This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 140P21240060 is issued as a Request for Proposal (RFP) which constitutes the entire solicitation. Proposals with detailed breakdown are being requested. This acquisition will be conducted pursuant to FAR Part 13. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2024-05, effective May 22nd, 2024. This is a total small business set-aside. The North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, and the related small business size standard is $19M.

The Government anticipates award of one (1), firm-fixed price contract.

REQUIREMENT: The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, provide, and install complete and working UHD 5.2 surround AV systems, at Mount Rushmore National Monument (MORU) for the two theaters and one amphitheater in accordance with this document and Attachment A - Standard Specs for AV March 2024.

Audiovisual System Upgrade

I. BACKGROUND & PURPOSE

Majestic figures of George Washington, Thomas Jefferson, Theodore Roosevelt, and Abraham Lincoln, surrounded by the beauty of the Black Hills of South Dakota, tell the story of the birth, growth, development, and preservation of this country. From the history of the first inhabitants to the diversity of America today, Mount Rushmore brings visitors face to face with the rich heritage we all share.+

Mount Rushmore National Memorial is host to just over two million visitors a year from across the country and around the world. They come to marvel at the majestic beauty of the Black Hills of South Dakota and to learn about the birth, growth, development, and the preservation of our country.

The park has an outdoor amphitheater and two indoor theaters. In 2023 the park service commissioned the making of new movies for the memorial lighting ceremony shown every evening in the amphitheater and the theaters shown on a schedule or manually depending on the season. Completion of the movies is planned for early Spring 2025.

Mount Rushmore National Memorial (MORU) is reached by traveling from Rapid City on Highway 16 southwest to Keystone and then Highway 244 to Mount Rushmore.

The purpose of this contract is to design, equip, and install UHD systems in support of new UHD 5.1 digital media in the three venues at MORU.

II. SCOPE & OBJECTIVES

The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, provide, and install complete and working UHD 5.2 surround AV systems for the two theaters and one amphitheater in accordance with this document and Attachment A - Standard Specs for AV March 2024.

NOTE: “OR EQUAL” items can be submitted in proposals for all equipment replacements, subject to review and approval by the COR and Contracting Officer.

Installation and acceptance of all AV systems shall be complete in anticipation of the Memorial Day weekend debut of the new amphitheater and theater movies and the start of the summer season.

The last major upgrade to the AV systems at Mount Rushmore National Memorial were completed in late 2011. Drawings from that effort are included as Attachment B - Theater Drawings and Attachment C - Amphitheater Drawings. The drawings are provided as a guide as some equipment was replaced in the interim. Photos of venues are provided as Attachment D - Photos.

The contractor shall plan, design, develop, provide, and install complete and working microphone systems in the three venues. Microphones shall be programmed for use in any of the three venues.

The contractor shall plan, design, develop, provide, and install complete and working connections for presenters to connect a laptop in the three venues.

In the three venues the contractor shall install government furnished Assistive Listening (AL) FM equipment for visitors who are hard of hearing and provide and install Audio Description (AD) Wi-Fi audio streaming equipment for use by visitors who are blind or have low vision.

Digital media for final installation in the three venues is government provided. The media will be in .mp4 video and .mp3 audio (AD) file formats. Video and audio files shall run concurrently. Audio from the movie shall be mono-mixed and routed to the AL transmitter, audio from the AD file shall be routed to the Wi-Fi audio streaming server. Stand-in media for testing will be provided if requested.

Provided equipment shall be installed and integrated into each of the respective systems. In all three systems, and to the greatest extent possible, equipment performing similar functions shall be the same manufacturer and model. This is to enable controlled substitution of a unit were it to impact a venue of greater importance to the park's interpretive goals.

Theater A & Theater B: Each theater seats approximately 120 visitors. Movies are shown automatically or manually. Manual operation is executed via Crestron button panels installed at the information desks or via touch screen. The current theater equipment is HD video with stereo audio. The new systems shall be UHD video with 5.2 audio. Theater ceilings are approximately 20' high at the front with a 30-degree downward slope back to front. Width of the theaters is approximately 25' at the front, narrowing slightly towards the back. The theaters are block-wall with a sloped floor. Photos of existing conditions provided in Attachment D - Photos. All equipment items proposed may be an OR EQUAL item.

