This is a combined synopsis/solicitation for commercial items prepared in accordance with
Sub-Part 12.6, as supplemental with additional information included in this notice.
The purpose of this amendment is to:
1) Respond to questions received by the date and time specified in the solicitation in accordance with the attached Description of Amendment consisting of seven (7) pages.
2) Provide an updated SOW Attachment as referenced in the technical questions and answers.

Description of Amendment
Questions and Answers:
1) Question #1:
Has this same work been completed at this site previously; if so, who was the awarded contractor? If this is a follow-on requirement, could you please provide the previous contract or task order number?
Answer #1:
No, this has not been completed previously. This is a new contract.
2) Question #2:
Whether companies from Outside USA can apply for this? (like, from India or Canada)
Answer #2:
Offerors must meet all of the requirements of the solicitation. Additionally, as stated in the solicitation, all offerors must be registered to do business with the federal government in SAM (sam.gov) with the required NAICS code.
3) Question #3:
Whether we need to come over there for meetings?
Answer #3:
Offerors must meet the requirements of the solicitation. Quotes must fully describe how the required work is planned to be completed.
4) Question #4:
Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)
Answer #4:
Offerors must meet the requirements of the solicitation.
5) Question #5:
Can we submit the proposals via email?
Answer #5:
Please refer to the solicitation for submission requirements.
6) Question #6:
While audio is mentioned several times in the solicitation, we could not find any designation as to if the NPS wants all audio recorded directly to camera or if it should be recorded “Dual System” where the shotgun and lavalier are recorded to an external recorder and then “sunk up” with picture later, in the edit bay. If Dual
System is required, this would also affect how the deliverables are prepared and submitted.
Answer #6:
All audio shall be recorded directly to camera.
7) Question #7:
On solicitation page 15 of 91 – Technical Specification 5.c states “Camera raw file format” – please clarify if the NPS wants the interviews recorded to an external unit that supports RAW recording– i.e. the NPS does not want compressed recording formats like h.264 or h.265? This will affect the amount of data generated and therefore the hard drive storage requirements.
Answer #7:
All interviews shall be recorded and delivered in native camera raw file format or uncompressed QuickTime
ProRes. Please refer to Section II.2.E.5 of the Scope of Work.
8) Question #8:
Is there an expectation that the contractor should pay for transportation costs for the interviewees to get to and from the interview location? These would be costs above and beyond the $250 honorarium. Page 20 of
91 in the solicitation references travel reimbursement for the contractor, but does not specify how this might apply to the interviewees.
Answer #8:
The contractor is not responsible for transportation costs for interviewees. It is assumed that the $250 honorarium covers their transportation expenses.
9) Question #9:
The Attachment C budget categories under “Personnel” have separate lines with (travel) – please clarify if this is only for the days that crew members are in-transit to location, or for every day that they are “on travel”? – i.e. “on travel” often refers to transit days + on-set working days. Is there an expectation that the
(travel) days are billed at a different rate?
Answer #9:
It is up to the offeror to propose a travel rate for each crewmember. Travel days do not necessarily need to be billed at a different rate, but please note that cost/price is will be evaluated.
10) Question #10:
Since we are at each location for a designated period of time, what happens if we schedule an interview and the person does not show up? They say the govt will try to find a replacement candidate but what if the replacement is not found before we leave that location. Are we required to fly back and film again?
Answer #10:
If an interviewee does not show up and a replacement cannot be found before the last day of shooting for that location, it is assumed that a replacement interview will be scheduled for one of the following shoots. If this occurs on the last day of the final shoot, the contractor will not be required to make a return trip.
11) Question #11:
Please have them explain this section:
C. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 calendar days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
D. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
E. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/
Answer #11:
The NOTICE TO CONTRACTORS Contractor Performance Assessment Reporting System (December
2015) section of the solicitation outlines the Department of the Interior CPARS requirements for federal contract awards. The instructions are informational for the instructions on how to comply with CPARS requirements once a contract is awarded. Please review the full section of the solicitation Notice to

12) Question #12:
“…we have resubmitted our application for SAM registration. I understand that the SAM approval can take
10-15 days to complete… will we be eligible for consideration for this solicitation provided our SAM application is in process?”
Answer #12:
All offerors and quoters are required to be registered in SAM at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
13) Question #13:
Please confirm that all interview subjects will be identified and preliminarily be contacted by the park.
Answer #13:
Prior to the Post-Award Videoconference, the government shall send an invitation to prospective candidates to explain the project and solicit their participation. Those who accept the invitation will be included on the government furnished list. Please refer to Section II.2.B.1.c of the Scope of Work.
14) Question #14:
Please confirm that this contract assumes that all interview subjects will be able to travel to the specified hotel or recording facility.
Answer #14:
The contractor is not responsible for transporting interviewees or covering their transportation costs beyond the $250 honorarium.
15) Question #15:
Some interviewees may have supporting pictures, diaries or other artifacts that they might bring with them.
How should those be handled during filming?
Answer #15:
If an interviewee brings photographs, and if the filming schedule allows, we will ask the contractor to capture a shot of the photos with the existing camera and lighting setup at the end of the interview. If an interviewee brings multiple photos and/or artifacts that cannot be easily captured during their scheduled timeslot, the government will arrange to copy them separately.

