SECTION C – DESCRIPTION/SPECIFICATION/STATEMENT OF WORK
C.0 BACKGROUND
C.0.1 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include: Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts.
Preserving America's early transportation history, the C&O Canal began as a 184.5-mile dream of passage to Western wealth. Operating for nearly 100 years the canal was a lifeline for communities along the Potomac River as coal, lumber, and agricultural products floated down the waterway to market. Today it endures as a pathway for discovering historical, natural, and recreational treasures.
C.1 PURPOSE
This project will provide for deferred maintenance of the Hancock Maintenance Facility (aka Four Locks Maintenance Facility), a collection of modern structures built between 1971 and 1978. Typical construction includes concrete block load bearing walls, brick veneer, wood frame partition walls, concrete pad, vinyl flooring, steel entry doors, aluminum windows, truss roof framing, metal roof panels, one prefabricated steel building and two wood pole barns with metal roofing. The following tasks will complete improvements on four structures and are covered by seven FMSS Work Orders associated with PMIS 312164:
Improvements to the administrative wing of the Hancock Maintenance Shop (circa 1975) building include replacement of several aged HVAC systems with a multi-zoned ductless heat pump system, update of existing plumbing and restrooms to improve efficiency and ABAAS compliance, transition of overhead power to a buried conduit, update of electrical panels and fixtures to improve code compliance and efficiency, selective repair/replacement of wood fascia and soffit, replacement of deteriorated and sagging gutters and spouting with a seamless system that improves containment of roof drainage. At the same time the existing interior floor plan will be reconfigured to better support operations in the Western Maryland District of CHOH to include removal of existing non-load bearing walls, construction of new partition walls and new composite floor covering.
The existing Butler pre-engineered metal building (circa 1971) is deteriorating with pinhole leaks and will be replaced with a new Butler preferably or similar prefabricated metal building on same foundation in existing footprint.
The existing chain link perimeter fence and gates (circa 1970s) are near end of service and will be replaced with new galvanized chain link fence and gates to match appearance, dimension, layout, and footprint of existing. Site preparation for fence removal and constriction will include trimming tree cover and creating a vegetation free buffer around the
Amendment 1 - 140P3021R0020

C.2.4 Replace Existing Metal Building - Statement of Work (SOW) The National Park Service is soliciting bids for contractors to replace a prefabricated metal storage building at the Hancock Maintenance Facility for the Chesapeake and Ohio Canal NHP (CHOH) in Hancock Maryland. The existing structure is deteriorated with pinhole leaks throughout.
This project will replace the existing 24' x 36' Butler prefabricated metal building with a modern version that matches the same foot print, but with a taller 20’ eave and larger overhead entrance door that could facilitate more efficient access to and use of storage space.
The Hancock Maintenance Facility is located between the Western Maryland Rail Trail to the north and the C & O Canal Towpath to the south and approximately 160-yard to the east of the Bowles House also known as the Hancock Visitor Center [see Attachment 1 - Hancock Facility Aerial View]. The existing metal building was assembled on site by NPS staff in 1971 and was purchased at some point prior from Butler Manufacturing as a prefabricated kit. Its frame is of steel I-beam type construction and features a gabled roof supported by clear span tapered rafters all of which is built upon a concrete slab. It is clad in mill finished galvanized sheet metal formed as both ribbed siding and ribbed roofing panels. Dimensions are 24’ width at the gable end, 36’ length at the eave side, 11’ height at the ridge and 10’ height at the eave. All of which is support by 846 sf concrete pad of unknown depth. The interior walls are covered with blanket insulation behind drywall and ceiling is covered with blanket insulation behind plywood. Electricity is provided by a 60-amp sub panel supported by the main in the adjacent Hancock Facility Shop and Office. Access to this structure is provided by a 10’ x 10’ opening on the south gable end outfitted with two sliding metal doors as well as a two 3’x 7’ openings, one on either eave side, outfitted with a single swing hollow metal door each. There are also two 2’x 3’ windows, one on either eave. There is a gutter on both gables, but nothing on the eaves and no apparent downspouts [see Attachment 5 - Metal Building Drawing and Photos].
a. Demolition – Contractor will remove existing 24’ wide x 36’ long (864 sf) x 10’ eave prefabricated metal storage shed to include all components as follows:
a) Disconnect 60-amp sub panel and wiring from electrical service in adjacent shop facility.
b) Demolish and remove existing building.
c) The contractor shall remove and properly dispose of all demolition debris in accordance with the State of
Maryland requirements of 105 CMR 460 and 454 CMR 22 and any applicable regulations of the Department of Environmental Protection, federal regulations and all local regulations and ordinances.
