About this file

This is Amendment 0001 to a solicitation for wayside exhibit panel fabrication services for the National Park of American Samoa, issued by the National Park Service (NPS) under solicitation number 140P2126Q0122, effective June 25, 2026. The amendment responds to 23 questions submitted by potential offerors, providing clarifications on contract scope, deliverables, and specifications.

The primary deliverable is the fabrication of 15 double-sided aluminum printed panels, each measuring 36 inches wide by 24 inches high, with identical graphics on both sides. The contractor is responsible only for panel fabrication and delivery; no mounting hardware, bases, or supporting components are included in scope. Digital deliverables—consisting of PDF proofs and an audio description script (text format only)—must be uploaded to a TEAMS folder, while the fabricated panels are to be shipped directly to the National Park of American Samoa, MHJ Building, 2nd Floor, Pago Pago, AS 96799. The contractor is responsible for selecting and arranging the shipping carrier; the shipping crate must include a tracking number. Audio description deliverables are limited to a text script version describing the panels and surrounding landscape, with the park providing reference photographs; no hardware procurement (iPhones, beacons, headphones, or recording equipment) is required. The contract is structured as a firm-fixed price agreement with two payment milestones: PDF proof approval and fabricated panels with audio description delivery. Offerors may propose alternative payment schedules for government consideration. No page limitations apply to technical capability, past performance, or cost proposal volumes.

Solicitation Number 140P2126Q0122 Amendment 0001

Description of Amendment/Modification Wayside Exhibit Panel Fabrication for

National Park of American Samoa

1. If sled mount bases are intended, should the exhibits be fabricated with graphics on both sides, or is only a single display face required for each installation?

RESPONSE: Refer to Item 3, Scope and Objectives, Paragraph 2.1. No hardware is included.

2. The Statement of Work references "fabricated panels" as deliverables and indicates shipment to the National Park of American Samoa in Pago Pago. We would appreciate clarification on the following:

a. Is the contractor's scope limited to fabrication and delivery of the interpretive panels only, or are the sled bases, weighted bases, mounting hardware, and other supporting components also included in the required deliverables?

RESPONSE: Refer to Item 3, Scope and Objectives, Paragraph 2.1. No hardware is included.

b. Is the FOB Destination location for the fabricated panels the National Park of American Samoa address listed in the Statement of Work, or is delivery required to another NPS facility before final shipment?

RESPONSE: Refer to Item 3, Packaging and Delivery, Paragraph 3.2, Item 3.3

3. Section 11 and Block 15 of the SF1449 cover page identify the “Deliver To” address as the NPS Harpers Ferry Center, IDC Building, 67 Mather Place, Harpers Ferry, WV 25425, while Section 3.2 of the Statement of Work directs fabricated panels to the National Park of American Samoa, MHJ Building, 2nd Floor, Pago Pago, AS 96799. Please clarify the final delivery destination for the fabricated panels — is Harpers Ferry an intermediate stop for government inspection/acceptance prior to onward shipment to American Samoa, or should the contractor ship directly to Pago Pago?

RESPONSE: Refer to Item 3, Packaging and Delivery, Paragraph 3.2, Item 3.3

4. Section 3.1 of the Statement of Work lists “Fabricated panels” as a deliverable, but does not specify whether the panel mounting bases, weighted bases, cane bars, and other supporting hardware shown in Attachment B are included within this deliverable. Please confirm whether bases and mounting hardware are within scope of the fabricated panel deliverable, as this materially affects fabrication scope, packaging, and freight cost.

RESPONSE: Refer to Item 3, Scope and Objectives, Paragraph 2.1. No hardware is included.

5. Sections 2 and 2.1 of the Statement of Work state the contractor shall fabricate “fifteen

(15)” double-sided aluminum panels. However, Attachment B (Graphic Layout Schedule) lists 15 distinct panel subjects with individual quantities that sum to 30 total panels (e.g., WS04_Rainforest at qty. 4, WS07_Island Formation and WS09_FlyingFox at qty. 3 each).

Please clarify the total number of physical panels required under this contract — 15 or 30

— and confirm which document governs.

RESPONSE: Refer to Item 3, Scope and Objectives, Paragraph 2.1. Fifteen double-sided panels.

6. Section 2.1 of the Statement of Work specifies a uniform panel size of 36”w x 24”h for all fifteen panels. Attachment B, however, lists WS04_Rainforest and WS11_NPSA as 42”x24” panels. Please confirm the correct dimensions for WS04 and WS11, and whether any other panels in Attachment B deviate from the 36”x24” standard stated in the Statement of Work.

RESPONSE: Refer to Item 3, Paragraph 2.1. The size is 36” w x 24” h.

7. Attachment C (Cost Estimating Form) requires the offeror to price quantities of beacons, iPhone XR media players, headphones, induction neckloops, and related AV equipment under the “Audio Description” line item, but no quantity baseline is provided in the solicitation or attachments. Please advise whether the Government can provide a recommended or required quantity for each AV equipment line item (e.g., number of beacons per panel/trail, number of media players/headsets to be provisioned) or clarify how offerors should determine appropriate quantities for pricing purposes.

