1. INTRODUCTION

The C&O Canal National Historical Park (CHOH NHP) occupies the Maryland bank of the Potomac River from Cumberland, MD to Washington, DC. The Park spans over 184 linear miles and contains the historical infrastructure of the C&O Canal. The primary feature of the park is the towpath, an earthen path used by mules in the 19th and early 20th century to draw boats up and down the entire length of the canal. Today the towpath exists as a recreational and commuter thoroughfare for pedestrian and cyclist traffic with intermittent improved and unimproved camp sites and historical landscape features such as locks, culverts, waste weirs, and lockhouses. Because the towpath transits areas dominated by lowland riparian forests containing an estimated 6.5 million trees, the necessity for robust and continual grounds management is necessary to maintain public safety in accordance with applicable regulation while ensuring sustained trafficability. This presents challenges for National Park Service staff given the vastness of the park, the constricted access and trafficability of the towpath, dangerous working environment, and the high throughput rates of cyclists, pedestrians, and campers.

Furthermore, the park contains over 1,400 classified structures, most of a historical nature, that have statutory preservation requirements. Under assessment several capability gaps with the current grounds management equipment array fielded in the park are apparent:

2. OBJECTIVE

CHOH NHP wishes to address critical capability gaps in the physical execution of the

Grounds Care mission. The CHOH NHP aims to increase productivity and decrease maintenance. The CHOH NHP Park requires a material solution for the resolution of the issue.

3. SCOPE & REQUIREMENT

The contractor shall provide all facilities, labor, resources, and material necessary to design, assemble, and deliver the end-item(s) described in the statement of work.

Government Requirement (end-item): Bobcat Toolcat 5600 tailored to the park’s operating environment, to optimize safety, performance and efficiency, while achieving grounds care and park goals.

4. THRESHOLD PERFORMANCE REQUIREMENTS

Performance thresholds are requirements that shall be met by any proposal. The offeror should address each threshold requirement in the proposal. Proposed deliverables that do not meet the threshold performance requirements below shall be disqualified from consideration. The deliverable, sub-components, and all parts, shall be new; no reconditioned or used components are authorized.

See included Specifications sheet.

5. DELIVERY SCHEDULE

All deliverable(s) shall be completed no later than 90 days of contract award.

a. NOTICE REGARDING LATE DELIVERY

The contractor shall notify the Contracting Officer (CO) and Contract Officer Representative (COR) as soon as possible regarding late delivery of the end item. The contractor shall include the rationale/justification for the later delivery in the form of a written correspondence (such as mail or email) which includes a new delivery schedule.

The CO will review all factors and provide guidance. This notification in no way limits the Government’s right to remedies, up to and including termination.

b. ACCEPTANCE

The assigned COR is responsible for acceptance in accordance with the contract provisions. The COR shall have ten (10) business days after delivery of the end-item to provide certification of acceptance and authorization for payment. The ten (10) business days begin only after all deliverables have been transferred to the Government, to include any training and inspection requirements.

The COR shall evaluate the deliverable(s) and determine if the deliverable(s) are Acceptable or Not Acceptable. For a deliverable to be determined Acceptable, it shall be compliant with the contract specifications/requirements, fully serviceable, and free of defects.

6. QUALITY CONTROL / QUALITY ASSURANCE

Upon award, the awardee shall follow the quality control provisions contained in this section as well as any internal quality control plan submitted with the proposal.

a. CONTRACTOR’S QUALITY CONTROL PLAN

The contractor’s quality control plan (QCP) shall describe how the contractor shall implement internal and external control measures mitigate the risk of defects (material or from faulty workmanship, immediate or latent) in the deliverable. The QCP shall detail key personnel roles and responsibilities, timing and frequency of inspections, applicable trade standards (ANSI, ISO, OSHA), raw material and sub-component quality control processes, and final pre-delivery inspection criteria. The major end-item shall be delivered with an OSHA compliant annual inspection completed in accordance with 29 CFR 1926.550(a)(6). The QCP shall be submitted within thirty (30) days of award.

b. COMMUNICATION

The primary form of communication between the Government and the contractor shall be written via electronic mail (E-mail). Secondary means of communication, and urgent communication may be conducted telephonically, but requires a follow-on summary email documenting the purpose of the call and any guidance received. The COR is the primary government contact and the Government’s technical representative.

COR guidance can clarify contract requirements, but only the CO can authorize changes in the terms of a contract. The COR cannot authorize changes to requirements, payment amounts, or any other provision of the contract (to include subtracting work requirements). The COR acts only within the specific limitations of the CO delegation letter.

c. QUALITY ASSURANCE AND SURVEILANCE

The COR shall be the primary quality assurance and surveillance agent for the Government. The COR shall be afforded reasonable access to the contractor’s manufacturing facility for the purpose of performing in progress reviews within seven (7) business days of a written request. Furthermore, the contractor is required to respond to written requests for information (RFI’s) from the CO or COR within five (5) business days.

The CO, COR, and Contractor shall also perform no less than three (3) in progress reviews throughout the acquisition process to monitor progress, if deemed necessary by CO/ COR. Progress reviews can be performed via phone, video tele-conference, or via digital collaboration platforms (such as Zoom or Microsoft Teams). Progress reviews shall focus on key issues of concern, anticipated delays or supply constrictions, as well as any other consideration that may negatively impact fulfillment of any portion of the contract. Furthermore, progress reviews shall always provide an update of the contractor’s projected delivery schedule (a non-binding date if earlier than the contract required date).

After the contract has been closed out, the CO or COR shall create an assessment in the Contractor Performance Assessment Reporting System (CPARS)

(https://www.cpars.gov/) to objectively review the performance during the contract period.

7. PROPOSAL INSTRUCTIONS TO OFFERORS

The offeror shall develop a proposal that that addresses each portion for the

Government’s requirement(s). All required add-ons are typical Bobcat add-ons (See Specification Sheet). It is essential that the offeror provide sufficient information to inform Government acquisition decision making processes. The Government is not responsible for information that is not specifically stated in the proposal. Proposal information that is implied or inferred, but not explicitly stated, may not be considered.

*Proposals that do not conform to the formatting parameters shall not be evaluated.

*Failure to meet all threshold performance requirements will disqualify an offer from consideration.

8. CLOSE OUT & PAYMENT

After the delivery, the Government shall perform acceptance in accordance with section 5.2.

The Contractor shall submit all invoices through www.ipp.gov within 30 days of delivery of all deliverables. All Invoices shall mimic line items in the initial proposal format. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected.

Partial invoices / billing is not authorized.

Upon close-out, including confirmation that no outstanding obligations exist between the Contractor and the Government, the Contractor’s performance assessment will be placed in CPARS (reference section 6.3), and the contract file stored/archived in accordance with applicable acquisition record keeping requirements.
