SECTION C – DESCRIPTION/SPECIFICATION/STATEMENT OF WORK

C.0 BACKGROUND

C.0.1 NATIONAL PARK SERVICE

The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.

The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include: Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts.

C.0.2 ANNEX 1 BUILDING

The Annex Building is a historic park structure that was built circa 1913 as a store house for the US Engineer Office. It has since been repurposed into an office that is utilized by both Facilities Management and Resource Management.

The building is a brick structure that is approximately a 24’ high two story that is 70’ in length and 26’ in width. The terracotta tile system is a “Roman pan and cover” style. The roof structure is a simple hip style with a 5/12 pitch. The rafters are 2x10, 16” OC, that terminate over the wall bearing on a 4x8 sill plate and a 2x12 ridge beam. The rafters are supported approximately at their midpoint with a double 3x10. The double 3x10 beams bear on 6x6 posts which bear on steel “I” beams. There are five “I” beams with approximately 11’ 8” spacing. There are 2x8 collar ties that bear on top of the 3x10 beams, and they are placed at every other rafter.

The eave framing is a 3x6 placed at every other rafter and approximately 9’6” in length. The 3x6 eave framing cantilevers outside the building approximately 4’ and are flush cut with a fascia board attached, with some of the other ends terminating at 2x6 blocking between the rafters inside. The 3x6 eave framing also has a decorative cut along the bottom half of the length. There are two layers of sheathing on the eaves, the underside having a tongue and groove bead board, and the top is a continuation of the main roof sheathing. The eave 3x6 framing is dropped in plane to accommodate the thickness of the beadboard under the main sheathing.

The current gutter system that replaced the original is not historically accurate. The current system is a square gutter that is typically found on newer steel buildings. The lower roof has a “K” style gutter which is also inaccurate, as this style of gutter was developed circa the 1950’s (but it is still the most common style available and in use today). The ends of the eave framing were originally flush cut with a quarter round cut on the bottom, no fascia board, and a notch to support the original false bottom half-round iron gutters.

Currently, the wood substructure under the terracotta roof tiles has deteriorated. This damaged roof structure has caused holes to develop, exposing the building to many pests. There are currently issues with insects dominating the attic space and animals have also been found at times. On top of the pest issues, the ability of the roof to prevent water and other weather from further damaging the underlying structure has diminished.

C.1 PURPOSE

The DOI – NPS - NCA – has a requirement to restore the terracotta tiled roof and the structure underneath that support the tiles to a like new condition. This project will also restore the exposed portion of the chimney, all the gutter systems on the building, and the attic insulation. This restoration will ensure that the building regains its weatherproof seal and ability to prevent the intrusion of pests. This will also restore a part of the historic façade that was lost due to a previous gutter replacement.

C.2 SCOPE OF WORK

Independently, and not as an agent of the government, the contractor shall provide the National Park Service, with all labor, supplies, materials, equipment and travel, necessary to perform the work described in this contract for the National Mall and Memorial Parks.

C.2.1 Terracotta Tile and Sheathing Removal and Installation

• Removal of all existing terracotta tiles in a manner that will not damage tiles that are NOT cracked or broken (estimated 80% in good condition). Replacement tiles shall be NEW Ludowici “Roman pan and cover tile” or approved equivalent and must be an exact match to the original color (Historic Red). A sample pan and cover must be rendered to the Contracting Officers Representative (COR) and approved before the contractor places order for tile.

• Removed tiles shall be donated to a building material salvage yard. Contractor shall coordinate all arrangements for donation and provide COR with copies of donation documents.

• Removal and disposal of all wood sheathing that the tiles are directly attached. Removal shall be done in a way to not disturb any of the remaining structure, to include the bead board on the eaves.

• Installation of the new terracotta tiles shall be done in a way to ensure that no reentry of any pests or the penetration of weather will occur. Snow stops shall be added above entry on the north hip end. Snow stops shall match in color to flashing and access hatch. Stops shall not be secured through any tile or have any exposed fasteners.

Ridge vent shall be protected from all pest intrusions, e.g. wire mesh or screening.

• Contractor must be a manufacturer certified installer (i.e. Ludowici’s “Crown Roofer” certification) and/or must have certification to install other brands if not Ludowici’s brand. The vendor that holds the “Crown Roofer” certification must install the roofing tiles to avoid warranty discrepancies.

