PROVISIONS BY GOVERNMENT
The National Park Service will supply equipment as listed on ATTACHMENT 1.
PROVISIONS BY CONTRACTOR
The contractor shall supply equipment as listed on ATTACHMENT 2.
All contractor provided equipment shall be manufactured by reputable, quality brands such Whelen, Federal Signals, Jotto-Desk, Troy Industries or otherwise equal in quality and features.
Additionally, the contractor shall supply all tools and incidental supplies (such as hardware, wires and connectors) necessary to complete the specified work. The contractor shall also supply all personnel and facilities needed to complete the project in an expedient and professional manner. All applicable parts shall meet SAE specifications.
EXPECTATIONS OF CONTRACTOR
The following expectations and requirements shall be met by the contractor:
A. Competency
Contractor shall have the technical knowledge, skills, and abilities required to successfully install all emergency equipment in such a manner that it functions as intended and is resilient to the demands of emergency work.
Equipment is often mechanically complex, as in the case of console or wiring installation; equipment is also often electronically complex, as in the case of control consoles. Successful installation will therefore require extensive knowledge of mechanical, electric, electronic, radio, and radio microwave systems. Contractor shall also have metalworking skills, as on-site fabrication or alteration of parts is often necessary. Unusually complex requirements are common with NPS patrol vehicles because they are deployed not only as police vehicles, but also in response to medical, search and rescue, and fire emergencies, and must be capable of interoperability across all emergency response disciplines.
B. Flexibility 1 Due to the diversity of the fleet, contractor shall be able to work with a wide array of vehicle types including sport utility vehicles with or without an OEM police package.
2 A variety of previously used equipment is available to be supplied for reinstallation—some has been listed in Attachment 1. If the equipment is in good working order and compatible, it is cost effective to reuse the equipment. The contractor is expected to assist with reuse of compatible equipment when practical in lieu of ordering parts.
C. Availability
Due to the fact that the COLO does not maintain any vehicles in reserve in case of equipment breakdown, it is vitally important that the contractor be usually available within a short period of time to respond to the work site to perform maintenance work on equipment or have a shop a short distance away. Additionally, the contractor shall be readily and immediately available at any time required by COLO during the period when new vehicles are arriving, May through August. Furthermore, due to the unpredictable and ongoing nature of maintenance problems which may arise at any time, the contractor shall be available year-round to perform work. The regular, recurring nature of maintenance problems requires this.
D. Safety, Security, and Community Impact
1 The contractor may be in possession of one or more emergency vehicles, including law enforcement vehicles. The government will provide the contractor with keys to various emergency vehicles in Golden Gate National Recreation Area. As these vehicles often contain firearms, police identification, and sensitive information, the contractor and his employees must be thoroughly trustworthy and subject to clearances as required by
COLO.
2 Contractor shall be bonded.
QUESTIONS REGARDING VEHICLE SPECIFICATIONS SHOULD BE DIRECTED TO:
Tomica Cooper 267-528-1420 Tomica_cooper@nps.gov
All equipment must be brand name items or equal. Non-listed equivalents must be equal in quality and feature set.
All items must be fully compatible with all other items to be installed in the same vehicle.
