About this file

This is a Brand Name Justification document prepared by the National Park Service (NPS), National Capital Parks-East (NACE) under FAR 11.105 for a simplified acquisition. The procurement seeks twenty-five (25) Victor Stanley Ironsites Model S-35 outdoor trash receptacles in High Gloss Black with standard liners, powder-coat finish, and anchoring hardware. The receptacles will replace existing wood and metal "tulip" style trash receptacles at high-traffic public areas throughout NACE park units. The estimated contract value and specific pricing are redacted, with a firm-fixed-price contract type and 60-day period of performance. The NAICS code is 337127 (Institutional Furniture Manufacturing), and the purchase request number is 0044033120.

The justification establishes that the Victor Stanley S-35 product is essential and unavailable in combination from other manufacturers due to five primary factors: compatibility and standardization with existing NPS/National Capital Planning Commission (NCPA) site furnishings and regional streetscape design guidelines; aesthetic consistency required in historically and visually sensitive park environments; proven durability and performance in outdoor federal park settings with documented resistance to vandalism and weather exposure; reduced lifecycle costs through standardization eliminating mixed-brand replacement parts and enabling bulk ordering efficiencies; and market research confirming alternative suppliers (Global Industrial, Alpine Industries, Belson Outdoors) do not replicate the specific design profile, dimensions, finish quality, and pedestal base configuration. The solicitation remains open to any vendor capable of providing the specified product, with competition anticipated among distributors and resellers. The document is approved for acquisition under simplified acquisition procedures with price reasonableness determination per FAR 13.106-3(a).

UNITED STATES DEPARTMENT OF THE INTERIOR NATIONAL PARK SERVICE

NATIONAL CAPITAL EAST

BRAND NAME JUSTIFICATION

Pursuant to FAR 11.105 Simplified Acquisition — FAR Part 13

1. Procurement Identification Purchase Request Number: 0044033120 Project Name: Victor Stanley Trash Receptacles Contracting Activity: Department of the Interior, National Park Service, National Capital East NAICS Code: 337127— Institutional Furniture Manufacturing Estimated Value: [Redacted] Contract Type: Firm-Fixed-Price Period of Performance: 60 days

2. Description of Requirement The National Park Service (NPS), National Capital Parks–East (NACE), requires twenty-five

(25) Victor Stanley Ironsites Model S-35 outdoor trash receptacles in High Gloss Black, complete with standard liners, powder-coat finish, and anchoring hardware. These receptacles will be installed at high-traffic public areas throughout NACE park units to replace existing wood and metal “tulip” style trash receptacles, supporting visitor services, improving waste management, and maintaining consistent and aesthetically appropriate sites.

3. Brand Name Specified Manufacturer: Victor Stanley, LLC Product Line: Ironsites® Model: S-35 Type: Outdoor Trash Receptacle

FOR OFFICIAL USE ONLY

Brand Name Justification — Victor Stanley S-35 — Page 1

Construction: Powder-coated steel body with recessed pedestal base and tapered formed lid Finish: High Gloss Black; durable exterior powder coating suitable for extended outdoor exposure

4. Rationale for Brand Name Specification The following characteristics of the Victor Stanley Ironsites Model S-35 are essential to the Government’s requirement and are not available in combination from other manufacturers:

1. Compatibility and standardization with existing site furnishings. Victor Stanley receptacles are the established standard for outdoor waste and recycling containers across NPS and National Capital Planning Commission (NCPA) sites in the National Capital region. NPS/NCPA streetscape design guidelines identify Victor Stanley receptacles as the dominant style for waste and recycling containers in the region’s developed park and monumental core environments. Introducing a different manufacturer’s product would result in mismatched aesthetics and varying degrees of durability across park sites that are intended to present a unified visual identity.

2. Aesthetic consistency in historically and visually sensitive park environments. NACE park units include historically significant and high-visibility public spaces. The visual uniformity of site furnishings in these environments is not merely a preference but a design standard. The specific profile, proportions, pedestal base design, and finish quality of the S-35 are integral to the established streetscape aesthetic. Functionally similar receptacles from other manufacturers do not replicate these design characteristics.

3. Proven durability and performance in outdoor federal park settings. Victor Stanley Ironsites receptacles have a documented track record of performance in NPS outdoor environments, including resistance to vandalism, weather exposure, and high-traffic use. The powder-coated steel construction with recessed pedestal base has demonstrated long service life in the specific conditions present at NACE sites.

4. Reduced lifecycle cost and maintenance risk. Standardizing on a single manufacturer’s product line reduces maintenance complexity by eliminating the need for mixed-brand replacement parts, liners, and hardware. It also enables bulk ordering efficiencies and simplifies spare-parts inventory management across multiple park sites. Using alternative brands would introduce non-compatible replacement components and increase long-term maintenance burden.

5. Market Research Market research was conducted in accordance with FAR Part 10 to determine whether other manufacturers could meet the Government’s requirement. Research methods included review of

Victor Stanley manufacturer product catalogs and specifications, review of commercial site furnishing vendors offering outdoor trash receptacles, examination of comparable receptacles used by municipalities and park systems, and screening of federal mandatory supply sources.

A review of required sources of supply was conducted on February 4, 2026. Results:

Excess Personal Property: No Victor Stanley trash receptacles available in excess personal property.

AbilityOne Program: Victor Stanley site furnishings are not typical AbilityOne products. AbilityOne tends to include smaller everyday supplies under the SKILCRAFT brand rather than heavy outdoor furnishings.

Federal Prison Industries (UNICOR): There is no published indication that UNICOR manufactures or distributes Victor Stanley branded outdoor trash receptacles or comparable site furnishings through its program.

Commercial sources identified include Victor Stanley, LLC (manufacturer), authorized distributors listed on the Victor Stanley website (e.g., habitat-system.com, Pavilion cooperative market), and alternative suppliers offering comparable 24–36 gallon outdoor trash receptacles (Global Industrial, Alpine Industries, Belson Outdoors, and other municipal-grade vendors).

While these alternative products are functionally similar as trash receptacles, they do not replicate the specific design profile, dimensions, finish quality, and pedestal base configuration of the S-35 that are required for visual consistency with the existing NPS site furnishing standard.

6. Effect on Competition This brand name specification restricts the product to the Victor Stanley Ironsites Model S-35 but does not restrict the source. Victor Stanley products are commercially available from the manufacturer and from multiple authorized distributors and resellers. The solicitation will be open to any vendor capable of providing the specified product, and award will be made to the lowest-priced responsive quotation. Competition among dealers and distributors is anticipated.

7. Authority This brand name justification is prepared pursuant to FAR 11.105, which requires documentation when the Government specifies a brand name product. This acquisition is conducted under FAR Part 13 simplified acquisition procedures. Price reasonableness will be determined in accordance with FAR 13.106-3(a).
