Requests for Information (RFI) for Solicitation 140P2124R0024: BELA – Interpretive Film

1. Will we need to shoot in all 6 seasons listed on page 14 of the solicitation?

Answer: The contractor shall propose how they will meet the requirement of showing the preserve in multiple seasons.

2. Could the local fixer be an NPS employee? (page 21 of the solicitation)

Answer: No. And note the requirement: “currently resides in and is from one of the three communities.”

3. Since we need a Cultural Specialist who can interpret—are there different dialects of Inupiaq in the three communities so that there would be a need for more than one interpreter? (page 20 of the solicitation)

Answer: There are different dialects, but the differences are subtle and only one interpreter is needed.

4. What are your expectations for how many people will be featured in the film if we are to budget $15,000 for honoraria at rate of $250/half day? (page 21 of Solicitation)

Answer: There is not a specific number. Note that some shoots will require overnight participation from multiple people. And that honorarium may include consultation from knowledge keepers/cultural experts who may not appear in the film.

5. Do we need to have a local fixer identified for Phase 1 or Phase 2 of the bidding stage, or after contract award?

Answer: No one from the community should be contacted during Phase 1. A local fixer is not required to be identified as key personnel during Phase 2 but may be helpful in development. The local fixer shall be part of the on-site Post-Award Meeting and shall be identified and reviewed before then.

6. The solicitation states on page 73: “To reduce the number of inquiries, offerors shall NOT directly communicate with any of the three native communities during Phase 1.” For Phase 2, will you be providing any contact information for key individuals to reach out to for creating a production approach?

Answer: After Phase 1, the NPS can provide contact information.

7. Prior to bidding phase 2, will there will be a second Q&A round to ask additional questions?

Answer: Yes. We can incorporate additional information/changes into any solicitation amendments.

Approval will be at the discretion of the contracting officer.

8. How will the NPS team measure the success of this film? What milestones or goals are you seeking to achieve?

Answer: See goals throughout the document including ‘Purpose and Background’ (pp. 3-4), ‘Overview of Distribution Considerations’ (p. 5), and ‘Overarching Goals’ (pp. 6-8). The Pitch Deck (pp. 29-30) also includes metrics for success in Section i-l.

9. Would you like to include additional language versions or captions besides English and Inupiac, i.e., Spanish? If so, please specify which specific languages.

Answer: No foreign languages are required. Inupiaq is required to be translated for the English version, but an Inupiaq version is not required.

10. How many interviews does the NPS anticipate need to be conducted or would like to have included in the final product?

Answer: There is not a specific number. The contractor shall propose an approach that meets the goals of the project.

11.Will the NPS be identifying any of the potential interview candidates or other on camera talent, and/or assist with coordinating any Park related personnel appearing in the film?

Answer: The contractor shall work with the NPS and local fixer to identify potential interview candidates based on the proposed approach to meeting the goals of the project. Unless connected to the community, park personnel are not anticipated to appear in the film (see page 9).

12. Are vendors required to capture the Northern Lights from within the Preserve itself (therefore requiring overnight stay within the park) or can they be captured from the general Alaskan area (ie:

possibly from the Nome perspective, etc.)?

Answer: Northern lights shall be planned to be captured from within the park or local communities.

13. Will the NPS assist with obtaining landing rights for any helicopter filming done for the project?

Answer: No landings are required, however the NPS can assist with but not guarantee permissions for landing within the park.

14. Does the NPS have an existing library of assets (photos, video, paintings, illustrations, newspaper headlines, other documents, and source materials) that the selected contractor may use? Or should contractors anticipate sourcing all additional content that is required?

Answer: The contractor shall anticipate sourcing any assets required.

15. How many stakeholders are involved in the project engagement, review, and approval process of the tasks and deliverables under this contract

Answer: The contractor shall maintain one point of contact with the project COR. The COR shall coordinate all reviews and approvals with any stakeholders as needed.

16. In addition to the required film deliverables, is the NPS interested in a defined public affairs outreach & engagement strategy to help drive overall audience engagement? If not part of this requirement, does the NPS have something in place to address this or planning for this through a future procurement?

Answer: At this point, the NPS is only interested in what is required in this scope.

17. Who is/are the incumbent(s) for any previous video production services work done for the NPS?

Answer: Previous awards can be found on SAM.gov at the offeror’s convenience.

18. If no existing incumbent(s), what companies has the NPS worked with in the past for similar video production projects?

Answer: Previous awards can be found on SAM.gov at the offeror’s convenience.

19. If contractors have follow-up questions based on answers that come out in the first round, will there be an opportunity to submit additional questions?

Answer: Offerors may be provided more opportunities to ask questions if it is in the best interest of the government at that time.

20. Will contractors who are selected for Phase 2 have another opportunity to ask additional follow up questions?

Answer: Contractors are not “selected” to move on to Phase 2. Offerors can choose to submit phase two requirements at their own discretion. Offerors may be provided more opportunities to ask questions if it is in the best interest of the government at that time.

21. Is the budget range outlined inclusive of travel or is it anticipated that those will be on top of the production budget range provided.

Answer: The budget range outlined is inclusive of travel.

22. Can the government provide an extension to the deadline so responses are due on April 26, or at least 4 weeks from when the full Q&A is posted, whichever is later.

Answer: No. At this time it is not in the best interest of the government to extend the deadline.
