Description of Amendment/Modification
Wayside Exhibit Design and Fabrication Phase 2
Joshua Tree National Park
The purpose of this amendment is to respond to questions received by the date and time specified for Solicitation Number 140P2123R0053, for Wayside Exhibit Design and Fabrication Phase 2 for Joshua Tree National Park.
1. The table on page 4 of the solicitation outlines required project meetings to be scheduled by the project manager with the COR. Is the intent that the scheduled project meetings align with project phases/deliverables? If so, should there be a minimum total of seven
(7) meetings rather than the five (5) referenced?
RESPONSE: Contractors should plan for up to 5, 1-hour meetings as needed to align with project deliverables. Not all deliverables will require a meeting.
2. Item 3.9 on page 7 of the solicitation references audio descriptions. Can you clarify the following:
a. Are audio descriptions to be provided in English only, or are Spanish language audio descriptions to be provided as well?
RESPONSE: Audio descriptions shall be English only.
b. If audio descriptions are to be provided in Spanish as well as English, will other languages be required as well? If so, which languages?
RESPONSE: Audio descriptions shall be English only.
c. Will an Audio Description Production Plan be required, or is the requirement for audio description scripts only?
RESPONSE: An audio description script is all that is required.
3. Item 4.1 on page 7 of the solicitation references the specifications for fabricating the high-pressure laminate (HPL) panels. Can you provide the specs for the required panel thickness?
RESPONSE: Panel production requirements are listed in Attachment A, Wayside
Exhibit Specifications, 6.1.A.2, page 40 as follows: “All panels are fabricated in a rigid substrate with a thickness of no greater than 1/8-inches (0.125) and a minimum of .030 inches.” Additional HPL specifications can be found on page 41 (6.2.B)
4. Item 4.3 on page 7 of the solicitation references the development of an interactive tactile including raised letters and Braille. Are the Braille elements to be included in the main piece, or as an accent?
RESPONSE: The raised lettering and Braille can be included on the main piece or be a separate element that is mounted directly adjacent to the interactive tactile element.
Government preference is for direct labeling whenever possible.
5. Item six (6) on page 10 of the solicitation states that, “All work, including review and approval, shall be completed on or before April 24, 2025.” However, to accommodate required work time and the 45-day review periods throughout, an end date of at least
December 1, 2025 is needed. Is the stated end date of April 24, 2025 flexible?
RESPONSE: Time for Completion will be changed to December 31, 2025.
6. For the past several years, NPS has been utilizing an app (NPS ADT-IEM app) to provide accessible audio described tours to park visitors. The RPS appears an audio source. Can the Park clarify if they intend to use the NPS app or if they do intend to use pre-recorded audio?
RESPONSE: The audio description script will be used on the existing NPS app.
7. If the Park does intend to use pre-recorded audio, can the Park let us know what service or technology the visitor will use to access the files?
RESPONSE: No pre-recorded audio is required. The audio description script will be use on the existing NPS app.
8. Attachment Q specifies the Audio Description Production Plan is to be submitted with the
Wayside Proposal. Will the exhibits’ design (e.g. titles, images, panel text) be developed enough at that point to create a proper production plan?
RESPONSE: For this project, an audio description script is all that is required. A draft script shall be submitted along with the Final Wayside Exhibit Plan (Sol. 5.1.6); a revised draft script shall be submitted along with the Production-Ready files (Sol. 5.1.7);
the final script shall be submitted along with the Close-out Package (Sol. 5.1.10).
9. Sol. Item 3 Are the remaining 10 panels (Phase II) all trailhead signs (36x48). If not, what size and type are they?
RESPONSE: This solicitation calls for up to 22 wayside panels (all trailhead signs) to be developed and fabricated (plus 20 bases and 1 tactile element). Sizes vary and are listed in the solicitation (3.2: number of panels & 4.1: panel sizes).
10. 3.7.1 Will current map files be provided, and in what format. Will the 2D map relief be single color as on page 24, or more realistic, as on page 25 of the Attachment P Sample
Plan - Phase 1?
RESPONSE: Map files will be provided in Adobe Illustrator, ESRI shapefiles, and/or geodatabase format. There will be a mix of map styles depending on trail-specific needs.
- Up to four (4) 3D, oblique maps are needed (matches the style of Attachment P, page 25).
- Updates to up to 17 existing, 2D maps are needed (matches the style of Attachment
P, page 24).