The contractor shall design, provide, install, and meet the following requirements:

1. VIDEO & AUDIO PROCESSING - Current media player is an Alcorn-McBride HD Binloop.

a. Replace existing media player. Replacement unit shall play 4K, UHD media and shall play a video and an audio file simultaneously. Brightsign or equal.

b. Memory cards for media players shall be Class 10 and sized to allow 30% free space with a minimum size of 32GB. San-disk or equal.

c. Provide and install video and audio distribution via a UHD receiver. Denon or equal.

d. Replace the existing disk player with a UHD Blu-ray player.

e. One theater has a VGA port on the projection wall, the other does not. Replace the VGA input with an HDMI input and add an HDMI input to the projection wall in the second theater. Add one HDMI input on the equipment rack of each theater. Provide one 25' active hybrid optical HDMI cable per theater.

2. VIDEO - Current projection screens have an aspect ratio of 4:3 and are fixed to an approximately one-foot-deep false wall at the front of the theater. The wall includes cutouts for left, right, and subwoofer speakers. The wall is approximately 24 feet tall by 19 feet wide. Projectors are located on the mezzanine level above and to the rear of the theaters.

a. Replace existing projectors with solid state UHD projectors. Distance from the projector lens to the screen is 39; +/- 1’. Christie Digital 4K10-HS and XX lens or equal.

b. Replace the existing screens with a 16:9 aspect ratio UHD screens. Screens shall extend from left to right the width of the wall. Contractor shall design and provide justification in their proposal as to if it would be preferred to provide a perforated screen and fit speakers in the existing cutouts or provide a solid screen and relocate front speakers. Da-Lite or equal.

c. The cladding of the projection is scheduled to be updated at some point in the future. The screens shall be secured using French cleats or another similar method that enables their removal and re-installation by non-technical staff.

3. AUDIO - Current audio is 2.1. Provided system shall be installed and tuned in accordance with documents referenced in Attachment A - Standard Specs for AV March 2024, Section 7.1.D.2.

Contractor shall provide in their proposal audio mapping that includes the recommended speakers, amplifiers and DSPs, and the spacing of speakers and their recommended height.

a. Replace existing audio system with a 5.2 surround sound audio system.

b. Replace existing DSP. Linea Research 88C Series or Symetrix Jupiter 8 or equal.

c. Replacing existing amplifiers. Linea Research 88C Series or Crown XTi6002 or equal.

d. Replacing and augment existing speakers. Renkus-Heinz or equal.

e. An audio monitor with volume control for each theater is available at the information desk.

Replace existing with new.

4. CONTROL - Control system in each theater include: a Crestron CP2; one button panel at the information desk; two iPads; two Crestron touch panels, one mounted in the rack and one wireless mounted to back of the projection wall. Programming includes control of all audio and video functions and sources for either theater from a single controller. Provided system shall perform the same functions and be updated to perform other functions identified during the design phase of the project. Contractor shall:

a. Replace the rack and projection wall touch pads with current model Crestron touch pads.

b. Replace the two iPads with current model iPads. iPads shall reside on a desk dock charging station.

c. Replace the Crestron button panels with current model.

d. Add two 6-button key fobs. Functions determined during design. Applied Wireless or equal.

e. Add Start and Stop push buttons to the equipment rack for the movie. Push buttons shall operate independently of the Crestron system.

f. Video source, show control, Blu-ray player, microphones, lighting scenes shall be user controlled via the touch pads.

g. To allow for tuning the audio system, main volume control and control of each speaker and/or channel shall be available.

h. Password protection for designated administrative tasks, i.e., password change, volume defaults, etc. shall be provided.

i. Each theater has a countdown clock used to designate the start of the next movie. Replace existing with new.

