National Park Service – Harpers Ferry Center – Con Ops National Solicitation Number: 140P2124R0072 – Wayside Exhibit Planning, Design, and Fabrication Services for Hot Springs National Park
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P2124R0067 is issued as a Request for Proposal (RFP) constitutes the entire solicitation. Proposals and price quotations with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-05, effective May 22, 2024.
This is set aside for small business concerns under the North American Industry Classification System (NAICS) 339950, Sign Manufacturing, and the related small business size standard of 500 employees.
The government anticipates award of one (1) best value, firm-fixed price contract.
REQUIREMENT: The project shall be for the planning, design, and fabrication of up to twenty-seven (27) wayside exhibits for Hot Springs National Park in Hot Springs, AR. Work shall be performed in accordance with the specifications as detailed in this contract and its attachments.
Due to space limitations, the complete commercial item specifications are contained in Solicitation Number 140P2124R0072. Interested contractors should download this document. The National Park Service is not responsible for locating or securing any information that is not identified in the quotation. Paper copies of this solicitation will not be made available.
The government contemplates award of one best value, firm-fixed price contract resulting from this solicitation.

• Proposals are due via email by 10:00 AM ED on August 22, 2024. The address is included in the solicitation for mailing flash drives in the event files are over the threshold for submitting via email. Flash drives MUST be received by the date and time specified for proposals or it will be considered late and handled as such in accordance with FAR Policies and Procedures. Offerors are hereby notified that if your proposal is not received by the date/time and at the location specified in this announcement, that it will be considered late. 1.0 PROJECT BACKGROUND
This project will plan, design, and fabricate new wayside exhibits along Bathhouse Row and the Grand Promenade in Hot Springs National. It will replace existing exhibits and create some new exhibits. Hot Springs National Park is a 5,500-acre park in Hot Springs, Arkansas, that preserves geothermal spring water and resources related to therapeutic bathing and parklands that provide opportunities for public health and wellness activities. Congress created the park in 1832 when it designated the land as Hot Springs Reservation. In 1921, the reservation name was changed to Hot Springs National Park. Today, Hot Springs National Park preserves and manages its natural and cultural resources for over 1.5 million annual visitors.
Located about 55 miles southwest of Little Rock, Hot Springs National Park encompasses mostly forested mountains but includes a developed urban edge formed by Bathhouse Row, which was designated a national historic landmark in 1987. Bathhouse Row is a 0.25-mile-long row of eight bathhouse buildings along Central Avenue and is the most heavily visited part of the park. This area encompasses a 6-acre historic-designated landscape featuring open lawns, trees, shrubs, fountains, a formal staircase entrance, a Magnolia Promenade in front of the bathhouses, and a Grand Promenade behind the bathhouses.
2.0 GENERAL REQUIREMENTS
The project shall be for the planning, design, and fabrication of up to twenty-seven (27) wayside exhibits for Hot Springs National Park in Hot Springs, AR. Most of these exhibits are located along the 0.25-mile-long Bathhouse Row. Some wayside exhibits are located just east of the bathhouses along or near the Grand Promenade.
This wayside exhibit project may or may not follow the existing approach, but the government anticipates a similar impact on the landscape, with minimal impacts on viewshed. While tactile elements will not be added to any wayside exhibits, three (3) tactile relief maps for orientation are proposed as part of the twenty-seven (27) exhibits. These include one original and two (2) duplicates with unique YOU ARE HERE stars. There are graphic resources available, including the park’s historic photograph collection and NP Gallery, and few graphic resources will need to be acquired. The contractor shall acquire illustrations. All maps shall be provided by the government.
The project includes coordination with the National Park Service’s Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.
The contractor shall provide all services including labor, materials, equipment, facilities, and travel necessary to plan, design, and fabricate interpretive wayside exhibits for Hot Springs National Park in accordance with the specifications as detailed in this contract and its attachments. Work shall include the planning, design, and fabrication of all wayside exhibit structures, graphic layouts, interactive elements, artwork, and sculpted models. Work shall also include comprehensive research to obtain thorough reference material necessary to plan, design, and fabricate all items required in this contract.

