EISENHOWER NATIONAL HISTORIC SITE

STATEMENT OF WORK

UPHOLSTER REPRODUCTION FRENCH-STYLE CHAIR FRAMES

1. BACKGROUND

Eisenhower National Historic Site (EISE) is the location of the only property ever owned by General and Mrs. Dwight D. Eisenhower. They purchased their farm near Gettysburg, Pennsylvania in 1950. It served as a temporary White House during his presidential years and as the Eisenhowers’ retirement home. The park encompasses over 690 acres, comprising four farmsteads. One of the farmhouses is the Eisenhower Home, which is fully furnished to reflect the target interpretation year of 1967. 98% of the furnishings are original to the home. Some furnishings have been replaced by reproductions as needed. Two significant omissions that remain are French-style chairs. Reproductions of these chairs are needed to complete the furnishing of a room in the home and a room in the nearby guesthouse. The wooden frames for these chairs have already been reproduced. This Statement of Work covers the upholstery of these chair frames.

2. PURPOSE

The purpose of this contract is to have two reproduction French-style chair frames upholstered with fabric to match as closely as possible, in pattern and color, what is documented to have been on the original chairs.

3. SCOPE

The contractor shall provide the National Park Service with all labor, supplies, materials, facilities, travel, and shipping, necessary to upholster two chair frames. The chair frames are both French Louis XV style.

Though similar, they are not identical. However, both are to be upholstered with the same fabric, a floral chintz that is predominantly yellow in color, and the same gimp trim. Unfortunately, the only known photographs of the original chairs are in black and white, taken in 1955. When found and examined in 2012, the current owner had previously reupholstered these chairs in a different fabric.

4. TASKS

A. The contractor shall travel to the Eisenhower National Historic Site’s museum storage facility to pick-up the reproduction chair frames. If the contractor cannot pick-up the frames in person, then the contractor must make shipping arrangements. The custom-made reproduction chair frames including hand carved decoration were quite expensive. Therefore, the use of a common carrier (FedEx, UPS, etc.) is an unacceptable risk. The contractor will need to use an art handling company for both packing and shipping.

B. The contractor shall build the internal construction of each chair completely from the frame including webbing, springs, foam, dust cloth, muslin cover, etc. without the benefit of templates.

The contractor is authorized to make minor alterations to the frame as needed for proper upholstery procedures.

C. The contractor shall search for one or more floral chintz fabrics that are predominantly yellow in color and match as much as possible the pattern as shown in the 1955 photographs. Ultimately, what matters is the overall appearance of the chairs. The use of a substitute fabric in lieu of a vintage one is acceptable. The contractor shall also procure gimp trim ½-inch wide in a color that is an aesthetic match with the yellow fabric.

D. The contractor will submit one or more samples of fabric and trim to the COR. The COR will authorize the fabric and trim based on consultation and the samples.

E. Upon approval of the samples submitted, the contractor shall finish the upholstery with the approved fabric and trim.

F. The contractor will return the finished chairs to the park by either personal delivery or shipment via an art handling company.
