Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

1. What will be the approximate volume of fuel remaining in the diesel tank prior to the closure activities?

a. Current level is 1,429 gallons as of 4/28/25. Park will continue to use fuel in the tank and have it to a level of 500 gallons or less prior to closure activities. The park will work with the contractor to minimize the amount of fuel once the replacement tank is ordered and a rough delivery date is known. Once this information is received the park can coordinate to reduce or eliminate future deliveries and utilize the existing vehicles to reduce the quantity as much as possible.

2. Task 1 – re-use of existing dispenser, hoses, nozzles, high hose retrievers, whip hoses, breakaways, swivels, emergency vents, primary vents, leak protection gauging, mechanical overfill protection, remote fill box, and high-level alarms on fuel tanks. The specifications indicate that the contractor will in their proposal provide the cost for the purchase of new equipment that is needed to provide serviceable installation that meets all codes. Can information regarding the current functional status of these components be provided or would the Department of Interior prefer installation of new components?

a. All listed components in question 2 are currently functioning as intended without issue.

3. If the dispenser is determined to be functional, should the contractor provide costs for replacement of product piping to ensure extended functionality and the hanging hardware since components are aged beyond expiration?

a. Yes, provide costs for replacement of product piping as a separate line item.

4. Task 2 – Please confirm that only the sides and top of the 4,000-gallon AST fuel tank will need cleaned, repaired, and refinished.

a. All exposed and accessible previously painted surfaces shall be painted which would be the four sides and the top of the 4,000 gallon AST fuel tank.

5. Task 2 – Should contractors provide provisions to properly insulate the gasoline product line following tank refinishing activities?

a. Yes – shall be as current configuration.

6. Can alternative refinishing materials be proposed that meet the referenced codes but also provide extended protective lifespan of the application.

a. Yes, must meet West Virginia code standards.

7. In accordance with WV Title 47 (47CSR63) will all closure documentation including but not limited to testing analytical, closure plan, closure report, etc., be contractors’ responsibility. In addition, will all new tank registration information in accordance with the WVDEP 47-63-3, including but not limited too initial Registration, Inspection and Fit-for-Service documentation, AST Certificate to Operate, etc., be responsible by the contractor.

a. Yes, these items will be the contractor’s responsibility. The park will provide information as needed for the completion of forms.

8. The specifications are unclear regarding whether the fuel pump should be replaced alongside the diesel tank replacement. Could you please provide guidance?

a. The fuel pump is intended to remain. If any components identified are in need of replacement the contractor must notify the Contracting Officer (CO) and Contracting Officer Representative (COR). Any items required to bring the existing system up to current requirements for the pump and associated hoses/piping are the responsibility of the contractor.

9. If the fuel pump is not being replaced, will all associated piping need to be replaced?

a. In accordance with paragraph 3.1.5 of SOW, if the items are serviceable and when reinstalled meets all codes, they may be reused.

10. To price the required signage accurately, could you provide a list of decals or signage mandated by the jurisdiction?

a. WV DEP requires all aboveground storage tank systems be labeled or marked in accordance with the W. Va. Code ss 22-30-11 (AST Act). Specific rules governing the labeling and signage of ASTs are promulgated in WV CSR 47-63-

5.6. Additional information and requirements can be found on the WV DEP website. Current signage includes, type of fuel (gasoline or diesel), no smoking, EPA Registration placard with EPA number, Spill Contact number and Emergencies number, the required NFPA 704 placard(s), and on the Diesel tank a combustible sign.

11. Could you confirm what other equipment is attached to the tank? For instance, Tank Monitors, Overfill Alarms, Probes, Pumps. The picture appears to show a "Suction" pump—can you verify if this is correct?

a. Need input from others more familiar with the tanks

12. The specifications mention Tank Grounding. Does the current tank have a grounding point? If not, where should the tank be grounded?

a. The current tank has a ground cable from the back right mounting flange to a ground rod just outside the containment area.

13. Would a Double Wall Horizontal Cylinder Tank with saddles be acceptable?

a. Yes, provided that it is of equal capacity, fits within the existing curbing, and can accommodate the existing ladder as listed in paragraph 3.1.2 of SOW.

14. Could you specify the type of tank required or requested (UL-142, Flameshield, or UL-2085 Fireguard)?

a. Tank must be UL-2085 – replacement in kind.