RESPONSE: iPhones and other equipment are not needed, audio description script only.

8. Do the headsets have to be chorded? Is the chorded headset the driver for the iPhone

XR?

9. Would a newer model iPhone be acceptable with chorded headphone and a USB-C adapter?

1 0 . If it must be an iPhone XR, please confirm that the Government will accept refurbished phones.

RESPONSE: iPhones and other equipment are not needed, audio description script only.

11. Will the Government accept iPhone XR 128 GB in colors other than black?

RESPONSE: iPhones and other equipment are not needed, audio description script only.

12. Will the Government accept multiple colors of iPhone XR to make up the total # required?

13. Section 2.2 of the Statement of Work references that the Audio Description draft script

“shall be available for testing during Installation,” but no other section of the solicitation defines an Installation phase, milestone, location, responsible party, or associated deliverable/payment line. Please clarify the scope of the referenced Installation activity, including whether it is a contractor responsibility, and if so, how it should be addressed in the technical and cost proposals.

RESPONSE: Contractor is responsible for a text script version of audio description.

14. Section 19.K of the Instructions to Offerors states that page limitations for each proposal Volume “are specified below,” but no specific page limits appear in Section K or Section L. Please provide the applicable page limitations for Volume I (Technical Capability), Volume II (Past Performance), and Volume III (Cost/Price).

RESPONSE: There are no page limitations.

15. Section 3.2 of the Statement of Work references “Item 3.1 & 3.2” and “Item 3.3” when directing where deliverables should be sent; however, Section 3.1 lists three deliverables numbered 1 through 3 within a single subsection, and there is no Section 3.3 elsewhere in the document. Please clarify the correct deliverable numbering and confirm which items correspond to digital PDF submissions versus fabricated panel shipment.

RESPONSE: Section 3.2 is changed as follows:

Item 1 & 2 – (digital PDF’s_ shall be uploaded to the TEAMS Folder

Item 3 – (fabricated panels) shall be sent to the Park (Address listed in the Scope).

16. Section 6 (Payment Schedule) establishes two payment milestones: (A) PDF Proofs of Panels, and (B) Fabricated Panels & Audio Description. Given that Audio Description completion may depend on the undefined “Installation” testing activity referenced in Section 2.2 (see Question 6), please clarify whether partial payment is available if panel fabrication is complete and accepted but Audio Description deliverables are still pending, or whether both must be completed simultaneously to invoice under Milestone B.

RESPONSE: Offeror may propose a different payment schedule for the government to consider.

17. Please clarify whether the contractor is required to produce actual audio recording files (e.g., narrated/voiced audio description content) as part of this contract, or whether the scope is limited to the AD Production Plan, AD diagram, and draft script as written deliverables, with audio file production and recording to be handled separately.

RESPONSE: Audio recordings are not needed. Audio description should consist of text script.

18. Please clarify whether the Government will entertain alternative technical solutions or approaches to fulfilling the Audio Description requirement (e.g., alternative triggering hardware, delivery platforms, or media formats) that differ from the AV equipment list provided in Attachment C, or whether offerors are required to propose based strictly on the equipment and approach reflected in the Cost Estimating Form.

RESPONSE: No. Audio description script only.

19. Just confirming this request is for panels only, no wayside exhibit bases required?

RESPONSE: Request is for printed panels only. Wayside exhibit bases are not required.

20. For the audio description scripts, will the contractor also be responsible for describing the surrounding landscape or is it just the description for the panels themselves? If the landscape description is included, will the park provide photos from the vantage of each exhibit location?

RESPONSE: Yes. Park will provide photos.

21. Section 2.1 of the Statement of Work references 15 panels, while Attachment B lists per-design quantities that appear to total approximately 30 physical units (for example, 4 copies of WS04_Rainforest and 3 copies of WS07_Island Formation). Could you please confirm whether the total scope of fabrication is 15 unique panel designs or approximately 30 physical panels as indicated in Attachment B? This is important for us to price the work accurately.

RESPONSE: The request includes a total of 15 physical double-sided printed panels. Both printed sides have the same graphic.

22. Section 3 of the SOW requires delivery by registered or certified mail. Given the size and weight of the aluminum panels, we want to confirm whether commercial freight carriers or freight forwarders would also be acceptable for delivery to Pago Pago, AS 96799.

Additionally, if there is a preferred carrier or freight agent that the government typically uses for shipments to American Samoa, we would greatly appreciate that information.

RESPONSE: Offeror is responsible for shipping carrier. Shipping crate requires a tracking number.

23. Section 2.2 of the SOW describes the audio description requirement primarily as a scripting and production task. However, Attachment C (Cost Estimate Form) includes line items for physical hardware such as iPhones, Bluetooth beacons, headphones, and charging stations. Could you please clarify whether the contractor is responsible for procuring and delivering this hardware as part of the contract scope?

RESPONSE: No hardware needed, only audio description script.
