Description of Amendment/Modification Wayside Exhibit Planning, Design, Fabrication
Services for Katmai National Park and Preserve
The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2124R0055 – Wayside Exhibit Planning, Design, Fabrication Services for Katmai National Park and Preserve. The government response is provided below each question.
1. Section 2.0 General Requirements
This solicitation is for the planning, design, and fabrication of 10-15 waysides. Just confirming that you are not looking for the offeror to do any installation work. Will installation be done by the park?
Response: Installation is not part of the contract.
2. Section 2.5 Meetings, Travel, and Presentations
a. Audio Describer is not included on the Required Contractor Attendees list for the site visit.
We feel it would be necessary for them to be there especially given the remote location and accessibility. Can they be added to the site visit travel portion?
Response: Contractor may propose additional attendees with justification for government to review.
b. The budget for travel is not part of the production budget, correct?
Response:
Travel is not included in the production budget. The production budget includes:
1) All custom elements, including custom graphics, graphic acquisitions, illustrations, audio programs, and tactile models
2) All wayside exhibit hardware (panel, base, and ancillaries)
3) Audio description script
3. Section 2.81 Use Rights
You say “the contractor shall budget 3.5% of the overall planning and design budget for acquisition and use rights and production quality images…” is the “planning and design budget” the same as the “production budget” listed below in section 2.8.2? Or is it something different? If it is different, what is that budget?
Response: Contractor to determine planning and design budget based on the work outlined in the Scope of Work
4. Section 2.8.2 Production Budget
a. Is the production budget range of $48,000 - $54,000 the entirety of the budget? Or are there additional budgets that make up a total budget? If so, what is the total budget?
Response: Contractor to determine total costs to complete the requirements in the solicitation. The production budget includes:
1) All custom elements, including custom graphics, graphic acquisitions, illustrations, audio programs, and tactile models
2) All wayside exhibit hardware (panel, base, and ancillaries)
3) Audio description script
b. $21,100 for custom elements is almost half of the budget you can’t use for design/develop/fabrication of the frames and panels. That is a lot to take out without knowing what to expect as far as custom elements go. Do you have an idea of how many tactiles/illustrations you are looking at and the complexity of those items?
Response: Contractor and government to determine specific custom elements during planning and design phases.
c. Just speaking in general terms, if $21,000 is removed from the production budget, leaving a maximum of $33,000, that will allow for three waysides, maybe four, to be planned and built, start to finish. Not the 10-15 scoped and hoped for.
Response: As stated, the $33,000 would not include planning and design costs as they are not included in the production budget.
d. It is noted that Porcelain panels are not included in this budget but doesn’t say anywhere that porcelain panels have been spec’d for this job. Are you looking for porcelain panels to be produced, is this supposed to say aluminum panels, or is this just a cautionary exclusion?
Response: Porcelain panels shall not be included. Panel type shall be double-sided, direct-print aluminum panels.
e. Language translation is also listed under this exclusion but is not noted anywhere else for the job, is that an expectation of this job that should be included when producing a quote/submission? If so, where would the money be coming for that if not the production budget?
Response: Language translation shall not be included.
5. Section 4.2.2 Panel Fabrication
a. Double-sided direct printed aluminum panels are spec’d in this section. Can the offeror suggest a material of equal quality?
Response: Alternate materials will not be accepted. The panels shall be fabricated as double-sided, direct-printed aluminum panels for outdoor use.
b. We are assuming the purpose of doubled sided panels is to flip the panel over as the one side wears down over time. If this is the case, can we propose an alternative of single sided panels with duplicates? Even though a double-sided panel has the back masked and facing into the frame, it can get dirty/scratched/worn out over time and a fresh set may be a better route.
Response: Alternate materials will not be accepted. The panels shall be fabricated as double-sided, direct-printed aluminum panels for outdoor use.
6. Section 4.3 Production of Wayside Exhibit Bases
a. The solicitation specifies bases to be “painted NPS brown with a powder coat finish.”
Those are two different applications. We would like to propose a powder coated finish, as this is an NPS approved coating method.
Response: Color shall by NPS brown. Finish shall be powder coat. Contractor to paint aluminum structures as outlined in Attachment A, National Park Service Wayside Exhibit Planning, Design, Fabrication, and Installation Specifications.
7. Can you confirm if the park team does the installation of the waysides?
Response:
Installation is not part of the contract.
