stated period of warranty. Warranty shall not apply to Government's failure to protect, handle, operate, or maintain system properly. Warranty shall no apply to Government furnished equipment and parts.

Warranty period on the installed alarm system is for one (1) year following time of system acceptance.