5. PRESENTATION MICROPHONES - Currently there is an outdated microphone system located in a separate wall mounted equipment rack. New equipment shall be installed in the same rack as other equipment. System shall provide for simultaneous use of four wireless microphones.

a. Provide microphone mixer. Biamp Tesira or equal.

b. Provide four wireless handheld microphones. Shure MXW2/SM58.

c. Provide two over-the-ear microphones. Shure MX153T/O-TQG.

d. Provide two Lavalier microphone.

e. Provide charging stations for microphones.

6. ACCESSIBILITY - Current equipment for AL and AD are FM transmitters. The AL transmitter shall remain in the system. The AD transmitter shall be replaced with a Wi-Fi server and router.

a. Provide a 2-channel Wi-Fi server. Listen Technologies LW-100P-02.

b. Provide one Wi-Fi receiver. Listen Technologies LWR-1020.

c. Provide a Wi-Fi router.

7. RACK & HARDWARE - Currently all equipment is rack installed. Rack power is conditioned. and surge protected.

a. The contractor at their option may build and populate racks at their facility and remove the current rack for their use. Equipment from existing racks shall be removed and returned to the government. Removed cables shall be disposed of by the contractor.

b. Provide UPS power conditioners as required. Power conditioners shall have a minimum of four switched and four unswitched outlets. Tripp-Lite SM1500RMXL2UTAA or equal.

c. All equipment not required to turn on the system shall be connected to switched outlets.

All existing cables shall be replaced with new.

Theaters shall be identical in their capabilities and functions.

The current movies are shown automatically every 20 minutes. Control and lighting sequence of the program is - show starts, lights dim, roll credits, lights up, equipment returns to a ready state. Lighting sequences and video show times shall be updated based on run time of new movie. Current show control capabilities shall be available in the new system. Lighting control from the Crestron is contact closure from a third-party lighting controller.

Outdoor Amphitheater: The system is Crestron controlled and manually operated. Shown in Amphitheater as part of lighting ceremony, current movie shown is “Freedom – America’s Lasting Legacy”. Lighting control from the Crestron is contact closure from a third-party lighting controller.

The contractor shall design, provide, install, and meet the following requirements:

1. VIDEO & AUDIO PROCESSING - Current media player is an Alcorn-McBride HD Binloop.

a. Replace existing media player. Replacement unit shall play 4K, UHD media and possess the capability to simultaneously play a video and an audio file. Brightsign or equal.

b. Audio shall play as a prelude to the start of the lighting ceremony. Content shall play either scheduled or unscheduled.

c. Memory cards for media players shall be Class 10 and sized to allow 30% free space with a minimum size of 32GB.

d. Provide video and audio distribution via a UHD receiver. Denon or equal.

e. Replace the existing disk player with a UHD Blu-ray player.

f. Add one HDMI input one on the rack. Provide one 50' active hybrid optical HDMI cable.

g. Include a second media player that may be selected via the control system in the event the primary player fails.

2. VIDEO - Current projector is a Panasonic, model unknown; Screen is rear projection, retractable, with an aspect ratio of 4:3. It extends over the entire height and width of the door opening.

a. Replace existing projector with solid state UHD projector. Distance from the projector lens to the screen is 33’ +/- 1’. Christie Digital 4K10-HS with a 140136101-XX lens or equal.

b. Replace the existing rear projection screen with a 16:9 aspect ratio UHD screen. Screen shall extend over the entire height and width of the door opening.

i. Diagonal measurement of the screen is approximately 290". Image shall display on the bottom section of the screen. The non-image portion of the screen shall be non-reflective black. Da-Lite Electrol Custom.

ii. Winds currently move the screen; cement blocks are used to steady the image. The contractor shall design a permanent method to hold the screen in place. Options include but are not limited to; rails running on either side to guide and hold the screen, floor mounted turnbuckles and D-Rings. Contractor shall include method to secure the screen in their proposal.

iii. Due to the weight of the screen and housing, scaffolding is required to remove and mount the screens.

3. AUDIO - Current audio is 5.2. Provided system shall be installed and tuned in accordance with documents referenced in Attachment A - Standard Specs for AV March 2024, Section 7.1.D.2.

