About this file

This document is a Questions and Answers (Q&A) file for a scaffolding project at the Fortaleza Wall, Section 5, located at San Juan National Historic Site in Puerto Rico. The project has a Period of Performance (POP) of approximately 120 days, tentatively starting around June 15th. Key details include contractors being permitted to use "el paseo" for brief equipment loading/unloading, with NPS handling vegetation removal and spike capping. The National Park Service will not provide onsite restrooms, but public facilities are available approximately 200 meters from the site. Contractors must work around existing large spikes and be prepared to secure scaffolding during hurricane season, with responsibility for potential property damages. The document also clarifies that Department of Labor (DOL) wage rates do not apply to this specific scaffolding requirement.

Questions and Answers Scaffolding Fortaleza Section 5

Q) What are the POP dates?

A) approx. 120 days, starting approx. June 15th for 120 days.

Q) Where exactly is beginning and end of wall sections?

A) Walked directly on wall and identified starting and stopping points on wall on site. (direction for on-site COR/project manager will identify exact location during initial kickoff meeting and/or set-up).

Q) What about in Hurricane Season, if storm is approaching, can contractor remove or is required to secure scaffolding?

A) I explained the act of God section of clause 52.212-4. Ultimately, contractor is responsible for any damages to their property. The clause referenced is typically used for “excusable delays” and includes acts of God such as severe weather.

Q) Can the large Spikes be moved?

A) No. The NPS doesn’t own or have the ability to remove them, contractor must work around them. NPS will be responsible for ensuring the spikes are safely capped.

Q) Will some of the large Vegetation be removed?

A) Yes, NPS will be onsite when scaffolding levels are erected to a point we can safely remove with pole saw from first or second tier heights. NPS will be responsible for hauling away veg that is removed.

Q) Can contractors use “el paseo” for vehicular travel?

A) Yes but cannot block/ park there all day. Must be used only for unloading and loading of equipment then moved.

Q) Are Restrooms available onsite for contactors?

A) NPS will NOT be providing onsite restrooms, however there is public restrooms approximately 200 meters (short walk) from the scaffolding site that would be available.

Q) Clarifying the wage rate for scaffolding work. We understand it could be carpenters (23130) or laborers (11210). Please let us know which one would be correct or if it's a different wage?

A) After looking at it, the DOL wage rates do not apply to this requirement. Attachment #2 has been removed (disregard if still showing).
