The solicitation requires tree risk mitigation and assessment services at Harpers Ferry National Historical Park with a period of performance from September 14, 2026 to March 26, 2027. The contract is structured with a base requirement (CLIN 00010) to perform trail tree risk mitigation along Maryland Heights (~93 trees: 4 prune and 89 fell/buck) and 80 hours of Level 2 tree risk assessments, plus three optional bid items: Option 1 (CLIN 00020) for Bolivar Heights trail (~27 trees), Option 2 (CLIN 00030) for Potoma Wayside trail (~16 trees), and Option 3 (CLIN 00040) for Appalachian Trail (~22 trees). The Government intends to award all options at time of award, though options are not guaranteed until exercised. D.6.1 – BASE: Perform trail tree risk mitigation along Maryland Hts. (~93 trees: 4 Prune & 89 Fell/Buck) and perform 80 hrs. of Level 2 tree risk assessments at sites included in attachment 2 and provide tree risk report. (See info above for specifics)

• All trees shall be felled, when possible, at an angle of 45 degrees or greater from the line of trail so that the brushy / leafy canopy faces away from visitors.

• Woody debris may be left in the general location of felling when such action would not create a hazard (such as on a slope), threaten to convey into a watershed (river or stream), or create an artificial and unaesthetic appearance. Debris shall be felled and staged to convey a natural appearance. Relief cuts shall be applied to create as much contact with the ground as possible to facilitate decay and improve aesthetics (maximum of 12” from ground). All debris shall be positioned so that no hazards are presented to park visitors utilizing the trail. The contractor shall make every attempt to place debris in a manner that does not face large chainsaw cuts (white eyes / round eyes) toward the viewing public from the trail. Debris shall be evenly distributed across the landscape.

• Remediate any ground damage to the trail incurred during the performance of operations under the guidance of the cultural resource specialist (e.g., ruts, holes, etc.). Notify COR immediately.

• Cut all stumps remaining in the environment flush 3-4 inches above grade unless taller poles (minimum of 10 feet) may be left for wildlife habitat such that the risk to visitors or property is mitigated.

• Assess trees in areas along the boundary following Tree Risk Assessment (a-k) guidance discussed above.

D.6.2 - OPTION 1: Perform trail tree risk mitigation along the Bolivar Hts. trail in accordance with the tree risk assessment data. (~27 trees: 10 Prune & 17 Fell/Buck)

• All trees shall be felled, when possible, at an angle of 45 degrees or greater from the line of trail so that the brushy / leafy canopy faces away from visitors. Fell trees onto park property.

• All trails shall be left free and clear of all debris. All woody debris within ten (10) feet of a trail edge shall be laid in a manner that facilitates visitors in identifying the contour of the trail.

• Woody debris may be left in the general location of felling when such action would not create a hazard (such as on a slope), threaten to convey into a watershed (river or stream), or create an artificial and unaesthetic appearance. Debris shall be felled and staged to convey a natural appearance. Relief cuts shall be applied to create as much contact with the ground as possible in order to facilitate decay and improve aesthetics (maximum of 12” from ground).

All debris shall be positioned so that no hazards are presented to park visitors utilizing the trail.

The contractor shall make every attempt to place debris in a manner that does not face bthornton Line large chainsaw cuts (white eyes / round eyes) toward the viewing public from the trail. Debris shall be evenly distributed across the landscape.

• Remediate any ground damage to the trail incurred during the performance of operations under the guidance of the cultural resource specialist (e.g., ruts, holes, etc.). Notify COR immediately.

• Cut all stumps remaining in the environment flush 3-4 inches above grade, unless taller poles (minimum of 10 feet) may be left for wildlife habitat such that the risk to visitors or property is mitigated.

D.6.3 - OPTION 2: Perform tree risk mitigation along Potoma Wayside trail in accordance with the tree risk assessment data. (~16 trees: 10 Fell/Buck & 6 Prune)

• All trees shall be felled, when possible, at an angle of 45 degrees or greater from the line of trail so that the brushy / leafy canopy faces away from visitors.

• All trails shall be left free and clear of all debris. All woody debris within ten (10) feet of a trail edge shall be laid in a manner that facilitates visitors in identifying the contour of the trail.

• Woody debris may be left in the general location of felling when such action would not create a hazard (such as on a slope), threaten to convey into a watershed (river or stream), or create an artificial and unaesthetic appearance. Debris shall be felled and staged to convey a natural appearance. Relief cuts shall be applied to create as much contact with the ground as possible to facilitate decay and improve aesthetics (maximum of 12” from ground).