15. Manufacturer delivery timelines for tanks are currently 12–16 weeks from the submission of approved drawings. Will this timeframe be incorporated into the Contracted Time Limit, and will penalties apply if there are delays?

a. The timeframe will be incorporated into the contracted time. Delays outside of the contractor’s control will not incur penalties.

16. Is there presence of lead (or other hazardous waste) on either tank?

a. To the best of the Park’s knowledge, there is no presence of lead or other hazardous waste on either tank.

17. Can there be a triple hat (SS/SSHO/QC) to run the job?

a. Yes, provided that the person wearing all 3 hats has verifiable experience required to fill all roles.

18. For waste disposal (tank/rinsate), HAFE will need to provide their EPA ID; is this information the COR/HAFE will have at the time of disposal?

a. Yes.

19. Are there any existing repairs to the facility to be considered as an addendum to this project, concrete joint/crack repairs, curb drain/iso valves, site lighting, valve reliefs, system piping reliefs, EFSOs, pipe markings?

a. No additional repairs will be considered as an addendum. Any repairs necessary to meet current requirements that are not included in the scope of work but are directly associated with the work of this contract shall be provided to the CO and COR as a change request. Deficiencies found by the contractor that are not regulated shall also be identified to the CO and COR.

20. Where will the laydown/site equipment area be located?

a. The intended laydown/site equipment area is located just outside of the fenced area adjacent to the fuel tanks. This area is the current employee parking area and can be sectioned off for the laydown area.

21. Where will the temporary tank be placed on-site (inside/outside of security fence)?

a. The temporary tank will be placed inside of the security fence.

22. Is there local power to the temporary tank area for power the fuel pump and alarms?

a. Yes, the power is supplied from a panel in the maintenance garage bay.

23. Will containment be needed for the temporary system?

a. Secondary containment will be required and can be met utilizing a double walled temporary tank or other containment that meets EPA and West Virginia requirements along with any OSHA or Federal, State, or local jurisdictions requirements.

24. How much fuel is anticipated from the existing diesel tank?

a. See response to Question 1. Less than 500 gallons expected.

25. What type of security card access/transaction is required for the temp diesel system?

a. No security or card access will be required for the temp system. A means of tracking fuel dispensed will be required.

26. The swap over between tanks is not anticipated to be longer than 2 weeks, what is the anticipated volume for service?

a. See response to Question 1. Less than 500 gallons expected.

27. Is the Mogas AST intended to be accessible during coatings repairs? Coatings should not affect access to the dispenser but coating crews/equipment will be in the area during fueling operations.

a. The tank will need accessed for refueling vehicles. The park will coordinate to ensure all vehicles are filled in the morning or evening to alleviate impact to working crew.

28. Is there water accessible from the site? Is the Government able to provide water for site use during the project?

a. Yes, access to water and electric will be provided.

29. If wash water is used and does not have a sheen, is it permitted for water to be disposed of by the site storm drain (e.g., pressure washing the tank)?

a. Yes, for the exterior washing of the gasoline storage tank only, and a hazardous material containment pad shall be used at the drain to capture any hazardous material runoff.

30. When was the last time the existing diesel tank was cleaned?

a. Existing diesel tank was emptied, and interior cleaned sometime around 2017.

31. Does the fuel need to be cleaned when transferred from the temporary tank back to the new diesel tank?

a. Only if sludge and contaminates are transferred from existing diesel fuel tank to the temporary.

32. Can the temporary diesel AST/system be 1000 gallon or smaller with a tank mounted pump/dispenser?

a. Yes, it is expected to have less than 500 gallons at time temporary tank is required.

33. What is the pipe size for both diesel and mogas? Site measurement is 1.5” please confirm.

a. The hardline from the tanks to the pumps has an outside diameter of 2”

34. Should the new equipment include an aboveground sump for both dispensers, even if they are to remain?

a. No. Existing to remain. Any needed corrections shall be identified to the CO and

35. Assuming dispensers have pumps, if the dispensers are to remain, what is the make/model of the dispenser pump (flowrate/ max pressure)? Should we -presume

a. Diesel: GasBoy M:9152A CFX S:498820

b. Gas: GasBoy Atlas. No make or model number found on unit.

