1) For item c. "Describe possible financing and licensing models (for budgeting purposes only and does not constitute an offer or proposal)." Is NPS expecting budgetary estimates for the services to implement the proposed solution(?) or just the potential licensing costs at this time?
Budgetary estimates should include all potential costs, including licensing, implementation, and support. However, the government also encourages offerors to propose alternative funding models such as transaction fees charged directly to customers vs invoiced to government., public-private partnerships, cost-sharing, etc.
2) For item "d. Provide the customer information collected to complete a financial transaction and allow for program management." Will you please provide some additional context as to the requested information here as well as an example scenario where this is needed?
This question addresses the amount of personally identifiable information (PII) collected from customers. The government prefers to collect the minimum PII necessary for full functionality of the solution and which can be safeguarded and managed in accordance with regulatory requirements. As an example, selling a digital pass through a website and/or app may require acquiring and retaining PII such as name, contact information and purchase history. Establishing a user database for the entire suite of annual and lifetime passes issued may require the above information, plus other PII such as birthdate, eligibility documentation etc.