Contractor shall provide in their proposal audio mapping that includes at a minimum the spacing of speakers and the recommended height, the recommended speakers, amplifiers, and DSPs. Speakers are mounted on the building wall and on four towers surrounding the seating space. There are two towers on the left and two towers on the right; Amplifiers are 2-channel Crown.

a. Replace existing speakers. One System or EAW or equal.

b. Replace existing DSP. Linea Research 88C or Symetrix Jupiter 8; or equal.

c. Replacing existing amplifiers. Linea Research 88C or Crown XTi6002 or equal.

4. CONTROL - Control system includes a Crestron Pro2; two iPads; one wireless Crestron touch panel.

a. Replace the control processor with current model.

b. Replace the Crestron touch panel with current models.

c. Replace the iPads with current models. One shall be rack mounted, the other shall reside on a desk dock charging station.

d. Add four 6-button key fobs. Functions determined during design. Applied Wireless or equal.

e. Add Start and Stop push buttons to the player equipment rack for the movie. Push buttons shall operate independently of the Crestron system.

f. Video source, show control, Blu-ray player, and microphones shall be user controlled via the touch pads.

g. Reprogram existing control pages.

6. ACCESSIBILITY - Current equipment for AL and AD are FM transmitters. The AL transmitter shall remain in the system. The AD transmitter shall be replaced with a Wi-Fi server and router.

a. Provide a 2-channel Wi-Fi server. Listen Technologies LW-100P-02.

b. Provide one Wi-Fi receiver. Listen Technologies LWR-1020.

c. Provide a Wi-Fi router.

7. RACK & HARDWARE - Currently all equipment is rack installed. Rack power is conditioned, and surge protected.

a. The contractor at their option may build and populate racks at their facility and remove the current rack for their use. In that instance all equipment must be removed and returned to the government. Removed cables shall be disposed of by the contractor.

b. Provide UPS power conditioners as required. Power conditioners shall have a minimum of four switched and four unswitched outlets. Tripp-Lite SM1500RMXL2UTAA or equal.

c. All equipment not required to turn on the system shall be connected to switched outlets.

All existing cables shall be replaced with new. Speaker cables shall be rated for outdoor use.

New equipment shall be integrated with and execute without exception the existing functions, control sequences and systems.

The contractor shall provide equipment and connections for third-party mixing consoles to connect to the audio system.

Scaffolding is required for screen replacement. Tower certification is required for speaker replacement.

SYSTEM SPARES: Spares shall be provided for the listed equipment in the quantities identified.

1. Media player, quantity 3.

2. Audio amplifier, quantity 2

3. Power, surge/conditioner/UPS, quantity 4

ACCEPTANCE TESTING:

A minimum of 30 days prior to the installation date, the contractor shall provide for review and acceptance, a document identifying each system and system element, the testing methodology and standard for each element, and steps performed to demonstrate the standard is met.

OPTION:

Proposal shall include the option to install LED video walls in the theaters and amphitheater. Proposals shall include the cost to install 1.9 pixel LED video walls for a seamless viewing experience using UHD processing units. The amphitheater screen shall be the same or similar size and be compatible with existing stage opening. Proposal shall include power requirements and include cost of compatibility and interfacing with other systems.

IV. PERIOD OF PERFORMANCE

The NPS anticipates a period of performance period starting in August of 2024 and ending August 30, 2025.

Installation, inspection, and acceptance of the AV system(s) shall be on or before May 15th, 2025.

V. REVIEW AND APPROVAL

The COR shall notify the contractor, in writing, of acceptance for review or rejection of each deliverable within 5 calendar days. Any additions or corrections shall be completed and returned to the government within 5 calendar days.

Review period for accepted deliverables is 10 calendar days.

In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-for-day extension in the final completion.

VI. CONTRACT TYPE

The NPS anticipates awarding a firm-fixed price contract.

VII. TRAVEL

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The Contractor shall make every effort to keep travel costs to a minimum.

No reimbursement will be made for parking at a Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.

Travel to Mount Rushmore National Memorial includes but is not limited to:

1. Post award - The Project Manager and the Systems Designer shall attend a 2-day post award meeting at the park approximately 30-days of the contract award.