The government shall furnish, as appropriate, required data, materials, and access to project information necessary to perform the production of work as required.
2.1 Point of Contact
The contractor’s project manager shall be the primary point of contact between the contractor and the CO and COR. The project manager shall have full authority to act for the contractor on all matters relating to this contract.
The project manager shall be in contact with the COR on no less than a monthly basis and shall perform the following work:
a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (9 am to 5 pm in the contractor’s time zone).
b. Establish office procedures to ensure that messages are relayed to the project manager when out of the office or because of time zone differences.
c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two (2) business days.
2.2 Quality Control
The contractor shall provide quality control to ensure that all elements of project work meet the requirements of the contract specifications and that all modifications are implemented.
The project manager shall provide routine inspections of in-house and subcontracted work to ensure it meets contract specifications and shall oversee the quality of work produced and implemented at all phases of the project. Any work found not acceptable or compliant with the specifications shall be corrected prior to inspection or review by the COR.
2.3 Government-Furnished Property
If government-furnished material is provided during the course of the contract, the contractor shall receive, inspect, and inventory all government-furnished materials, provide a report to the COR of the materials received, and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The project manager shall notify the COR in writing via email within seven (7) days after receipt if government-furnished materials are not satisfactory for their intended purpose. The project manager shall notify the COR in writing via email as soon as possible, but no later than three (3) business days, if government- furnished materials are lost or damaged while in the contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return all government-furnished property to the COR.
It is anticipated that there will be no government-furnished property provided during this contract.
2.4 Schedules

The contractor shall schedule, coordinate, oversee, and manage work produced under this contract.
2.4.1 Project Schedule
Prepare an overall, detailed, and complete project schedule including milestone dates for all submittals, review periods, fabrication, and submit to the COR for approval. The contractor shall submit a preliminary project schedule to the COR seven (7) working days after the post-award call. The contractor shall update the approved schedule and resubmit to the COR along with every deliverable.
Coordinate and confirm with the COR the dates for all work, including submittals, meetings, shipment, and delivery.
Track all work progress to ensure that the project is completed according to the schedule.
Notify the COR in advance, in writing, when work shall not be completed by the dates in this contract and provide an updated schedule for completion.
2.4.2 Status Reports
Provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand.
2.5 Meetings, Travel and Presentations
Meet with the CO, COR, and/or park staff as specified below. The contractor shall document all issues discussed and decisions made relative to the project. The contractor shall prepare and distribute to the COR a trip report or meeting minutes of all telephone conversations, site visits, in-person meetings, or other discussions related to the project. The project manager shall be present at all project meetings.

2.6 Submittals
Submittals and reviews are the key communication points between the contractor and the COR which document a project’s overall progress and any remedial actions necessary to produce complete and acceptable deliverables. For this contract, a submittal is defined as all physical samples and project and production documents and electronic files (i.e., drawings, schedules, facsimiles)—any and all material that together represents the level of development of work at a given time—provided by the contractor to the COR for review and approval. At any point in the planning, design, or fabrication process, the COR may require informal submittals of the contractor’s work-in-progress to document the status and level of development of the project.
Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR.
Forward all submittals to the COR for distribution, review, and approval. The review timeline shall begin on the date the COR receives both the electronic and hardcopy files.
The contractor will receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:
2.6.1 Acceptance and Rejections
1) Accepted Submittals—The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals, and shop drawings and instructions are revised, updated, and incorporated into future submittals.
Accepted with Revisions—At the discretion of the COR, the government may accept the overall submittal, and ask for resubmittal of individual elements or pages to be updated or corrected prior to moving to the subsequent deliverable or phase of work.

2) Rejected Submittals—When submittals are rejected, the COR shall notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:
a. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.
b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.
2.6.2 Submittal Format
1) Three (3) printed copies and one (1) electronic PDF copy of each document submittal are required.
2) Submittals shall be sent via overnight delivery service.
3) Both printed and electronic submittals shall be delivered seven (7) calendar days prior to scheduled presentations of the material.
4) The contractor shall provide copies of any Microsoft Office submittals in an accessible
508 compliant format.
2.6.3 Transmittal Sheet
The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. This includes all copies sent to the park or other copied recipients.
The transmittal shall include the following information:
• “From” (contractor’s name and contact information);
• “To” (COR’s name);
• Date submittal was shipped;
• Project name and park name;
• Itemized list of contents; and
• List of copied recipients who received the same submittals.
2.7 Accessibility
Wayside exhibits planned, designed, and fabricated for the National Park Service (NPS) shall follow the latest published version of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media. These guidelines are a combination of best practices, NPS and Department of the Interior directives, and federal laws. Federal laws include the Architectural Barriers Act, Sections 504 and 508 of the Rehabilitation Act as amended, and the 21st Century Communications and Video Accessibility Act.

