About this file
This document is a Request for Information (RFI) for the HAFE Sealcoat & Paint Parking Areas project (Solicitation Number 140P2125Q0064) at Harpers Ferry National Historical Park in West Virginia. The project involves sealcoating and repainting parking areas, specifically the Catholic Church parking lot and a portion of the Visitor Center parking lot. Key details include a base bid for part of the parking lot and an optional add-on bid for the remaining area, which encompasses approximately 80,000 square feet with 135 standard parking spaces, 13 ADA spaces, and 20 bus parking spaces.
The RFI provides critical clarifications for potential contractors, including bonding requirements (100% Performance and Payment Bonds), site visit protocols, cleaning specifications, and work constraints. Notably, the parking lot cannot be fully closed during work, and contractors are strongly encouraged to visit the site to verify repair conditions. Additional requirements include matching existing striping, performing cleaning according to industry standards, and understanding that no on-site water is available for pressure washing. The project delivery is set for 90 days after Notice to Proceed, with the work location at 230B Zachary Taylor Place, Harpers Ferry, WV 25425.
