1. Volume IV – Cost/Price, Paragraph 2: (pg 74) "In those cases where an offeror does not have full in-house capability and anticipates significant use of subcontractors to provide the needed support, the offeror shall provide the same detail concerning the subcontractor who shall perform critical aspects of the work…”

- Can you please let us know what level of detail, or type of information this paragraph is describing?

Answer: see pg 74, D. IV-Cost/Price, 1. Required Forms and Certifications.

2. Is there any further visual reference for how the CGI for webisode 1, “Geology” is to look?

Answer: Pg 10, 2.b.3) – The animation style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards.

3. Pages 5 & 6. II. SCOPE AND OBJECTIVES, II.1 SCOPE OF WORK A. General Requirements, 1.

Interpretive Film (NPS Project Number CANY AV-0143):, a. Specification Overview:, 10) Special dynamic camera motion, including time-lapse photography, is required, and 11) Night sky photography is required.

Answer: No.

4. Page 16. B. DEVELOPMENT AND PRE-PRODUCTION PHASE.

- What is the Government’s budget for the CANY project?

Answer: Range of $275,000 - $375,000

5. Page 61. XVIII. LIST OF DOCUMENTS, EXHIBITS, AND OTHER ATTACHMENTS: Attachment N – Memo from SPE regarding notifying contractors about COVID vaccination; Attachment O – Vaccination Certification Notification Template; and Attachment P – Certification of Vaccination Form expires 2-28-25?

- Given the Office of Management and Budget (“OMB”) issued guidance that provides that “The Government will take no action to enforce the clause implementing requirements of Executive Order 14042”, are the following provisions required?

Answer: These documents are primarily for information purposes.

6. Page 74. D. IV - COST/PRICE, 1. REQUIRED FORMS AND CERTIFICATIONS. e. Representations and certifications.

- Is a recent copy of our FAR/DFARS report from SAM suitable articulation of our Representations and Certifications?

Answer: Yes.

7. Page 9, item d.1 - Does the Park or NPS have any particular likes or dislikes regarding the current video of which we should be aware?

Answer: The current program was produced in 1998 and is due for an update.

8. Page 10 - Regarding the Geology webisode, is the whole three minutes intended to be animated? If not, can the NPS provide a time estimate for needed animation, and an estimate of number of scenes, so that we can get an accurate estimate from our animation providers?

Answer: Yes.

9. Page 14, item C.3 under Park Resources - is the NPS-provided contemporary footage of whitewater rafting and 4-wheel vehicle recreation shot in 4K?

-Separately, was the footage referenced in the question above professionally shot to the standards of the footage required by this RFP? If not, can you describe it further?

Answer: That paragraph specifically says “the contractor shall be responsible for acquiring these … and verifying that they are at full resolution suitable for 4k production.”

10. Page 22 - was the storyboard requirement included in error? Other than for the Geology animation, storyboards would not usually be required here, and there are references to "gridlines to indicate the location of the video wall mullions" that would seem to be for a different project. Can you clarify?

Answer: The storyboard requirement is not an error but the references to grid/gridlines is an error.

8.b.1) should state “Storyboards shall be delivered as color PDF files.”

11. Page 34 - Is the intent for the footage in the B-Roll Reel to be footage that is in the finished films? Or does it need to be footage that is NOT in the finished films?

Answer: The preference is to use unused footage.

12. Page 10, Webisode 1: Is this webisode envisioned as entirely comprised of 3D animation (3-minutes)?

Answer: The 3 minutes shall be animated. Pg 10, 2.b.3) – The animation style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards.

13. Confirming that there are at least 10 oral history interviews required? (5 for main film, 5 for webisode 2).

Answer: At least 5 interviews are required. The oral histories may be used in each program, but not duplicated.

14. Page 13, B.5: Are several multi-day camping trips anticipated for each shoot in order to reach different locations in the park? For example, will we need to budget for two multi-day camping trips in the fall and two in the spring?

Answer: Yes.

15. Page 13, B.5: How many days do you anticipate will be needed for each multi-day camping trip, particularly in the Maze region?

Answer: At least 2 nights of camping in order to get “magic hour” light.

16. Page 13, C.2: How many of the 10 oral histories will be with Native American representatives?

Answer: To be proposed by contractor.

17. Page 13, C.2: How much should be budgeted for each of the Native American representative honorariums?

Answer: Generally, $200-$300, plus travel.

18. Page 13, C.2: “Contractor shall be responsible for paying any travel…to Native American representatives”: Because of the broad geographic area of the many Native American representatives listed in Attach I, how should contractors budget for representative travel costs? For budgeting purposes, can the government provide a number of specific locations based upon the number of specified representative oral histories?

Answer: It is recommended that interviews are conducted within or adjacent to the park.