The contractor shall be aware of and pursue principles of universal design throughout all phases of the planning, design, and fabricate process. Universally designed wayside exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability. Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users.
Principles of universal design are detailed in Appendix C of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
Accessibility requirements for visitors with specific disabilities shall be addressed within the designed wayside exhibits. If the site or criteria of the project do not address accessibility as defined in the attachments, or poses challenges to accessibility (e.g., inaccessible location of wayside exhibit), a full description of required corrective actions shall be provided to the COR for any proposed accessibility solutions. The government shall review proposed solutions and when deemed necessary, provide additional guidance to the contractor up to and including exceptions and/or modifications to the contract to address outstanding accessibility requirements. Refer to Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.
2.7.1 Audio Description for Wayside Exhibits
Every wayside exhibit shall have audio description for people who are blind or have low vision. Audio Description will be delivered through the park’s mobile app. Audio description shall be based on provided video of wayside sites showing the immediate and surrounding area.
2.7.2 Transcript of the Narrated Content
Wayside exhibits that include audio shall have transcript of its narrated content made available on site. Delivery will be determined during the site visit.
2.8 Design Parameters
The contractor shall plan and design wayside exhibits, in close consultation with the COR and project subject-matter experts.
2.8.1 Use Rights
The contractor shall acquire use rights and production-quality copies of all third-party images and other intellectual property required to produce the graphic layouts in wayside exhibits as specified in Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications. All images shall be able to be displayed by the government in other media to promote or display the wayside exhibit.
The contractor shall budget 3.5% of the overall planning and design budget for acquisition of use rights and production quality images and other intellectual property used in the exhibits.

Wayside Exhibit Planning, Design, and Fabrication Services for Hot Springs National Park
The contractor shall budget 0.75% of the overall planning and design budget for acquisition of use rights and production quality images and other intellectual property used in the exhibits. This will be a not-to-exceed (NTE) contract line item (CLIN) for the acquisition of images and usage rights, not including labor. All costs associated with this work will be reimbursed on an actual cost basis. Back up information will be required with invoices requesting payment for this work.
2.8.2 Production Budget
The contractor shall plan and design up to a production budget range of $88,000 to $101,000. The production budget includes:
1) Custom elements, including custom graphics, illustrations, audio programs, and tactile models with an allowance of $18,050 for custom elements.
2) All wayside exhibit hardware (panel, base, and ancillaries)
3) Audio description script
The following shall not be included as part of the planning, design, or production budget:
1) Porcelain panels
2) Language translation
3.0 Wayside Exhibit Planning, Design, Fabrication Services
3.1 General
The contractor shall provide all technical, professional, non-personal services, including all labor, materials, equipment, supplies, facilities, travel, management, and supervision necessary to provide Hot Springs National Park with production ready files for outdoor interpretive wayside exhibits.
Planning and design services includes the following phases and types of work:
• Pre-Proposal
• Wayside Proposal 1
• Wayside Proposal 2
• Design Development 1
• Design Development 2
• Design Development 3
• Pre-Production

3.1.1 Specifications
The contractor shall perform all services required hereunder in accordance with Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications, as well as in accordance with all applicable attachments set forth in 10.0 List of Attachments, and the terms and conditions set forth herein.
3.1.2 Design Considerations
In planning and designing for production of wayside exhibits hereunder, the contractor shall address the following essential design parameters:
• life safety
• barrier-free design
• accessibility/universal and programmatically accessible design
• sustainability
• energy conservation
• security provisions
• integration with existing landscape and structures where relevant
• functionality, maintenance, durability, and other lifecycle requirements
3.1.3 Codes and Standards
All wayside exhibits shall be produced in accordance with applicable codes, standards, parameters, or regulations noted in this or other sections of this contract, and in the location in which the wayside exhibit shall be installed. In case of conflict between codes, standards, or regulations, the most stringent requirement shall apply.
1) Latest Standards
Reference to standard specifications of any technical society, organization, or association, or to codes, manuals, or regulations of federal or local authorities shall mean the latest standard, code manual, regulation, specification, or tentative specification adopted and published at least thirty (30) days prior to submittal of proposals, unless specifically stated otherwise.
2) Contracting Officer as Authority
Any code, standard, regulation, or specification listed below, in the attachments in
10. List of Attachments or otherwise referenced herein, that references the “authority having jurisdiction”, “local authority”, or “governmental authority” shall be interpreted to refer to the Contracting Officer as being this authority for purposes of interpreting/clarifying codes, standards, regulations, and specifications.

