SECTION A: SOLICITATION/CONTRACT FORM
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in the notice. FAR Part 13 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03, Effective 02/23/2024 and the Department of the Interior Acquisition Regulation System (DIAR).
The synopsis/solicitation reference number is 140P2124Q0116 and is being issued as a Request for Quotation (RFQ).
This procurement is a Total Small Business set aside under North American Industry Classification System (NAICS) code 561720 – Janitorial Services, with a size standard of $22 million. The Government anticipates award of one firm fixed price service contract. Award will be made to the responsible respondent pursuant to FAR subpart 9.1.
Site Visit is scheduled for 9:30 am Eastern Time, on May 1, 2024. See Section L for full details.

All quotes shall be submitted for receipt in PDF format no later than 12:00 pm Pacific Time, on May 22, 2024 to the Contracting Officer, David Clark, via e-mail to david_clark@nps.gov. Respondents are hereby notified that if your quote is not received by the date/time and at the location specified in this announcement, that it will be considered late. All offers must be good for at least 90 days from offer due date. See Section L for full details.
Description of Services Required: Historic Preservation Training Center has a need for Janitorial Services to support its facilities at two locations in Frederick, Maryland. The contractor shall perform all services in accordance with the Scope of Work located in Section C. The Contractor shall comply with all Federal, state, and local laws, ordinances, statutes and regulations pertaining to the provided services.
Place of Contract Performance: Frederick, Maryland.

This is a firm fixed price requirement. All costs associated to perform the work in accordance with the Statement of Work shall be included.
For price evaluation purposes, price fair and reasonableness will be based on the total sum of all CLINs.

SECTION C: DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1. BACKGROUND
A. The Gambrill House was constructed between 1868 and 1873 by James H. Gambrill, owner of the Araby Mill on the same property, and the Frederick City Mill. The Second Empire brick house is a three-story mansion with a mansard roof, rich exterior ornamentation, and central tower on its front facade. The house was used as a residence until it was sold to the federal government in the early 1980s for the inclusion into Monocacy National Battlefield. In 1996, the Historic Preservation Training Center, after months of rehabilitation and modernization, opened its administrative offices in the Gambrill House. Despite adaptations for modern requirements, most of the original interior spaces are uncompromised.
B. The Gambrill Garage is a modern 2 car garage converted to office space in the 1990’s.
C. The Jenkins Warehouse is a National Park Service (NPS) leased facility that consists of 19,822 square foot a circa 1892 Cannery Building and attached Warehouse, originally constructed for a fruit and vegetable packing operation by Frederick City Packing Company. The company was sold to Jenkins Bros. Inc. in 1946. Frederick City bought the property and the NPS entered into a MOU with the city for use of the facility for the purpose of a wood-crafting shop, storage area and a base of operations for the carpentry and masonry sections of the Historic Preservation Training Center (HPTC) in 1997.
D. The Modular Office at the Hargett Farm is a prefabricated building that has been recently installed at the Hargett Farm Section of Westside Regional Park. The site is used under agreement with the City of Frederick. The modular building contains 13 offices, multi-purpose training/meeting room, breakroom, locker room and two multi-stall restrooms, one unisex bathroom, janitor /utility room and network /IT room.
2. SCOPE OF WORK
A. General
(1) This is a non-personal services contract to provide weekly janitorial services in support of the Historic
Preservation Training Center (HPTC) in the following locations:

Gambrill Garage Office 4801A Urbana Pike, Frederick, MD 21704
Jenkins Warehouse 106 Commerce Street, Frederick, MD 21701
Detached Office Multi-Purpose Building 106 Commerce Street, Frederick, MD 21701
Modular Office at the Hargett Farm 6129 Butterfly Ln., Frederick MD 21702
(2) The Contractor shall provide management, supervision, quality control, labor, all materials, tools, equipment, supplies including cleaning, and all other items needed to coordinate and ensure effective cleaning of National Park Service buildings on Fridays between 7:30 AM and 3 PM.
When Friday is a Federal Holiday, the contractor will coordinate with the COR to schedule an alternate day of the week in which the holiday occurs.
(3) Water, electrical power, and all paper products (toilet paper and paper towels), all waste bags necessary for the performance of janitorial services will be Government-Furnished.
(4) Standard janitorial practices and proper use of scent free cleaning materials and equipment are required.
(5) The Contractor’s responsibility to ensure the quality of weekly performance requirements of all services at each location specified herein meet industry standards for office, breakroom and restroom cleaning.
(6) This contract requires weekly support services as outlined. It is of the utmost importance that the Contractor utilizes skilled and productive manpower to furnish the required level of services specified in this contract.
(7) The Contractor shall be able to provide sufficient staff to all perform services detailed within this
Performance Work Statement within 7 days of the contract effective date.
(8) Determination of quantity of personnel necessary to perform services is the sole responsibility of the
Contractor, and at the cost of the contractor.
(9) All vehicles shall be identified with Contractor's logo.
(10) The Government will not exercise any supervision or control over Contractor employees performing the services. Contractor employees are accountable to the Contractor.
(11) The Contractor shall not incur debt for supplies on behalf of the government without the COR approval.
B. Weekly Cleaning
(1) Empty and clean all trash containers, recycling containers and paper shredders and place contents in appropriate receptacles. All bags must be tied to mitigate loose debris. Notify the Contracting Officer’s Representative (COR) of any resupply needs.
(a) Replace all trash container liners with BLACK trash can liners.
(b) Replace recycling container and paper shredder liners as needed with CLEAR trash can liners.
(c) Clean interior and exterior of all containers.
(2) Clean and dust all rooms.
(3) Remove fingerprints, smudges from all doors, doorframes, light switch plates, and walls.
(4) Move chairs and all movable furniture before thoroughly vacuuming all carpets and rugs.
(5) After cleaning return furniture back to original position.
(6) Spot clean all carpeted areas as needed.
(7) Clean all drinking fountains and bottle filling stations.
(8) Turn off all lights in unoccupied rooms when cleaning is completed.
(9) Clean all glass partitions that separate individual workstations.
(10) Dust all flat surfaces including but not limited to shelves, desktops, counter tops, windowsills, tops of baseboards and all other horizontal flat surfaces.
(11) Vacuum all accessible carpeted areas to include offices, stairs, and foyers.
(12) Dust mop and damp mop all tile and wood flooring.
(13) Clean and vacuum under all floor mats and area rugs.
(14) Dust and vacuum fixtures, doors and exit signs.
(15) Dust and wipe down low reach areas of chairs, baseboards, and ledges.
(16) Dust clean venetian blinds and ventilation grills.
(17) Wipe down all furniture.
(18) Clean and wash all accessible windowsills.
C. Restrooms
(1) Clean and sanitize sinks, toilets, and plumbing fixtures.
(2) Dry mop, vacuum, damp mop and sanitize floors.
(3) Polish all chrome plumbing fixtures.
(4) Clean mirrors and soap dispensers.
(5) Notify the Contracting Officer’s Representative (COR) of any fixtures (faucets, toilet tank flush valves, urinal Sloan valves) or equipment (soap dispensers, paper towel dispensers) not in working order.
(6) Wash and sanitize trash containers and dispensers.
(7) Refill and restock all paper products and soap dispensers. Notify the COR if inventory supplies are low.
(8) Clean and remove all spots from walls.
(9) Wipe baseboards after mopping.
(10) Dust all flat, horizontal surfaces.
(11) Sanitize toilet seats and surrounding area with germicidal solution.
(12) Clean dust and debris from exhaust vents.
(13) Wipe and wash down walls.
(14) Scrub floors with germicidal solution.
(15) Thoroughly clean and disinfect all dispensers.
(16) Dust all fixtures.
D. Kitchen and Breakrooms
(1) Empty and sanitize trash containers both inside and out.
(2) Replace all trash container liners with BLACK trash can liners.