2. Installation - The Project Manager and their installation team shall install the AV systems at the park. Duration and dates to be determined.

3. Commissioning - The Project Manager and the Lead installer shall be present at the park over the Memorial Day weekend to ensure systems are operating to expectations.

Contractor personnel shall be available for 5-days spanning the time period 23 - 27 May 2025.

VIII. DELIVERABLES AND DESTINATION POINT

All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid. Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.

X. CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM

A. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.

B. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.

C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.

D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.

E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.

a. Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.

b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.

c. All information provided should be reviewed for accuracy prior to submission.

d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.

f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."

F. The following guidelines apply concerning your use of the past performance evaluation:

a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.

b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.

c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.

G. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.

H. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

XI. ADDITIONAL WORK

Any additional work not detailed in this contract shall be approved, in writing, by the Contracting Officer via a bilateral modification.

XII. LOSS OR DAMAGE

The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer. Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.

XIII. CONTRACT ADMINISTRATION

The National Park Service, Contract Specialist / Contracting Officer address is:

National Park Service Harpers Ferry Center, Office of Acquisition Management P.O. Box 50, 67 Mather Place Harpers Ferry, West Virginia 25425-0050.

A. The contractor shall use the Contracting Officer as a point of contact on all business and administrative matters concerning this contract. All correspondence, other than that of a technical nature, shall be addressed to the Contracting Officer, with information copies of the basic correspondence to the COR.

B. The National Park Service, COR address is: National Park Service, Harpers Ferry Center, Attention:

COR, P.O. Box 50, Harpers Ferry, West Virginia 25425-0050.

The contractor shall use the COR as the point of contact for all technical matters under the contract.

Technical correspondence shall be addressed to the NPS COR, with an information copy of the basic correspondence to the Contracting Officer.

XIV. FACILITY SECURITY POLICY

Contractors attending meetings or accomplishing work within the buildings or real property of the National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.

XV. WARRANTY

The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year.

The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.

If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.

Action may include but is not limited to:

A. Placing all work into satisfactory condition.

B. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and

C. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.

Should the contractor fail to proceed with work in accordance with the guarantee within seven calendar days from the notice of corrective action(s), the government will have such work performed at the expense of the contractor.

In no event will the government be responsible for any extension or delays in the scheduled deliverables or periods of performance under this contract as a result of the contractor’s obligations to correct defects, nor shall there be any adjustment of the delivery schedule or period of performance as a result of the correction of defects unless provided by a supplemental agreement with adequate consideration.

If the government returns any work to the contractor for correction or replacement under this contract, the contractor shall be liable for transportation charges up to an amount equal to the cost of transportation by the usual commercial method of shipment from the place of delivery specified in the contract (irrespective of the F.O.B. point or the point of acceptance) to the contractor’s plant and return to the place of delivery specified in the contract. The contractor shall also bear the responsibility for the work while in transit.

The contractor shall be liable for the reasonable costs, including travel of personnel, and disassembly and reassembly of larger items when it is necessary to remove the work to be inspected and returned for correction or replacement.

XVI. INQUIRIES

Oral communication/telephone communication is unacceptable. All questions submitted shall reference specific parts of the solicitation including page numbers.

XVII. TECHNICAL DATA CONFIDENTIALITY

The quote submitted in response to this Request for Quote may contain technical data that the offeror or his subcontractor (s) does not want used or disclosed for any purpose other than for evaluation of the quote. The use and disclosure of any such technical data may be restricted, provided that the offeror marks the cover sheet of the quote with the following legend:

“Technical data contained in pages _______ of this quote shall not be used or disclosed, except for evaluation purposes.”

If a contract is awarded as a result of or in connection with the submission of this quote, the government shall have the right to use or disclose this technical data to the extent provided in the contract. This restriction does not limit the government’s right to use or disclose technical data obtained from another source without restrictions. The government assumes no liability for disclosure or use of unmarked technical data and may use or disclose the data for any purpose and may consider that the quote was not submitted in confidence and therefore releasable under the Freedom of Information Act (5 USC 552).

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.
