Amendment 1 – Questions/Answers for 140P2124Q0320 Farrier Services
1. In the section marked Factor 1 (pg 14): Farrier Certification, it details that the offeror must be certified with either the AFA or BWFA. I do not have certifications with either organization but I do have certification with IAPF which is referenced in paragraph two of that section, but seemingly only as an organization used for database for evaluation. Does this certification work to satisfy Factor 1?
ANSWER: Farrier certification as an evaluation factor has been removed on Amendment 01.
2. Is there an incumbent or this is a brand-new project. If yes, could you please provide us with the previous award number, or if these services have been purchased in past.
ANSWER: The previous award number is 140P3019C0026
3. Previous Incumbent: Could you please provide the name of the previous incumbent for this contract?
ANSWER: Reynolds, Arvin G.
4. Farrier Location Radius: Is there a specified radius or distance limit within which the farriers should be located?
ANSWER: No, there is no specified radius or distance limit. What is required is the response to emergency shoeing services within 24 hours in accordance with paragraph 4.6.1 of the SOW.
5. Number of Farriers: What is the minimum and maximum number of farriers allowed for this bid?
How many were utilized by the previous incumbent?
ANSWER: There is no minimum or maximum number of farriers allowed for this solicitation.
The Contractor shall provide all labor, supervision, materials, tools, supplies, transportation, and equipment incidental to and necessary to perform the work as outlined in the SOW. It is not known how many were utilized by the previous incumbent as the Government expects the offeror to provide the labor the offeror deems necessary to complete the work as outlined in the SOW.
6. Minimum Wage Determination: What position should be used for determining the minimum wage?
ANSWER: According to the Department of Labor, any class of service employee not listed in the wage determination must be classified by the contractor to provide a reasonable relationship (i.e.
appropriate level of skill comparison) between the unlisted classifications and the classifications listed in the wage determination.
7. Service Estimate Details: Of the FY2023 service estimate, how many services were completed within the 24-hour and 48-hour response windows?
ANSWER: It is estimated that there will be approximately 15 emergency occurrences required within the 24-hour response time, and approximately 30 additional occurrences required within the 48-hour response window.
8. Routine Shoeing Frequency: Can you provide additional details on the typical frequency and timing for routine shoeing services? Are there particular times of the year when the demand for these services is higher?
ANSWER: The typical frequency and timing for routine shoeing service is between 4 and 6 weeks in accordance with the SOW at paragraph 4.1. There is no time of the year when the demand for typical shoeings is higher. Additional shoeings will be requested as needed in accordance with paragraph 4.5 of the SOW.
9. Logistical Challenges: Are there any logistical challenges associated with servicing multiple stables and locations? How does the USPP manage access and coordination at different sites?
ANSWER: There are no known logistical challenges associated with servicing multiple stables and locations. The Contractor will schedule at least one day per month based on the needs of the herd to provide routine shoeing in coordination with the COR in accordance with paragraph 4.1 of the SOW. The COR or designated representative will allow access to the stables.
10. Emergency Protocols: Could you elaborate on the types of emergencies most frequently encountered and any established protocols or procedures for handling urgent shoeing services?
ANSWER: The most recent emergency situation examples encountered is when a horse has thrown a shoe during a USPP HMP response to a civil disturbance on Federal property.
11. Special Considerations: Are there any special considerations or specific types of shoeing or corrective work that the horses regularly require?
ANSWER: This is horse specific based upon information from the COR at the time of need.
Pricing is not required at this time and will be evaluated at the time of need in accordance with the pricing schedule found at Exhibit A – Pricing.
12. I just wanted to ask if the farrier certifications are a mandatory requirement to be awarded?
ANSWER: Farrier certification as an evaluation factor has been removed on Amendment 01.