(3) Clean and wipe down wall behind trash containers.
(4) Dry mop, vacuum, and damp mop tile floors.
(5) Clean counters and sinks.
(6) Damp wipe tables and chairs and properly rearrange furniture.
(7) Clean inside and outside of microwave oven. Clean / damp wipe range top and oven front.
(8) Wipe and clean exterior surfaces of refrigerators, microwaves, ice machine, coffee maker and vending machines.
(9) Wipe food residue from tabletops and sides
E. Window Cleaning
(1) All interior glass shall be spot cleaned to remove fingerprints and smudges.
(2) All entrance and exit glass shall be spot cleaned to remove fingerprints and smudges.
F. Government-Furnished Supplies
(1) Water and electric.
(2) Keys to cleaning storage cabinets.
(3) Paper towels.
(4) Toilet paper.
(5) Paper towel rolls for touchless dispensers.
(6) BLACK trash container liners.
(7) CLEAR recycling container liners.
(8) CLEAR shredding machine liners.
(9) Hand soap.
(10) Air fresheners.
(11) Use of dumpsters and recycling receptacle.
G. Supplies and Equipment Provided by the Contractor
(1) Backpack vacuum.
(2) Upright vacuum.
(3) Dust cloths.
(4) Sent free cleaning chemicals.
(5) All secondary containers shall be labeled per OSHA standards
(6) Floor care products.
(7) Carpet care products.
(8) Mop buckets.
(9) Mop handles.
(10) Mop heads.
(11) Brooms.
(12) Dust pans.
All supplies and equipment used on this contract shall be Green Seal Certified
H. Supervision
(1) The on-site supervisor shall be responsible for the contract.
(2) Any deficient work shall be corrected immediately after formal notification to the on-site supervisor.
(3) Quality control inspection shall be done at a minimum of once a month to ensure consistency in performance.
I. Contractor Employees
The following shall apply to all employees:
(1) Contract employees will be subject to a background check.
(2) Must have strong communication skills.
(3) All workers must be legally eligible to work in the United States.
Note: If any personnel are found to be non-compliant with federal requirements, the contract will be at risk of termination and the firm at risk of debarment.
(4) Must be trained and experienced in the trade.
(5) Shall abide by OSHA and EPA standards.
(6) Not use cell phones unless in case of emergencies or need to contact the Contractor.
J. Uniforms and Appearance
(1) All employees shall wear a clean uniform with the company Name/Logo while on NPS property.
(2) Employees are to maintain a professional appearance.
3. LENGTH OF SERVICE
This purchase order is for a One-Year Base contract with Four Option Years.
4. WORK HOURS
Unless otherwise specified in the specifications, work hours shall be limited between the hours of 7:30 am to 3:00 pm Eastern Time, weekly on Fridays, excluding government holidays.
5. GENERAL NOTES
The Contractor shall perform the following tasks at each cleaning:
• Remove all trash and recycling and place contents in appropriate receptacles.
• Keep area surrounding the collection bins clean.
• Report any noticeable malfunctioning fixtures to the COR.
• Communicate with the COR any material or special needs.
• Provide weekly supervision to ensure compliance to the specification.
• Report any problems or safety concerns or hazards to the COR.

G-1 ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – INVOICE PROCESSING PLATFORM (IPP) April
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is:

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Invoice on the company’s letterhead.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. FAR 52.217-8 Option to Extend Services Nov 1999
The Government may require continued performance of any services within the limits of the terms and conditions of the contract, priced at the current rate awarded in the contract at the time of the extension. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days before the contract expires.

(a) The Government may extend the term of this contract by written notice to the Contractor provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
DIAR 1452.228-70 Liability Insurance - Department of the Interior

(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:
$100,000 each person, $500,000 each occurrence, $50,000 property damage
(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.
The contractor is prohibited from utilizing All-Terrain Vehicles (ATV)s on National Park Service lands. ATV is defined as: A motorized off-highway vehicle (OHV) traveling on four or more low-pressure tires, having a seat to be straddled by the operator and a handlebar for steering control.
Use of UtilityTerrain Vehicles (UTVs) are permitted. UTV (also called a side-by-side) is defined as: A motorized OHV having four or more low pressure tires, designed with side-by-side seats, seatbelts, steering wheel, and optional cab, brush cage, or ROPS.
Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.