19. Page 14, C.3: Should the contractor plan for a flatwater float? If so, can the park provide watercraft or should we budget for an outfitter?

Answer: A float is not anticipated.

20. Page 14, C.3: Should the contractor plan for a whitewater rafting trip, or will the park’s stock footage be sufficient? If a whitewater trip is needed, can the park provide watercraft or should we budget for an outfitter?

Answer: A rafting trip is not anticipated.

21. Page 14, C.3: Is the stock footage owned by NPS or another entity?

Answer: The footage was shot by a vendor but belongs to the park and is approved for use in park programs. It is not public domain, however.

22. Page 26, d.5: Are honorariums and travel costs required for Native American representatives only, or for all interviewees?

Answer: Honorariums are recommended for all interviewees.

23. Page 26, d.5: If required for all interviewees, are interviewees (other than Native American representatives) local to the park? If not, should we budget for their travel costs? If so, what are their locations?

Answer: Interviewees have not been identified. The contractor shall coordinate with the park for the Native American representatives and shall identify other potential interviewees and interview locations in the treatment to be approved by the COR.

24. Page 72-73, C: “Offeror shall provide information on problems encountered on the contracts and subcontracts identified above…”. The requirements for Volume III are little unclear. Are we simply providing our past performance questionnaires and a list of the corresponding projects with a description of problems encountered for each?

Answer: The description of problems encountered may be disregarded unless they required legal action or mitigation from possible termination. (Ex: cure notice, show cause, etc…)

25. Page 74, D.1.d: It states here that past performance questionnaires should be submitted as part of Volume IV? We assume that this is an error and that past performances should only be submitted as part of Volume III?

Answer: Past Performance Questionnaires should be completed and submitted as part of Volume III only.

26. Is there an approximate order of magnitude budget that you can provide?

Answer: Range of $275,000 - $375,000

27. Please confirm that the on-camera oral histories with at least five people specified for the Visitor Center film (pg 6 #13) are with different people from the at least five on-camera oral histories specified for Webisode 2 (pg 11 #3.a.9). Or, if there is overlap, what is the minimum cumulative total of interviews required for this contract?

Answer: At least 5 interviews are required. The oral histories may be used in each program, but not duplicated.

28. Will all on-camera oral history interviews for the film and webisodes be shot in the vicinity of Canyonlands National Park? If not, what are the other shooting locations? If the other shooting locations are unclear at this point, can you at least tell us the regions of the country where they will occur?

Answer: It is recommended that interviews are conducted within or adjacent to the park. The contractor shall coordinate with the park for the Native American representatives and shall identify other potential interviewees and interview locations in the treatment to be approved by the COR.

29. Would any of the first-person interviews for either the film or webisodes be produced in remote areas of the park?

Answer: It is recommended that interviews are conducted within or adjacent to the park. The contractor shall coordinate with the park for the Native American representatives and shall identify other potential interviewees and interview locations in the treatment to be approved by the COR.

30. Page 65, 1.2. mentions “recruiting reenactors.” We assume that this is a mistake and reenactments are not part of the scope. Please confirm.

Answer: “Reenactors” was used in error. That should read “recruiting interviewees”

31. Do you have a number of on-location production days at the Park you expect for each season?

Answer: To be proposed by the contractor in the schedule and production plan.

32. Page 6, #12 mentions incorporating archival imagery and stock footage. Approximately how many minutes of the film will be comprised of archival imagery and stock imagery, as opposed to original footage?

Answer: To be proposed by the contractor in the treatment.

33. Please confirm that Past Performance Questionnaires should not be part of the Cost/Price Volume as stated on page 74, D.1.c.

Answer: Past Performance Questionnaires should be completed and submitted as part of Volume III only.

34. For Webisode 1, described on page 10:

Answer: Pg 10, 2.b.3) – The animation style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards

c. Are there any 3D animation examples you can share with us that represent some styles you would want to use in this program?

Answer: Pg 10, 2.b.3) – The animation style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards

d. Can you point us to existing animations that you feel effectively demonstrate the geological processes you wish to represent in this program?

Answer: Pg 10, 2.b.3) – The animation style shall be determined through a creative design approach with the park and the COR, including treatments and storyboards

35. Can we get a materials that describe the film displays such as theater layout, seating, screen specs, speakers and projection system?

Answer: There are not any current specs available at this time.

36. Do you have budget range for the film and the webisodes in mind?

Answer: Range of $275,000 - $375,000.

37. Does the completion date is 09/30/25 coincide with any other significant interpretive center modifications?

Answer: No.

38. Page 10. Webisode 1 (NPS Project Number CANY AV-0144): a. Specification Overview:, 7) Computer-generated imagery (CGI) three-dimensional (3-D) animation is required.
