Wayside Exhibit Planning, Design, and Fabrication for Katmai National Park and Preserve

Page

1.0 PROJECT BACKGROUND

This project will plan, design, and fabricate new wayside exhibits at Brooks Camp and Valley of Ten Thousand Smokes at Katmai National Park and Preserve to replace existing exhibits. Katmai National Park and Preserve was created in 1918 to preserve the famed Valley of Ten Thousand Smokes, a spectacular 40 square mile, 50-700-foot-deep ash flow deposited by Novarupta Volcano. A National Park and Preserve since 1980, today Katmai is still famous for volcanoes, but also for brown bears, pristine waterways with abundant fish, remote wilderness, and a rugged coastline. Opportunities for visitors to experience wild lands, critical habitats, and a place rife with history and pre-history abound. The journey is long and challenging, but well worth the effort.

Access to King Salmon, Alaska, is from Anchorage; there are usually two flights per day. From King Salmon, access to Brooks Camp in Katmai National Park and Preserve is via float plane or water taxi. Accommodations include a government bunkhouse with six small bedrooms (each bedroom has a set of bunk beds), shared kitchen, and separate bath house. Food should be brought from home or shopped for in Anchorage as there are no grocery stores at Brooks Camp.

The Brooks Lodge offers meals, but they may or may not be available to non-lodge guests. Most visitor facilities and administrative areas are a 1.2-mile walk from the bunkhouse on a gravel road.

Bears are an active part of the landscape at Brooks Camp. All visitors to Brooks Camp, including employees and contractors, are required to attend a bear safety orientation at the Brooks Camp Visitor Center upon arrival. Regulations about carrying, preparing, and consuming food are designed to minimize human conflict with wild brown bears: people are permitted to carry and consume only plain water outside of buildings and designated picnic areas. Gear cannot be left unattended at Brooks Camp; it must be always secured inside a building or within arm’s reach.

Approaching bears within 50 yards is prohibited. Bears can be encountered on trails, roads, and near buildings at any time. Be prepared for delays due to bear activity when traveling around Brooks Camp.

2.0 GENERAL REQUIREMENTS

The project shall be for the planning, design, and fabrication of ten to fifteen (10 to 15) wayside exhibits for Katmai National Park and Preserve in King Salmon, AK. Some wayside exhibits are located at Brooks Camp, including site orientation and Oxbow Overlook, Dumpling Mountain, and Brooks Falls trailheads; and indoor and outdoor wayside exhibits at the Cultural Site. Some wayside exhibits and the Ukak Falls Trailhead are located at the Three Forks Visitor Center in Valley of Ten Thousand Smokes, a 23-mile, one-way drive on a gravel road from Brooks Camp.

This wayside exhibit project may or may not follow the existing approach, but the government anticipates a similar impact on the landscape. New exhibits will include tactile elements. There are some graphic resources available, including the park’s Flickr site, NP Gallery, and Harpers Ferry Center’s commissioned art collection. The contractor will need to acquire additional photos and illustrations. All maps shall be provided by the government.

The project includes coordination with the National Park Service’s Contracting Officer (CO), Contracting Officer’s Representative (COR), and park staff.

Submittals and reviews are the key communication points between the contractor and the COR which document a project’s overall progress and any remedial actions necessary to produce complete and acceptable deliverables. For this contract, a submittal is defined as all physical samples and project and production documents and electronic files (i.e., drawings, schedules, facsimiles)—any and all material that together represents the level of development of work at a given time—provided by the contractor to the COR for review and approval. At any point in the planning, design, or fabrication process, the COR may require informal submittals of the contractor’s work-in-progress to document the status and level of development of the project.

Coordinate all contractor and subcontractor submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements prior to submitting to the COR.

Forward all submittals to the COR for distribution, review, and approval. The review timeline shall begin on the date the COR receives both the electronic and hardcopy files.

The contractor will receive all reviewed submittals and take appropriate action according to the acceptance or rejection by the COR, as follows:

2.6.1 Acceptance and Rejections

1) Accepted Submittals—The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals, and shop drawings and instructions are revised, updated, and incorporated into future submittals.

Accepted with Revisions—At the discretion of the COR, the government may accept the overall submittal, and ask for resubmittal of individual elements or pages to be updated or corrected prior to moving to the subsequent deliverable or phase of work.

Document Title:

a. Incomplete Submittals – Acceptance of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.

b. Unacceptable Submittals – The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.

2.6.2 Submittal Format

1) Three (3) printed copies and one (1) electronic PDF copy of each document submittal are required.

508 compliant format.

2.6.3 Transmittal Sheet

The contractor shall include a transmittal in the form of a printed letter, PDF document, e-mail, or fax cover sheet along with all samples, proofs, prints, reports, digital files, digital images, and multimedia files, sent from the contractor to the COR. Universally designed wayside exhibits can be accessed, understood, utilized, and appreciated to the greatest extent possible by all users regardless of ability. Universal designs reflect not only accommodations to select groups but approaches that are broadly inclusive and integrated into a larger whole to the benefit of all users.

Principles of universal design are detailed in Appendix C of Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.

Accessibility requirements for visitors with specific disabilities shall be addressed within the designed wayside exhibits. If the site or criteria of the project do not address accessibility as defined in the attachments, or poses challenges to accessibility (e.g., inaccessible location of wayside exhibit), a full description of required corrective actions shall be provided to the COR for any proposed accessibility solutions. The government shall review proposed solutions and when deemed necessary, provide additional guidance to the contractor up to and including exceptions and/or modifications to the contract to address outstanding accessibility requirements. Refer to Attachment B, Programmatic Accessibility Guidelines for National Park Service Interpretive Media for requirements addressed under specific disabilities.

2.7.1 Audio Description for Wayside Exhibits
