The Government may contact offeror’s customers as listed on the Experience Questionnaire.
ii) The Government may use the Governments Past Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance Integrity Information System (FAPIIS) to evaluate an offerors past performance. In addition to the past performance found on these databases, the Government may consider past performance information obtained from other sources.
Offerors will be provided an opportunity to comment on adverse past performance if it has not already been afforded that opportunity by the Government agency providing adverse past performance information. adherence to contract schedules, including the administrative aspects of performance; the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the offeror's business-like concern for the interest of the customer.
V. Price – A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined by considering other competitive prices received and comparison to the Independent Government Cost Estimate (IGCE). The Government will also evaluate whether a proposed price is unreasonably high and may also consider whether a proposed price is unreasonably low since this might indicate a lack of technical understanding on the Offeror’s part or a performance risk associated with the proposal that the Government may not be willing to accept.
Whether a proposed price is unreasonably high or unreasonably low may be considered in the context of comparison to other price proposals received as well as to the IGCE or to any other information the Contracting Officer deems useful in his or her discretion.
The Government may make a final determination as to whether the Offeror’s proposal is acceptable or unacceptable solely on the basis of the initial proposals as submitted. Offerors are advised to submit proposals that are fully and clearly acceptable without requests for additional information. Offerors are required to meet all solicitation requirements, such as terms and conditions and technical requirements to be eligible for award. The Government intends to select one contractor for award. However, the Government reserves the right to award no contract at all, depending on the quality of proposals(s) submitted and the availability of funds.
