140P3022Q0023 Questions and Answers
1. By completing previous projects for NPS the roofing is to be performed by a CSSB Installer/Member who is in good Standing and able to provide a CSSB Limited Lifetime Warranty for their project. Also, the installers certificate is to be included with the Bid Response. This is not specified in this solicitation. Please advise if the Wood Shake Installer will need to be a Listed Installer/Member of the Cedar Shake and Shingle Bureau in Good Standing.
No such requirements; however contractor will follow CSSB recommendations found in the installation manual: https://www.cedarbureau.org/wp-content/uploads/2020/04/roof-manual-2020.pdf
2. Please confirm all roofs -front entrances, side and back roofs attached to the main buildings are included. If they are included, please provide spec for the low sloped and/or flat roofs attached. Example- Dam 4
Yes, all wooden shingle roof sections are to be replaced in kind regardless of slope. Match low slope sections with same exposure as existing. Metal roofing is not included in this contract.
3. Dam 4 - Due to this one being on a bridge, substantial staging will be required to prevent debris from entering the canal. Please see attached photo of the siding that might want to be addressed at this time.
1. Agreed, debris should not be falling into canal. We cannot direct contractors in How to perform the work. There may be more than one way to complete a task, provided OSHA compliance is met. Scaffolding, Bridging, Pump Jacks, Ladder Jacks, etc. may be used as long as they fall within OSHA requirements. In certain conditions, OSHA may allow job specific solutions where a contractor can show that conventional staging may not be possible.
You may explore options here: https://www.osha.gov/scaffolding
2. The siding is not within the scope of this project.
4. On a previous project involving crossing a Marc Track one worker was required onsite to have Hold/Completed a (RWP)Roadway Worker Protection Training Class. Example: Knoxville: Is that a requirement for this project? Please Advise.
No such requirements. Park policy is to look and listen for trains before crossing track, contractors must do the same. Do not stop on tracks.
5. There is a reference in the required submittal section for Lead Coated Copper but Section C. 4 has 16oz Copper which is Typical. Please Clarify.
No lead coated copper will be used- section C.4 is a typo. 16 oz plain copper is the correct product that will be used.
6. Typically, when a roof is replaced all flashings and Counter Flashings (Pipe, Chimneys, etc) are replaced in full so all work and material is covered by the workmanship warranty. C.4 has - If flashing is compromised, replace in kind.
Estimate 20% for replacement. Please Further Clarify.
These are not typical buildings. Because our buildings are classified historic structures, we don’t want to replace materials indiscriminately, but rather preserve as much historic fabric as practical. We estimate that about 20% of the flashing might have so many nail holes or other defects, that it will leak if we don’t replace it. In those cases, contractor shall replace the flashing. While work is underway, the COR will be available to answer any questions.
7. Replace any compromised wooden trim elements in kind. Please confirm this includes the soffits.
Soffit work is excluded from the scope of this contract.
