HISTORIC PRESERVATION TRAINING CENTER
SCOPE OF WORK
1. BACKGROUND
The bronze Caesar Rodney Equestrian Statue is currently in an outdoor storage facility located at 71 Southgate Blvd., New Castle, DE 10720. The National Park Service wishes to transport this statue to Freedom Plaza, 1325 Pennsylvania Avenue NW, Washington DC 20004 and install the work at this location for viewing.
2. SCOPE OF WORK
Independently, and not as an agent of the Government, the Contractor shall provide a crane and qualified operator and riggers to fabricate cribbing or support armature that will stabilize the bronze statue during shipping, load and transport the statue from New Castle, DE to Washington DC, and install the statue on a pedestal approximately 10 feet tall. Contractor shall rig and lift and transport the bronze in a manner that will not harm the surface of the statue. Holes will be provided (by others) in the pedestal for anchor pins. NPS masons will install anchors at time of setting.
Contractor shall work in conjunction with NPS masons at site during installation. NPS will provide and install all anchors, mortars, adhesives required at site during installation.
The Contractor shall comply with the requirements of 1926.550-Subpart N Cranes and Derricks and all other OSHA requirements and shall use certified operators.
The work shall be conducted between the 4/12/2026 and 4/30/2026, exact date to be determined.
Work will likely be performed on a Saturday due to the necessity of road closure.
Contractor shall provide site safety plan with drawing showing location of crane and underground and overhead utilities or hazards. Contactor is responsible for protection of all site structures and surfaces that may be impacted by crane parking and use.
Contractor is responsible for road closure permit at site in Washington DC and any associated permits required for transport and installation of statue.
In case of work stoppage or postponement of work, the Government will provide the Contractor with a written Email notification of postponement 24 hours prior to the operators assigned reporting time. This notice may be required due to hazardous weather conditions, change in work schedule, or potential equipment failures. The National Park Service shall not be charged with the hours of the operator as long as advance notice was properly served.
SITE PROTECTION
The Contractor shall provide equipment matting to ensure existing surfaces remain undamaged.
Street surfaces, sidewalks, curbs, etc. must be protected. Underground utility vaults shall be identified, mapped, and avoided. This information shall be provided in the safety plan submitted to NPS by Contractor prior to work.
The Contractor shall use protective materials to prevent hazardous material discharges or spill.

3. LIABILITY INSURANCE
A. The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$200,000 each person $500,000 each occurrence $20,000 property damage
B. Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