3.1.4 Post-Award Conference Call
Upon contract award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures with the CO, COR, and park representative(s). Following the call, the contractor shall produce meeting notes and draft project schedule.
3.2 Pre-Proposal
In pre-proposal, the contractor shall gain a clear understanding of the project’s history, the park’s resources, and the roles of other project team members and stakeholders. Work in this phase focuses on preparing a solid foundation for all work that follows, ensuring that the project is logically structured, and its goals are understood and realistically attainable within the budget, schedule, and other specified parameters.
The contractor shall:
1) Review government-furnished materials.
2) Travel to site.
3) Conduct initial meeting and presentation as follows:
a. Orientation to park experience.
b. Initial meeting agenda.
c. Presentation should include:
(i) Components of what makes a good wayside exhibit, including examples demonstrating qualities and principles
(ii) The process and stages of wayside exhibit development
(iii) Roles and responsibilities
(iv) Contract deliverables
(v) Site analysis schedule
(vi) Draft project schedule
(vii) Set time and date for close-out meeting
4) Complete site analysis as follows:
a. Visit and identify potential wayside exhibit sites with park staff and subject-matter experts.
b. Identify the following for each wayside exhibit:
(i) Subject or resource
(ii) Site-specific significance
(iii) Purpose
(iv) Orientation and photos
(v) Size
(vi) Panel material
(vii) Base structure
(viii) Site conditions
c. Develop sketches to facilitate discussions and agreement.
d. Review site-specific resources.
5) Identify additional resources
6) Facilitate trip close-out meeting

3.3 Wayside Proposal
Create a wayside proposal for up to 27 waysides. Work in this phase is organized into two sub-phases: Wayside Proposal 1 (P1) and Wayside Proposal 2 (P2). The Wayside Proposal provides the overall concept and direction for each wayside exhibit documenting everything from purpose to site conditions. It is critical to present clear direction and requirements for each wayside, to understand goals, purpose, and what is to come later in the design phase. A well-structured and clear proposal will also determine if the project is within schedule and budget and other specific parameters.
3.3.1 Wayside Proposal 1 (P1)
During this phase the contractor shall:
1) Conduct content research.
2) Develop Wayside Proposal 1 for exhibits, including:
a. Cover page with park name, iconic photo of park, area included, project team members, and date prepared.
b. Narrative formed from the trip report, with updated and refined information, including:
(i) Project overview
(ii) Overall accessibility approach and concerns, including proposed approach for audio description and inclusion of tactile exhibits
(iii) Names and roles of project participants, including reviewers and subject matter experts
(iv) General artwork or custom elements
(v) General graphics discussions
(vi) Site preparation
(vii) Description of Tribal consultation needs and/or partner involvement
(viii) Role of the proposed wayside exhibits within the totality of the park’s or area’s interpretive programming, using relevant language from park planning documents
c. Map of proposed exhibits and removals, if any
d. List of all proposed exhibits and removals, if any
e. Wayside exhibit records, including:
(i) Base sketches
(ii) Graphic layout sketches
(iii) Site photographs (jpg, png, or tif)
f. Cost estimate that meets the established production budget.
g. Updated project schedule
h. Draft resource list. ordered by exhibit number, and including source, cost, status, and use rights.
3) Submit Wayside Proposal 1.