36. Are the hose lengths 12 LF? Is there a need for longer hoses/reels? Please confirm hose size is ¾”? Would 1” for diesel be better for high flow needs?

a. Yes, 12LF. No need for longer. Hose size is ¾” and replacement is not included in the SOW.

37. Does a dewatering hand pump need to be included as part of the diesel scope?

a. No

38. During the site walk it was mentioned the existing dispensers should remain, but Task

3.1.1 requests new piping, dispensers, and hoses. Please clarify what is required for replacement vs. remaining. Will this apply to both dispensers?

a. Applies to both: see response to questions 2, 8, & 9. Dispensers are to remain and other items to be reused if serviceable.

39. Where will the new remote fill box be positioned? What is the hose connection size for the delivery truck? Can we assume 3”?

a. Fill box position will be as existing. Assume 3”

40. What is the wrap/insulation on the mogas fuel pipe? Is this required for replacement on the diesel system?

a. Insulation is to help with vapor lock in the summer for the gas tank. This is not required on the diesel system.

41. At the site walk there was a mention about limited summer functionality, can you provide further explanation? Is it possible the limited dispensing is due to vapor lock/needing a relief to tank/electronic solenoid for the anti-siphon valve?

a. Not part of scope of work, do not include.

42. Can you provide photos of the electrical distribution panel for the tank system? Are there spares for additional power for a solenoid?

a. Pictures attached.

43. Can you please provide photos of the gauging and alarm panels/make and model?

a. Pictures attached.

44. Does the system need to include constant level monitoring (ATG) or just high and high high alarm for overfill?

a. Means must be provided for constant level monitoring and high alarms to identify the fuel level at any given time.

45. Are the dispensers on individual circuits that can be LOTO’d independently for demo of the diesel tank to leave the Mogas tank active?

a. From the panel identification, it appears that both pumps are on the same circuit see question 42 photos.

46. How much fuel is anticipated to be removed from the diesel tank prior to disposal?

a. See response to question 1 – less than 500 gallons.

47. What type of inspector is required? For ICC third party inspector, is this for plumbing/gas/state AST inspector?

a. Inspection is required to ensure all components are installed correctly and meet applicable Federal, State, and Local requirements as well as OSHA requirements.

48. There doesn’t appear to be any below-ground work evident, so it doesn’t appear a state licensed tank installer is required, please confirm.

a. No below ground work is anticipated.

49. Is a NACE/AMPP inspector required for coatings?

a. Yes.

50. Can the diesel tank being removed be drained and sealed for transport to a waste/recycling facility to be cleaned and disposed vs. cleaning on-site?

a. The park does not have an issue with this as this is the preferred method.

However, Contractor must ensure this is permitted by state and local jurisdictions and follow all transportation requirements.

51. Is there a requirement to secure a permit with the local municipality? If so, which city/county has jurisdiction? Is there a requirement for Federal permits?

a. Harpers Ferry/Jefferson County would have jurisdiction. No Federal permits required.

52. If submitting permits to local municipality, will drawing be provided by HAFE for procuring permits? Drawings are not currently identified as a deliverable.

a. Drawings for current system do not exist.

53. Is there a preferred format for the project plans/documentation (safety, quality and risk matrix) to refer to for these submittals? Is a corporate safety plan acceptable?

a. Preferred format in either PDF or WORD documents. Plans must be site specific as listed in paragraph 4.1.2 of SOW and include the risks, other elements, and mitigations associated with the site and work included in the project.

54. Is an SPCC plan required? Does it need to be PE stamped?

a. No, the Park has an SPCC plan on file.

55. Piping appears to be threaded pipe. Will new piping be installed in kind or does welded/flanged piping need to be considered?

a. Welded/flanged piping only needs to be considered if it is required to meet current codes.

56. How much traffic control/access is required around the work area? There is a crane to lift and trailer to haul and this will likely obstruct the gate access area during lift operations. What allowances or scheduling considerations can be granted?

a. The area will need to be fenced/roped off and identified for others. A minimum of a 14-foot-wide area must be kept clear for maintenance to access the back of the yard. Additional traffic control will be coordinated with COR such as when crane will be in use.

57. Are there any height restrictions/overhead issues other than the adjacent light pole for a crane to lift the existing tank out and new tank in?

a. No.
