RFI for SOL 14 P3018R0002
1. Page 8/53—Section B Price Schedule. Is this document to be included with the Contract Price Schedule, in the Cost Proposal (Section 1)?
Answer – Both documents will need to be supply with the package. Price Schedule should reflect the Lump Sum. The Contract Price Schedule will be by line item with total lumps sum.
2. Page 12/53 Section F, FAR item 52.211-10. Statement “…Complete the entire work ready for use no later than March 30, 2018. Period of Performance is 273 days after Notice to Proceed.” The RFP page 1/59 indicates 275 days from award and RFP Page 3/59 indicate Period of Performance is 12/29/2017 to 9/28/18. Which is correct Period of Performance (March 30, 2018 or 9/28/18)?
Answer – the correct Period of Performance is 273 after Notice to Proceed. Anticipated Period of Performance will be December 29, 2017 – September 28, 2018.
3. Contract Price Schedule
a. line item 5 has a measurement and payment reference to this item as paid by the Linear Foot. The Unit of Measure on the Price Schedule is Lump Sum. Which is correct?
Answer - Lump Sum
b. Note on the bottom of the Price Schedule indicates “Total Proposed Price” equals “Base plus all Options”. Which of the 5 items on the Price Schedule is “Base Number” and “which is Optional”?
Answer – No Base or Options apply to the requirement. This will be a lump sum Firm-Fixed Price award.
4. Page 29/53—List of Attachments. Where can we acquire Attachments 7-17 inclusive?
Answer – the following attachments are located as uploads to the FBO solicitation.
Attachments 6 & 7 – Submittal Log/Transmittal Sheet this is uploaded as Submittal Log Posted October 27, 2017 Attachments 12, 13, 14, & 15 – Listed under Bond Forms, Posted November 3, 2017 Attachment 17 - Listed under Clauses Map for Site Visit Wage Determination, Posted November 3, 2017 Attachment 8, 9, & 16 - N/A Attachment 10 – Key Personnel should be addressed in technical proposal.
Attachment 11 – will be added via amendment.
5. Page 41/53- Section L, Para B (submission of Offers), item 5. The RFI questions are due November 3, 2017. The Site Walk is November 6, 2017. Will the RFI Due date be extended to November 8, to allow for questions developed during the site work to be transmitted?
Answer - Date was extended.
6. Page 44/53- Subfactor 5 Past Performance. May we use PPQ documents from other proposals on this Proposal Submission?
Answer - The offeror shall provide a copy of the form entitled “Past Performance Questionnaire” (that will be uploaded to the FBO under the solicitation) that is part of the proposal package attached to the solicitation for all project examples provided in the Volume II, Technical Subfactor 2.a. Relevant Experience.
Other forms that address these areas are acceptable.

8. Summary of Work, Section 01 11 00, page 2. Item 1.4 Coordination, section B, subpart 2 (Installation and removal of Temporary Facilities).
a. Does this work include installation of the “Jersey Barriers” to keep pedestrians safe from Drivers, entering the parking area?
Answer - Yes
b. What size /type of Barriers are required by NPS?
Answer – Standard Jersey Barricades or Plastic filled barricades meeting MUTCD guidelines
c. Are the barriers to be connected or do they just have to cover /mark the space shown on the drawing?
Answer – Yes, must meet MUTCD standards.
9. Section 01 27 00, Part 3, items 3.1A, B, C. Will these items be allowed to be billed partial complete or must the billing wait for the line item to be 100% complete?
Answer – Progress payments for work completed, Reference FAR 52.232-5
10. Section 01 33 00-2, Submittal Procedures Item 1.5, Contractor Construction Schedule. Are the Referenced Meetings held weekly or Bi Weekly?
Answer - Meetings will be held bi-weekly.
11. Section 01 50 00-1, Part 3 Execution.
a. Will a large sign at the Bridge (base of Hill walk) and at the Parking Lot (2 signs) be needed to direct the public in an alternate walk way?
Answer – Contractor shall be responsible for all construction signs to be posted on fencing and barricades.
b. Will added signs along the walk way (for Pedestrians) be required for safe movement of the Pedestrians?
Answer – Clarification of this question is required.
c. What size and type are the Barriers? Will the Barriers be provided NPS and set by the contractor or “Provided and installed by Contractor”?
Answer – Contractor shall furnish and install.
d. Fence is shown on the Drawing Legend.
i. What is the area expected to be fenced/ protected?
ii. Are fences to be driven posts or on stands?
Answer – Contractor shall furnish and install fencing to protect the public from construction activities. Driven of stands are acceptable as long as they meet safety standards.
12. Section 04 0140.61-7 Part 3 Execution, item 3.1 Repair Specialist. Will the Names of the Sub-Contractor and mason’s names be require submission for the qualifications (Sub-Factor 2 Contractor Experience (page 43 / 53).
Answer - They will be required, if being utilized for elements of the technical proposal.
13. Section 31 10 00-3. Part3.1B1. (Protect existing Site improvement to remain from Damage during Construction. Will NPS accept a Video of the work area Pre Construction and a video Post Construction, to document the existing conditions?
