About this file
This document contains questions and answers regarding National Capital Parks - East Headquarters Boiler Replacement solicitation number 140P3022Q0062. The solicitation is seeking to replace the existing 986,000 MBH Peerless boilers at the National Capital Parks - East Headquarters building. Building load calculations are required to verify the proper capacity of two new energy efficient gas-boiler systems. No as-built mechanical, electrical, or plumbing documents are available for the existing boiler room. The two new boilers are intended to sum to the total MBH of the existing boilers and integrate with the approximate four existing thermostats, as there is no existing building automation system. AutoCAD backgrounds and mechanical drawings from a prior 2006 HVAC project are provided but may not accurately reflect current building conditions.

Solicitation 140P3022Q0062 NACE Boiler Project Questions and Answers
1. Will AutoCAD backgrounds be made available for our use?
Answer: Amendment 1 – Attachment 10 – NACE HQ HVAC System 831-84292A PDF file from 2006, however the building may have changed since then and we cannot validate its accuracy. Also, there is an AutoCAD mechanical drawing and background building plan from 2006 when the AHU/condensing units were replaced called Amendment 1 - Attachment 11 - M1.2 - Standard and is in a zip file.
2. Are as-built mechanical, electrical, and plumbing documents available?
Answer: No not for the boilers but for the 2006 HVAC project see attached pdf files.
Also, the SOW 011100-1 includes task to:
“Inspect, measure, and record existing Boiler Room dimensions and conditions pertaining to the project scope of work. All investigation, assessment and design work shall be under the direct supervision of a professional engineer licensed in the District of Colombia, Maryland, or the State of Virginia.”
Also, the SOW 011100-2 includes task to:
“Inspect the existing boiler room before obtaining the new two- boiler system and its associated components, and other equipment to ensure it will fit in the Boiler Room space.”
3. Are building load calculations required for boiler capacity verification?
Answer: Yes, even though we are not adding square footage to the building, the differences between the existing boilers capacity and the new energy efficient boilers capacity will greatly vary. Determine the existing building load requirements (and current zones) in order to select the properly sized new energy efficient boilers.
4. It is mentioned in the RFP to connect the new boiler system to the existing control system. Can you please provide details of the existing control system?
Answer: No existing BAS. Existing controls include approximately 4 thermostats zoned throughout building. However, it is recommended to include new thermostats that communicate with the new boiler equipment.
5. Summary of Work states that the new two gas-boiler system shall integrate with existing infrastructure and controls. Please provide current building BAS and contact information.
Answer: No existing BAS. Existing controls include approximately 4 thermostats zoned throughout building.
6. Is the intent of the two gas-boiler system to have redundancy or shall the two boilers sum up to the total MBH of the existing Peerless 986,000 MBH?
Answer: 2 boilers are the sum up of the total MBH
