Antietam National Battlefield (ANTI)

FY22 House and Barn Painting Otto House, Sherrick House, Sherrick Corncrib, Sherrick Smoke House, Pry Barn Roof, and Roulette Barn

7/20/2022 6/14/22

Scope of Work

1.0 GENERAL

The Antietam National Battlefield (ANTI), in Sharpsburg, MD seeks an EPA Lead-Safe Certified and Licensed Painting contractor with a minimum of 5 years of industry experience, to prepare and paint six (6) buildings within the park, (Otto House, Sherrick House, Sherrick Corncrib, Sherrick Smoke House, Pry Barn, and Roulette Barn). Contracted services for this requirement include properly preparing potentially lead based product coated surfaces for paint including minor repairs and glazing, priming bare surfaces, and applying two (2) coats of specified paint per SOW and Manufacturer’s recommendations. A Lead Testing Report shall be provided for all buildings under this requirement. Performance on this requirement will take place August 1, 2022, through November 4, 2022.

It is strongly recommended that the contractor’s visit and inspect the site to verify all estimated quantities, and existing conditions provided by the Government and to observe the complexities of conducting painting operations in potentially occupied historic access-controlled Government facilities. Lead testing report will be provided with solicitation. Quotes will be broken down by building using a government provided price schedule, which will provide a lump sum total for all locations. For this requirement safety, consultation, communication, and teamwork is critical. Please quote accordingly.

2.0 PURPOSE

As defined by the park’s Foundation Document, “The purpose of Antietam National Battlefield is to preserve, protect, restore, and interpret for the benefit of the public the resources associated with the Battle of Antietam and its legacy”. Historic and non-historic structures are critical to operations that preserve and interpret Antietam Battlefield. Cyclic painting to protect building elements is pivotal to maintaining and preserving these structures.

While all of the houses and barns in this project are in a good state of repair, the finishes have exceeded their useful lifecycle and require replacement to avert possible failure and/or resource damage.

3.0 TASKS

Note: All quantities are provided as information only. Contractors shall be responsible for verifying all measurements and or quantities for this requirement. The contractor shall bid accordingly for actual work described on each structure.