Answer - Pictures are preferred.
14. Drawing 7/25, Note indicates “Install new stones where stones are missing.”
a. Confirm the “new stones” are NPS Provided and transported as needed to the site.
Answer – Government shall furnish stone from a stockpile located near the park maintenance facility. Contractor’s mason shall select stones from the stockpile. Contractor shall transport.
b. Confirm approximate quantity of “new stone” to be used for the bid.
Answer – Contractor shall use the contract documents and the grades and details provided to calculate the quantity of “new” stone to be installed.
15. Drawing 17/25, Note indicates “new sidewalk to match concrete top of bridge”. Bridge is noted as Concrete with an overlay of asphalt. Does the note imply contractor is to remove the Asphalt overlay from the bridge?
Answer – See Contract Drawings.
16. Drawing 20/25, Notes marked “Foundations and Earthwork”:
a. Note 1 refers to foundations that may be required by the COR. What quantity of foundation should be included in the Bid? Or is this a potential change order that will be paid by the client?
Answer – Take down wall to bedrock and rebuild as shown in the contract documents.
b. Note 2 indicates foundations should be installed on area free of “unsuitable soil”. How much unsuitable soil removal is to be included in the “foundation price” and how much structural fill is to be installed in the “foundation support price”?
Answer – Wall is founded on bedrock. See foundation treatment for bedrock.
17. Drawing 20/25, Notes marked “Stone Masonry”:
a. Note 2 indicates the stone (provided by the Government) is to be “approved by the COR”. Will the Government select the stone before it ships or after it hits the ground at the work site? Or is the note in “quotes” not applicable to this project?
Answer – The contractor shall select supplemental stone from an approved government furnished pile. Reference question 14.
18. Drawing 22/25, Station notes at bottom of page:
a. What is depth of the bedrock and are any borings available adjacent to the walkway? If borings are available, please provide copies of the Boring Logs.
Answer – The wall is founded on bedrock. There are no boring logs.
b. What is the quantity of Dry Pack to be included in the bid?
Answer – Reference call outs on contract drawings.
19. Drawing 23/25, Station Notes at bottom of the page indicate “Stone Wall is to be deconstructed to Bedrock and reconstructed using removed stone”. Is the intent to put the stones back in the exact former location or must the look of the wall be similar and stone placement is Mason choice?
Answer – Mason shall rebuild the wall to the character of the existing adjacent wall.
20. Drawing 24/25, Typical Handrail detail. The cable system is usually specified by the Design Team. Please provide a make and model of the cable system acceptable to NPS. Also advise if the supports at the end of the cable runs are of a different size (larger diameter) to anchor/terminate the cables.
Answer – Reference Contract documents.
21. Mock Up Question (Generic to all of the Mockups).
a. Are the Mockups to be incorporated into the beginning of each Definable Feature of work (that requires a Mock up) or is the intent to have a total stand-alone example of the work that can be configured away from the work zone?
Answer – Reference Contract documents.
b. What schedule duration is acceptable for client approval of the Mockups?
Answer - Reference Contract documents, FAR 52.246-12.
22. Reference Document for Question-General Wage Decision Number MD170016 dated 1/06/17, MD 16. Question-- What wage rate and fringe should be used for the Mason and the Stone Repair Specialist (Spec Section 040140.61-7, paragraph 3.1A).
Answer – Questions are classification of employees are the responsibility of the contractor. DOL OFCCP can provide guidance.
23. Per note 1 on Sheet C-08, Contractor shall use Light Rubber Tire Vehicle for Minimum site disturbance. Will contractor be allowed to use Tracked equipment since all movement is within the “graded LOD” that is contractor responsibility for grading?
Answer – Tracked equipment is acceptable.
24. SEC Controls on the drawings. Will Rock Traps be allowed in lieu of Silt fence due to exposed bedrock and lack of topsoil in the drainage swale?
Answer – Traps can be approved if they meet MDE standards and their placement location is approved.
25. Will a work area be allowed at the bottom of the hill at Burnside Bridge? Space is to provide, install and remove the SEC Rock Traps at the swale outfall.
Answer – LOD have been designated on the contract drawings. Any deviation from the contract drawings would have to be considered on a case by case basis.
26. Will a double gate system, (Locking Chain link fence) be required at the bottom of the hill to keep visitors from accessing the work area from Burnside Bridge?
Answer – Contractor is responsible for securing the construction limits.
27. Will a walkway outside the work area need to be provided to grant visitor access from the parking lot to the “Georgians Overlook”?
Answer – Coordinate access of visitors to overlook trail with COR. Once work is complete at the intersection of the trail and the walk the contractor shall allow passage of visitors across the perpendicular intersection if no work is being conducted.
28. Where is the location of the concrete washout to be located? Will contractor have to remove the “washout material” to an approved landfill?
Answer – Washout location shall be coordinated with the COR, constructed by the contractor, removed and properly disposed of by the contractor.
29. Drawing 14/25 indicates Sod. Where does client envision Sod to be needed on the project?
Answer – Sod is an alternative on steep slopes, not a requirement.
