About this file

This document contains answers to questions from contractors regarding solicitation number 140P4223R0013 from the Department of the Interior National Park Service Northeast Region. The solicitation seeks bids to remove, replace, and install life safety systems at the Poe House in Philadelphia, Pennsylvania, with a period of performance from December 15, 2023 to March 13, 2024. Key requirements include connecting a sprinkler system to the city water main and submitting associated paperwork, using sleeves for penetrations of plaster walls, and securing and attaching fire suppression piping as shown on drawings. The National Park Service will not require permits from the City of Philadelphia due to the property being federal land. Contractors should follow NFPA codes for labeling, sound requirements, and programming the alarm monitoring system to communicate with Park Dispatch. Asbestos has not been reported but would be handled according to applicable laws if encountered. The contractor is responsible for barricades, safety signage, waste removal, and protecting existing property during work. Patching and painting requirements reference other specification sections.

Document Title PARK PMIS 225446 – Remove, Replace, And Install Life Safety Systems EDAL

1. Since this building is owned by the National Park Service, do we need to get a City of

Philadelphia sprinkler/alarm permits and submit drawings to Philadelphia L & I? If not, who do we send the plans for approval?

Permits will be needed to connect the sprinkler system to the city water main. Back flow preventer paperwork will also need to be submitted to PWD via Charlotte Apointe at CCC.BLS@phila.gov. We have not submitted paperwork to L&I in the past and do not except to now due to be federal property.

2. Is the project tax exempt?

3. Pipe insulation is noted a couple of times throughout the fire protection specification, please verify that insulation is only required in the attic as part of option #1 and used in conjunction with heat tracing only?

Where insulation is not specifically called out on contract drawings it is not required.

4. Commissioning of fire pump, dry pipe systems and nitrogen systems are noted a couple times in the commissioning sections of the fire protection specs. Please verify that neither a fire pump, dry pipe systems nor nitrogen systems are part of this project.

These systems were tested during design and found to be in compliance and alterations should not be necessary.

5. Specs mention using sleeves for sprinkler system piping penetrating interior plaster walls.

Typically, fire stopping material is simply put around the sprinkler piping. Please verify that using pipe sleeves is required since this is not industry standard.

Sleeves are required due the historical nature of the building.

6. Can toggle type pipe hangers be used in plaster and metal lathe ceilings for sprinkler pipe sizes 1 ½” diameter and smaller as per NFPA 13?

This is acceptable.

7. Fire protection plans permit the use of schedule 10 steel piping in sizes 2 ½” diameter and larger, but the specs are rather vague as to its use. Can schedule 10 piping be used on this project?

This is acceptable.

8. Since “B” is the seismic design category, seismic bracing is not required on the sprinkler piping. Can I assume that vibration control is also not required on any fire protection piping?

Correct, vibration control is not required on fire protection piping.

9. Can I assume that pipe labels are only required on sprinkler main piping – and not on branch line piping feeding sprinkler heads?

Label should be performed in accordance with NFPA codes.

Document Title PARK PMIS 225446 – Remove, Replace, And Install Life Safety

10. Fire Suppression Installation drawings A2.0 through A2.4 show the proposed piping layout. Is it the intent that this piping be secured and attached to the walls?

Yes. Piping should be secured and attached to walls and/or ceiling as indicated.

11. The Fire Alarm System specification lists the Honeywell Gamewell-FCI E3 as the only Fire

Alarm System to be provided, which includes the SWIFT Wireless components. Are you open to the suggestion of using the Notifier N16 Intelligent Fire Alarm System with SWIFT Wireless components, also manufactured by Honeywell, as it meets/exceeds the Project’s design criteria and the features of the specified Gamewell-FCI E3 Fire Alarm System.

Any substitution notifier must be compatible with Honeywell Gamewell FCI system and Park Command Dispatch phone receiver.

12. Are there any liquidated damages involved with this project?

No

If the project is delayed due to weather an extension would be granted however the project scope is located indoors and should be largely unaffected by weather.

14. Are the funds currently available now for this project, including the option for heat tracing?

Funding is available.

15. Will a dumpster be provided for us or should we factor a dumpster into our bid?

The contractor is responsible for all removal of waste material resulting from the project and any associated costs.

16. Specs don’t list brand name or part numbers for emergency lighting. Is there a preferred brand?

There is no preferred brand. Contractor shall submit lighting for approval that meets all salient characteristics listed in specifications.

17. Is a System printer required?

Printer is not required.

18. Per the drawing, it is missing notification strobes in restrooms 107&210, bedrooms 205 & 304.

Is this correct?

Strobes in those rooms are required for this project and should be accounted for (as well as any required wiring or tie in) in contractor’s bidding price.

19. Are low frequency sounders are NOT required in living areas?

Contractor shall follow NFPA code in regards for sound requirements for all areas.