3.3.2 Wayside Proposal 2 (P2)
1) Develop and submit Wayside Proposal 2 that reflects approved changes, refinements, and selections from Wayside Proposal 1, including:
a. Updated production cost that meets the established production budget.
b. Updated project schedule
c. Updated resource list, ordered by exhibit number, and including source, cost, status, and use rights.
2) Participate in a conference call to reconcile COR review comments. Provide written
3.4 Wayside Design Development
The Wayside Design Development phase develops the Wayside Proposal into the Wayside Design by drafting and revising wayside exhibit design layouts with graphics and content integrated for each wayside panel. The work in this phase is organized into three (3) sub-phases:
Design Development 1 (DD1), Design Development 2 (DD2), and Design Development 3 (DD3).
Each phase incorporates the work of the preceding phase and its review comments.
Design Development 1 builds on the work approved in the Wayside Proposal phase. Draft full-size wayside exhibit layouts are developed for each wayside, including draft of full text and all the intended images. Design Development 2 is the revised version. It includes refined text, updated graphics, and layout changes incorporated in response to review comments. Several revisions may be required to ensure effective presentation of the content. Design Development 3 completes the revisions and finalizes the development of the Wayside Design, including final text, photos, maps, illustrations, and acquired rights for use.
3.4.1 Design Development 1 (DD1)
1) Develop and submit Design Development 1 that reflects approved changes, refinements, and selections from Wayside Proposal 2, including drafts of the following:
a. Graphic layouts with draft color.
b. Complete text: Conduct research to create accurate, interpretive, site-specific text.
Create title, body, captions, etc., following NPS standards found in Attachment I, Typographic Standards and Attachment K, HFC Editorial Style Guide.
c. Maps: Contractor shall plan map and set its scope and purpose. Government shall create the maps. Maps will conform to Attachment F, Wayside Exhibit Map Standards and Attachment L Trailhead Signage Annotated Examples. All trailheads

d. Photos: Include draft photos that visually communicate wayside exhibit messages.

f. Custom elements: Research and create 2D renderings for tactiles and other custom elements; include draft custom elements reference package.
g. Custom base drawings: Show draft design intent with dimensions and materials noted accompanied by a 3D rendering.
h. Updated resource list, including bibliography, ordered by exhibit number, and including source, cost, status, and use rights.
i. Updated cost estimate
j. Updated project schedule
2) Submit and present Design Development 1 of the Wayside Design.

3.5 Pre-Production
Work in this phase begins the major transition from planning and design to fabrication of physical wayside exhibits. This phase includes the completion of all outstanding design and content development tasks and the start of pre-fabrication tasks. It includes the preparation and delivery of the production-ready package based on the approved Design Development 3 from which wayside exhibits can be fabricated.
The contractor shall make all changes requested by the COR and multiple revisions may be required for individual elements that are not accepted. The final package shall include all production-ready graphics and materials.
3.5.1 General Requirements
Based on the approved Design Development 3 of the Wayside Design, a production-ready package of the final Wayside Design shall be created to be used for wayside exhibit fabrication.
The production-ready package consists of:
1) Production-ready digital layout files that include high-resolution image, illustration, and map files
2) Custom and standard hardware drawings to support fabrication and assembly of bases

3) Full-size, high-resolution color paper proofs
4) 3D model mock-up of tactile elements
5) 3D digital files of tactile elements suitable for fabrication
6) Final custom elements reference package
7) Production notes for fabrication guidance
8) Purchased graphic use rights and license information
9) Two sets of sample base and panel materials.
The package, including digital files and proofs, shall be submitted for review. All files shall be corrected in response to review comments and submitted to the COR as the final Wayside Design.
3.5.2 Paper Proofs
Each sheet shall be clearly identified with the following minimum information:
1) Project Name: NPS Alpha code and project ID
2) Date of submittal/revision
3) Wayside exhibit number(s)
3.5.3 Production-Ready Files
All production-ready layouts shall contain only final text, assets, and other layout elements after all design work is complete.
3.5.4 Additional Work in this Phase
1) Revised audio description text
2) Updated project schedule
4.0 PRODUCTION SERVICES
4.1 General
Work in this phase shall include production of all wayside exhibit elements in accordance with the design intent as described in the production documents.
Each fabrication task may require a sub-series of steps to complete, and the contractor is not required to complete tasks in the order outlined below. All tasks shall be completed in accordance with Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications.
Wayside exhibit fabrication tasks include the following:
• Shop inspections
• Fabrication of panels

4.2 Production of Graphic Panels
All two-dimensional graphic proofs and panels shall be printed from final production graphic layouts provided in digital format.
4.2.1 Final, Corrected Graphic Layouts
Prepare digital files for specified output. Link image and vector files to graphic layout files.
Final images shall be fully prepared with adjustments for color balance, saturation, image sharpness, bleeds, and other minor touch-up work as needed for all production-quality, high-resolution scans. Ensure accessibility standards for color contrast output have been met. Provide final, corrected graphic layouts to the COR.
4.2.2 Panel Fabrication
Fabricate double-sided, direct-printed aluminum panels for outdoor use. Produce the wayside exhibit graphic panels from the final production graphic layout package.
4.3 Production of Wayside Exhibit Bases
Fabricate aluminum bases painted NPS brown with powder coat finish in accordance with Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications and Attachment G: Visitor Information Sign System. Include cane detection bars on low-profile waysides exhibits in the circulation space. All wayside exhibit bases shall be fabricated from final shop drawings.
4.4 Custom Elements
Fabricate custom elements, including illustrations and tactile orientation map(s) from final custom elements reference package. Tactile elements shall be constructed of materials that withstand heat and humidity, constant touching, potential theft, and do not become too hot to the touch.
4.5 Mock-Ups and Prototypes
Provide one (1) half-size mock-up of the tactile orientation map. Requirements for the purpose, number, and type of additional mock-ups and prototypes shall be specified during the Wayside Proposal or Wayside Design.

