DESCRIPTION OF AMENDMENT
WAYSIDE EXHIBIT PLANNING, DESIGN, AND FABRICATION FOR
HOT SPRINGS NATIONAL PARK
QUESTION: RESPONSE:
1. Does the NPS have an estimated size for the requested three (3) tactile maps? The custom elements budget seems low for three tactile maps. This budget would probably also eliminate bronze as an option, and not leave any room for illustrations or audio elements.
Size to be determined during pre-proposal. Custom elements budget is only plan and design.
2. Not a question, but it looks like the shipping section 5.1 is leftover from KATM proposal.
The second paragraph is replaced with the following:
Contractor to keep COR updated on shipping and arrival dates of panels, bases, and custom elements.
3. Section 1.0 Project Background - The project background states that this project will “replace existing exhibits and create some new exhibits.”
o In terms of the replacement portion of this job, what all is being replaced? Are you simply looking to update the style and graphics or are you looking to have them completely rewritten and redesigned?
o Can you provide any sample photos of the existing waysides you are looking to replace?
Existing waysides exhibits are being replaced.

4. Section 2.0 General Requirements - The project is specified for (27) wayside exhibits, but nowhere does the solicitation give a breakdown of the exhibit styles, sizes, mounting styles, etc.
o Can the park provide a breakdown of exhibits in order for the offeror to provide more accurate pricing?
o Or is the offeror to create a breakdown themselves showing what the park would be able to do?
o What size are you anticipating the tactile relief maps to be?
o The solicitation states “The contractor shall acquire illustrations.” It does not appear
Offeror to propose approach. Wayside exhibit and tactile map styles and sizes to be determined during pre-proposal. Mounting style shall be in-ground for most exhibits, with a couple base-plate or masonry mounted.
Illustrations are part of custom elements. Specific details about illustrations to be determined during pre-proposal.
there is a section regarding illustrations throughout the rest of the document. Are illustrations a part of this bid at all? How many? Full color/Full size? How detailed?
What is the park looking to depict in these illustrations? What kind of style of illustration is the park looking for?
5. 2.8.1 Use Rights
a. The contractor shall budget 3.5% of the overall planning and design budget for acquisition of use rights and production quality images and other intellectual property used in the exhibits.
b. The contractor shall budget 0.75% of the overall planning and design budget for acquisition of use rights and production quality images and other intellectual property used in the exhibits.
o The two statements above are the exact same statement except for the percentage the contractor should budget. Is it 3.5% or 0.75% of the overall planning and design budget?
Paragraph 2.8.1 is revised to read as follows:
The contractor shall acquire use rights and production-quality copies of all third-party images and other intellectual property required to produce the graphic layouts in wayside exhibits as specified in Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications. All images, custom artwork, and other intellectual property shall be able to be displayed by the government in other media to promote or display the wayside exhibit. Any new photography, custom artwork, or intellectual property created under this requirement shall be considered US government works in the public domain and be able to be reproduced based on government need.

The contractor shall budget 0.75% of the overall planning and design budget for acquisition of use rights and production quality images and other intellectual property used in the exhibits. This will be a not-to-exceed (NTE) contract line item (CLIN) for the acquisition of images and usage rights, not including labor. All costs associated with this work will be reimbursed on an actual cost basis. Back up information will be required with invoices requesting payment for this work.
6. Section 4.2.2 Panel Fabrication spec’s double-sided, direct-printed aluminum panels. Section
4.4 Custom Elements states tactiles to be made
out of a material that will “withstand heat and humidity, constant touching, potential theft, and do not become too hot to the touch”.
Shouldn’t this also be a consideration for the panel material? Aluminum panels in the sun and heat of the day get incredibly hot and pose a danger to viewers who may touch the panel.
Can an alternative material be suggested for the panel that would not get as hot as aluminum?
Alternate materials will not be accepted. The panels shall be fabricated as double-sided, direct-printed aluminum panels for outdoor use.
7. Section 5.1 Shipping and Destination Point - The shipping information is listed as the location that was in the bid for Katmai National Park - King Salmon, Alaska. Can you please update with the correct shipping location so freight can be accurately quoted?
The second paragraph is replaced with the following:
