Project Title: Replace Video Security System (CCTV)
1.1 Scope
In accordance with terms and conditions of the Contract, the Contractor shall perform the work of this Request for Proposal (RFP) for the National Park Service (NPS) as described below. The term ‘Contractor’ herein, includes the prime contractor and all subordinate contractors employed on their behalf, and are subject to the same guidelines for this contract.
1.2 Location
This project is located at the Wolf Trap National Park for the Performing Arts, 1551 Trap Road, Vienna, VA 22182.
1.3 Background
Wolf Trap National Park for the Performing Arts is the only national park dedicated to the promotion of the performing arts. At Wolf Trap, visitors can enjoy a world-class experience at the Filene Center, a 13-story tall venue, built out of steel beams and Douglas fir siding, which can accommodate over 7,000 guests. Hundreds of thousands of visitors from across the country and the world visit the Filene Center to enjoy the performing arts in a natural setting. Each year, approximately 70-80 shows are produced at the Filene Center by our partner, the Wolf Trap Foundation, ranging from rock concerts to ballets, and from operas to folk performances.
In addition to offering live performances, Wolf Trap National Park for the Performing Arts also preserves over 130 acres of natural landscape. With hiking trails, an outdoor theater, and ranger led programs, there are many opportunities for outdoor recreation and family fun.
Wolf Trap National Park for the Performing Arts is managed by a partnership with the National Park Service and the non-profit, Wolf Trap Foundation for the Performing Arts. Together, these partners offer their talents to manage this unique park, so that all visitors have a great experience.
1.4 Description
The Filene Center at Wolf Trap National Park is a world class performing arts venue and the centerpiece of activity. The current CCTV system components all date from either initial installation during the reconstruction of the Filene Center in 1984 or the last upgrades in 2011 and 2020. As this system is at the end of its life cycle, no replacement parts are available, and the system cannot be sufficiently maintained. Existing components are Bosch Divar circa 2002, 24 cameras, all analog, and have far exceeded their performance expectations.
The CCTV system allows for the continual monitoring for both the safety and security of visitors, staff, and performers, by authorized NPS personnel. The new CCTV system should allow for flexibility in a more modern, technical, uninterrupted, and reliable monitoring capability 24/7, year-round.
1.6 Schedule
The Contractor shall submit a schedule to the CO for review and approval; the following schedule may be negotiated with the CO pending technical requirements and overall performance governed by industry standards, but is estimated to be: 90 days.
Pre-planning Kickoff Meeting:
At the direction of the CO, the contractor shall perform an initial pre-planning kickoff meeting no later than 10 days after award.
Design/Drawings:
Complete Security System Design/Layout/Specifications no later than 30 calendar days after Award. Submissions shall be electronic.

PROJECT Requirements
2.1 General Requirements
2.1.1 Scope of Work and Project Summary/Requirements
The project will consist of the design and installation of a new video security system to replace the existing ineffective system, Cameras #1-24 in attachment 4 – Requested Camera location/attributes plus monitoring stations (Mentioned in Attachment 3). The proposal shall include an option for installation of additional cameras to provide coverage to the following campus locations: Filene Center, along with the addition of new cameras for the ticketed area entrance gates, POS positions, and Box Office Windows (Exterior), Maintenance Yard, West Lot, East Lot, Lot 3/Gil’s Hill, Lot 4, Childrens Theater-in-the-Woods, Meadow Stage – Cameras #25-40, in Attachment 4.
As mentioned, the current CCTV equipment and cameras for the Filene Center, were last upgraded in 2011 with minor changes in 2020; however, the previous modifications did not solve the multiple operational issues and ineffective operation of the overall system.
The project will include, but not be limited to:
BASE OPTION (Cameras #1-24):
· Design of a new CCTV system.
· Review site data and verify existing system and infrastructure. The contract shall visit the site prior to submitting a proposal to examine conditions. It is the contractor’s responsibility to provide a turnkey system and to identify any discrepancies between plans and site conditions prior to submittal of a proposal, and provide necessary corrections for review and approval to the CO.
· The Contractor shall provide coordinated shop drawings to NPS prior to installation of the CCTV system. The coordinated shop drawings shall include hardware schedules, elevation drawings, wiring diagrams, and floor plans indicating the precise locations of the camera monitoring system components and shall be coordinated with other trades.
· Include existing site utilities and building support systems to be repurposed in design parameters.
· Submit system layout design for review/approval that contains the following:
· Include multiple cameras for both the interior and exterior of the designated locations as specified in Appendix A. Existing Cameras Attributes Locations Plans
· Specify camera angles as requested by park representative(s) (ex. Stationary, 90, 180, 360 degree views), remote focus/zoom capability) Appendix A Page 1.
· Must provide an IT infrastructure that is completely separated from networks on the campus and in the Filene Center. (air gap).
· Cameras can be wired or wireless depending on location.
· Cameras should be day/night automatic and supplemental IR should be provided where necessary.
· Camera images will clearly identify scene, subject, and action.
· Include CCTV monitoring and control systems for multiple positions within the park facilities.
· Nine (9) Locations listed in Appendix B.
· Monitoring and control to include capability for manual analog capability and/or network monitoring and retrieval of data as necessary.
· Include all software licensing for head end equipment, cameras and supporting network systems.
· Include recording capabilities for cameras. Recording appliance should accommodate up to 120 days of footage retention for all cameras utilizing event-based recording. System should also have adequate storage to accommodate a 30% increase in security cameras for future expansion of the security camera system.
· Include replacement of CCTV cabling and installation of new per approved design
· Obtain all required permits to support project. The installation must comply with national, state, local code requirements.
· The ICC’s family of codes and their appendices are hereby adopted as the nationally recognized building codes for the NPS. Additionally, the National Electrical Code (NEC, NFPA 70, published by the National Fire Protection Association) is adopted as the nationally recognized code for electrical work.
· Contractor will perform all work in accordance with the ICC’s family of codes, as well as the most recent edition of all local, state, and federal guidelines and regulations applicable to the performance of this task. Amendment of certain ICC codes or the NEC specific to the NPS may be necessary to ensure park service compliance regarding historical or environmental assets; it will be the contractor’s responsibility to verify any additional requirements with the CO, COR, or designated representative.
· NPS Regional Directors are hereby designated as the Building Code Official (BCO) for their respective regions. BCOs will be the individuals responsible for enforcing the ICC’s family of codes (excluding the IFC). Regional directors may delegate this authority, in writing, to other qualified individuals within their region.
· Final invoicing and closeout with the CO will not be authorized without the BCO’s or designated representative’s recommendation.
· All components used in this project must comply with Section 889 ("Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment") Parts A & B and is part of Federal Acquisition Regulation (FAR) at FAR subpart 4.21.
· Secure work area and provide for continued access to the facility.
· Demolition and disposal of existing CCTV equipment to include but not limited to all cameras and head end equipment, as per the design.
· Construct project based upon approved design and manufacturer’s specifications for equipment specified.
· Existing infrastructure may be used with park approval. The Contractor shall provide all new infrastructure needed to fulfill the design and intent of the project.
· All penetrations, existing and new, shall be contained to an absolute minimum and shall be completely sealed, finished, and painted to match the surrounding surface.
· Install all new infrastructure to include, but not limited to all conduits and electrical circuits to support the new system and equipment.
· The final details, cable paths and scheduling shall be discussed during the site walk through with the Contractor and the Park.
· All exposed cabling shall be enclosed in conduit painted to match existing adjacent wall color, (preference is for all cabling to be enclosed in the wall or false ceiling). Security Contractor shall coordinate with the other stage trades.
· CCTV Head End equipment will be installed in the existing rack space in the LAN space.
· Contractor to verify with NPS IT to ensure no conflicts or interference with active network services will occur; if unavoidable, work with the NPS IT POC to coordinate and minimize disruptions.
· Disconnecting any devices in the LAN space must have NPS IT approval prior to scheduling the task.
· Provide three (3) electronic and hard copies of operation and maintenance manual(s).
· Provide two (2) training and routine maintenance sessions to park staff; coordinate with park staff for maximum attendance availability.
· Provide three (3) electronic and hard copies of system layout including wiring diagrams; drawings may be half-sheet.
· Provide 1 year warranty and maintenance services with extended option for 4 additional years.
OPTIONAL Proposal:
Design and installation of additional camera positions to provide coverage to the following campus locations and defined in Attachment 4 - Proposed Option Cameras Attributes Locations Plans cameras #25 - #40:
- WOTR Maintenance Yard (exterior only)
- West Parking Lot
- East Parking Lot
- Lot 3/Gil’s Hill
- Lot 4
- Children’s Theater-in-the-Woods
- Meadow Stage
2.1.2 Government Furnished Equipment
Local area network switches will be furnished and installed by the government to be used by the contractor to provide connectivity between the security cameras and network video recorder.
2.1.4 Project Meetings
Design Meeting After award of contract, the COR will arrange a design meeting with DB Contractor. Meeting agenda shall include the following as a minimum:
· Areas available for use by DB Contractor
· Access requirements of the Park
· Commissioning (review requirements in ASHRAE 0-2005 paragraphs 6 and 7)
· Design schedule
· Environmental and sustainability requirements
· Natural and Cultural Resource Protection
· Review and emphasize Park needs and design objectives.
Progress Meetings DB Contractor shall participate in biweekly telephone conference calls with the COR, and other project team members with updates to following meeting agenda items:
· Requests for Information (RFI) and issues.
· Work in progress and projected.
· Other business relating to work.
2.3 Installation Requirements
2.3.1 Environmental and Sustainability Requirements
Specific sustainability requirements generated in design will dictate more stringent environmental requirements for this project. Refer to Part 3 Performance Requirements and NPS Project Sustainability Checklist. General requirements:
· Site Disturbance: Minimize construction limits of project to reduce impact on site.
· Toxic Chemicals: Avoid materials that can leach toxic chemicals into ground water. Do not allow toxic chemicals to enter sewers or storm drains or contaminate land or any body of water. Refer to NPS Project Sustainability Checklist for additional requirements.
· Noise: Minimize noise during construction. Operate power equipment according to local noise restrictions.
· Waste Management: Employ processes ensuring minimal waste output and in landfills. Recycling is a requirement of this project. Specific recycling goals were established in NPS Project Sustainability Checklist. Legally dispose materials unsuitable for recycling at public or private dumping areas outside the Park.
Contractor shall designate an on-site party (or parties) responsible for instructing workers and overseeing environmental and sustainability requirements of this project. Distribute copies of environmental and sustainability requirements to Job Site Foreman and each Subcontractor.
Visitor Experience: Incorporate following mitigation measures into action alternatives to minimize impacts of construction activities on visitor experience:
Work shall not impact the activities in and around the Filene Center from May to September.
2.3.3 Contract Support
Staging Areas Limit construction sites to smallest feasible area. Carefully control ground disturbance and site management to prevent undue damage to vegetation, soils, and archeological resources, and to minimize air, water, soil, and noise pollution.
Staging is limited in or near installation area. Obtain the COR’s approval for staging area location. Once installation is complete, return staging areas to pre-contract conditions.
Structures: Trailers, Storage, Field Offices, Staging Area and Sheds are not authorized without permission of the NPS Park Superintendent: COR to approve location. Protection of Public Use fence, barricade, or other means to block immediate work area and prevent unauthorized entry.
Special Construction Requirements Filene Center lighting and power must remain in place at all times or temporary systems for either must be put into place.
Building must be locked and secured at the end of each workday.
Parking of Construction Vehicles Limit to existing roads in legally designated areas and within approved staging area(s).
2.3.4 Submittals
Submittal Types Action Submittals: Written, graphic information, and physical samples that require NPS responsive action.
Product Data: Collect information in single submittal for each element of construction and type of product or equipment.
Contractors Review Review each submittal for coordination with other work of contract and compliance Contract Documents. Note corrections and field dimensions.
2.3.8 Working Hour Restrictions
Limit work and deliveries to weekday hours of 6:30 AM to 3:30 PM unless otherwise approved by CO. No work shall occur on National Park Service (NPS) holidays or weekends without prior approval.
Smoking and Tobacco Use: Smoking within buildings or temporary storage sheds is prohibited. Tobacco use including vaping is prohibited.
Welding: Cutting by torch or welding shall be performed only when adequate fire protection is provided.
Electricity and Lighting: Coordinate work with CO. Temporary electrical work shall meet requirements of current version of NFPA 70 NEC Article 590 (National Fire Protection Association (NFPA), National Electrical Code (NEC)). When temporary connections are removed, restore existing utility services to original condition.
Telephone: DB Construction Contractor will not have access or use to facility communication services.
Water: DB Construction Contractor shall be authorized use of potable water on site.
Sanitary Facilities: Toilet facilities are available for use; coordinate with COR for review of existing facilities.
2.3.10 Access
Coordinate activities with the schedule of events for all locations in the park. The Filene Center is active from May to September.
Coordinate installation efforts with COR towards minimal impact to the work of NPS personnel and to the visiting public.
During installation, DB Contractor shall have continuous access to the site unless otherwise noted by the CO or NPS Park Superintendent as dictated by WOTR schedule of activities. The DB Contractor will be notified in writing of such events and may need to adjust work performance. If such delays occur, the period of performance will be adjusted at no cost to the contractor.
2.3.11 Preservation of Adjacent Features
Confine operations to work limits of project. Prevent damage to natural surroundings. Restore damaged areas outside work limits, repair or replace damaged trees and plants, at no additional expense to NPS.
2.3.12 Existing Utilities
Minimize service disruptions. DB Construction Contractor shall coordinate with local utility companies. Arrange disruptions at least 48 hours in advance with NPS and get approval from CO.
Construction procedures shall include preventing accidental disruptions to facilities outside project limits by investigating existing utilities and protection during construction. Accidental disruptions shall be remedied at no cost to NPS.
Housekeeping: WOTR is a performing arts facility and is known for its grandeur. Keep project neat, orderly, and in safe conditions.
Weather Protection: When inclement weather is expected, provide temporary protection for areas where roofing, siding, windows, doors, or other enclosing elements have been removed or have not been installed. Inspect protective coverings frequently to ensure proper function.