4.6 Audio Description
Wayside exhibits planned, designed, fabricated, and installed for the National Park Service shall comply with the latest published version of Attachment B: Programmatic Accessibility Guidelines for National Park Service Interpretive Media, including audio description of the wayside exhibit.
Audio description describes visual content important to understanding the content and context of the wayside exhibit and its components. Audio description may be used by people who are blind or have low vision, as well as by visitors who have print-related disabilities, such as dyslexia, or visitors with auditory learning styles.
The contractor shall create audio description text for all wayside exhibits. Audio description content shall describe all wayside elements. This includes, but is not limited to, text, images, maps, illustrations, tactile elements, and what the sighted visitor sees in the immediate setting and surrounding vistas related to subject being interpreted.
4.7 Close Out
Work in this phase includes the preparation and organization of all final wayside exhibit materials and documentation.
Close out shall include the following:
1) Final InDesign files with linked images and fonts for each layout, including all revisions and corrections made during production.
2) Raw scans and layered graphic production files
3) Source files for as-built three-dimensional elements
4) FileMaker Pro source file for final proposal
5) Final production PDFs for each layout
6) Section 508-compliant PDFs for each wayside exhibit, without printer’s marks.
7) Section 508-compliant Word document of final audio description text
8) Return any government-furnished property
9) Final resource list, including bibliography, ordered by exhibit number, and including source, cost, status, and use rights.
10) Color and finish chips for base paint matching
11) Final graphic use rights and license information
12) Warranties
13) Instructions for maintenance, cleaning, repair, and handling of wayside exhibits.
14) Excel document of the lifecycle costs for each as-built wayside exhibit, including panel base, and tactile elements.
15) Two (2) cans touch-up spray paint for bases

4.8 Warranty
The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of five (5) years warranty for wayside exhibit graphic panels and a minimum of ten (10) years warranty for wayside exhibit bases, structures, and hardware. Bronze tactile elements shall have a minimum of ten (10) years warranty. Non-bronze tactile elements shall have a minimum of five (5) years warranty. Electronic components shall have a minimum of one (1) year warranty. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.
Wayside exhibit graphic panels shall have a minimum of five (5) years warranty against fading, cracking, warping, and delaminating. Wayside exhibit bases, structures, and hardware shall have a minimum of ten (10) years warranty against structural failure including complete rusting through of weathering steel, welds, or complete corrosion of aluminum, as applicable. Exhibit base paint shall have a minimum of one (1) year warranty against fading, chipping, and cracking. Warranties shall exclude coverage for intentional vandalism, accidents, or force majeure.
If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.
Action may include but is not limited to:
1) Placing all work into satisfactory condition;
2) Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and
3) Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.
Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.
In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.
If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the

Wayside Exhibit Planning, Design, and Fabrication Services for Hot Springs National Park contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.
The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.
5. PRESERVATION, PACKAGING, PACKING, AND DELIVERY
5.1. Shipping and Destination Point
All deliverables shall be shipped Free On Board (FOB) destination, within consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified below. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.
Shipping to King Salmon, Alaska, is via barge from Seattle, Washington, on Lynden Alaska Marine Lines or via Alaska Air Cargo. Materials shall be delivered between April 15 and September 15 only. No loading dock is available at park. Park is notified by cargo company to retrieve the delivery with their forklift.
Contractor to keep COR updated on shipping and arrival dates of panels, bases, and custom elements, including tactiles.
5.2. Deliverables
The contractor shall provide all deliverables as outlined below. Microsoft Word, Microsoft Excel, PDF, and other digital files shall be uploaded to Microsoft Teams. Physical copies and final deliverables are mailed to the addresses shown in 5.3.