• The sheathing shall be replaced with new weather protected sheathing, e.g. “ZIP” brand or an approved equivalent, and all seams taped with corresponding approved flashing tape. The new sheathing must be 5/8” tongue and groove, unless manufacturer requirements exceed 5/8” thickness, then follow manufacturers recommendations. Ice shield shall be installed per manufacturers recommendations.

• If determined that any of the bead board on the eaves or other components of the overhangs must be repaired, they shall be re-sheathed with a bead-board that will retain the original look and detail.

C.2.2 Eaves/Vents

• All 3x6 eave supports shall be verified to be in plane and corrected if found to more than ½” out. Assume all (4) four hip corners are out of plane. If eaves are found to be excessively out of plane and a correction would cause significant disturbance of original façade, the COR must be notified prior to disturbance.

140P3021Q0040

6 | 52

• Blocking shall be added at the end of each 3x6 eave support that does not currently have it.

• The beadboard shall be removed at the bottom edge of the eave to allow for the gutter system to be install according to the drawings.

• Install new 1” round vents through eaves according to original drawings, matching in color, around the perimeter.

All vents shall be protected from pest intrusion, e.g. wire mesh or screening.

C.2.3 Gutters

• Removal of existing gutter systems including gutters on lower roof levels.

• A new painted metal half round gutter system, and down spouts, shall be installed according to the original building drawings for the upper roof. The lower roof shall be hung with appropriate hangers. Gutter system color shall match the eave color.

C.2.4 Insulation

• Removal of existing blown fiberglass insulation, mud wasp nests, and any other debris from the attic space. Ceiling tiles below elevator shaft opening shall have all debris removed and be vacuumed before closure of hole.

• Proper insulation baffles shall be installed around perimeter of attic space for every vent.

• New blown insulation shall be installed after any structural repairs are done but can be done before sheathing is fully installed. Insulation shall meet the most current code requirements established by the International Building Code or R38 whichever is greater.

• All ceiling penetrations shall be sealed with a pest resistant spray foam. One large hole in ceiling above elevator shaft (reference Attachment 2- As-builts) shall be framed and closed in with a fire rated drywall board, seams shall be sealed with a fiber tape and joint compound.

C.2.5 Painting

• Touch-up painting or complete repainting of repaired or disturbed sections will be required (reference Attachment 3- Paint specification).

• All exposed wood shall be primed and painted, color matching, to include under the gutter system.

C.2.6 Roof Access Hatch/Ceiling Attic Access

• The roof access hatch, approximately 30” by 30”, shall be reconstructed with new framing, install a proper rated and sealed metal access hatch, and shall be tarnished copper or bronze in color, final color to be approved by COR after examples are rendered. All flashing and counter flashing shall be color matching to hatch, to include chimney flashing.

• Ceiling access hatch shall have a perimeter insulation dam or baffle built around it. Hatch shall have a layered rigid board insulation, R-value shall meet or exceed surrounding insulation, and an airtight weatherstripping installed for when hatch is in closed position (Refer to Attachment 1 for Ceiling/Roof Access Images)

140P3021Q0040

C.2.7 Trim/Fascia

• Removal of trim boards or other decorative items that are not directly attached to a rafter or the roof sheathing shall only happen if the contractor first gains approval from the COR.

• Trim boards or other decorative items that must be removed for the purpose of replacing sheathing or rafters, must be removed with caution as to not damage them. All undamaged trim boards and decorative items shall be reused and replaced to not disturb the original appearance of the building.

• Any trim or decorative item that is deemed unusable or needs replacement due to any type of damage, must be replaced with a suitable material and bear the same detail as the original. It is the sole responsibility of the contractor to locate a source for the trim and bear all costs associated with such procurement. The COR shall approve replacement trim and any material change from the original.

• Fascia board will also be removed, and rafter tails on upper roof will receive a quarter-round cut on the bottom point of the flush cut (reference Attachment 2- As-builts).

C.2.8 Catwalk

• Build catwalk beside main trunk of ductwork, from access hatch in ceiling to, and around, mechanical unit.

• A platform shall also be built under the entire roof access hatch.

• All branch ductwork shall be protected from being crushed on walkway yet still accessible for any future repairs or maintenance needs.

• Catwalk shall be a minimum of 2’ wide and insulation under, and around, shall maintain minimum R-value.

C.2.9 Chimney

• Restore chimney from point of exposure through ceiling to the top above roof plane. Partial tear down to the roof level may be required to re-mortar joints. Mortar shall match original color to include re-mortaring any previous repair.

• Step flashing shall have a solid counterflashing sealed into the chimney.

• A cricket shall be built behind the chimney.