16) Question #16:
Will the locations that NPS furnishes require location fees?
Answer #16:
The contractor shall be responsible for providing interview venues in each of the five Alabama cities listed.
The contractor shall secure a suitable space such as a hotel suite, conference facility, or studio in each city to conduct the interviews. The government shall furnish a list of potential venues at the Post-Award
Videoconference, but the contractor shall be responsible for booking the venues and paying all associated expenses. Please refer to Section II.1.B.4 of the Scope of Work.
17) Question #17:
Can NPS provide advance payment to cover the cost of the required honorariums?
Answer #17:
No.
18) Question #18:
Page 7 of solicitation: requires contractor to set up a toll-free number for monthly calls with client team.
Will calls through Google meetings satisfy this requirement?
Answer #18:
Microsoft Teams, Zoom, Google Hangout, or similar videoconferencing platform is an acceptable alternative for monthly meetings.
19) Question #19:
Page 12 of solicitation notes a shooting schedule for budgeting purposes based upon shooting in 4 cities. If scheduling issues require more/additional shooting time and locations, will the client adjust the pricing provided by contractors in the bid?
Answer #19:
No, this is a firm fixed price contract. All work shall be planned and completed by the contractor to meet the contract requirements.
20) Question #20:
Page 12 of solicitation notes contractor compliance with current CDC requirements relating to COVID. If
CDC requirements change during the contract period requiring more restrictive measures that impact scheduling and costs will the client adjust the pricing provided by contractors in the bid?
Answer #20:
If the pandemic directly causes conflicts with scheduling, the contractor may submit a modification request to the Contracting Officer for review. All modification circumstances must be annotated by the contractor in a request for review and the circumstances and request will be considered for approval or rejection or negotiation; modifications are not automatically approved.
21) Question #21:
Can some interview staff participants be remote during the interviews?
Answer #21:
No. All required crew members shall be on site for all interviews.
22) Question #22:
Are the interviewees local to the site or will the contractor be responsible for transportation of the interviewees? In other words, will travel need to be included in the proposal budget?

The contractor is not responsible for transporting interviewees or covering their transportation costs beyond the $250 honorarium.
23) Question #23:
Given that the solicitation is being conducted according to FAR Part 13, is there any room for the proposed budget to potentially exceed $150,000?
Answer #23:
Offerors shall propose pricing for all work required in the solicitation. There is not an established
“maximum budget” requirement for this solicitation; there is however funding and an IGE. Additionally, please refer to FAR 2 and FAR 13 for current SATs.
24) Question #24:
Can the travel costs be separate and above and beyond the maximum budget amount stipulated by FAR Part
13?
Answer #24:
Offerors shall propose pricing for all work required in the solicitation. There is not an established
“maximum budget” requirement for this solicitation; there is however funding and an IGE.
25) Question #25:
We have found that an official makeup artist is not always necessary on shoots like this project requires, and that the requirements of the role could be covered by other personnel within the on-location crew. Could this makeup artist position be optional?
Answer #25:
The Makeup Artist is a required position but can be hired locally as needed to minimize expenses.
26) Question #26:
For Factor B, Samples of Work, Sample Group 1 Interviewer (pg. 33 of solicitation), would examples of oral histories only recorded via audio also suffice, or must they be video examples?
Answer #26:
Audio samples are acceptable, as long as they meet all other requirements described in Section XXI.A, Factor B—Samples of Work, Sample Group 1: Interviewer.
27) Question #27:
While the government is furnishing a list of prospective interviewees, are they open to any additions suggested by the contractor?
Answer #27:
Yes. The government considers the list of interview candidates to be a fluid document that will evolve over the course of the project. While the government will furnish a list of potential candidates prior to the Post-
Award Videoconference, this list is subject to change based on availability of candidates and other factors.
The government and the contractor shall discuss potential candidates prior to each shoot, and the contractor shall propose the final list of candidates for each shoot in the Interview Schedule (which is due at least 30 calendar days prior to each shoot).
28) Question #28:
Along with the list of prospective interviewees and preliminary questions, how much background information about each interviewee will the Government be providing, if any?
Answer #28:
The government will provide a brief bio of each candidate whenever possible, but it is the contractor’s responsibility to conduct research on each interviewee prior to each shoot to become familiar with their role and connection to the Selma to Montgomery March. Please refer to Section II.2.B.1 of the Scope of Work.
29) Question #29:
The RFP implies that approximately 3.5 interviews will be conducted each shooting day. If it is preferable to shoot 3 interviews per day and extend the number of shooting days, is this acceptable?
Answer #29:
The number of shooting days and interviews per shoot shall vary depending on availability of interviewees in each location. The number of days and interviews per shoot in the Scope of Work was an estimate for budgeting purposes only. The contractor shall propose the dates, locations, and venues for each shoot as part of their Production Plan. Please refer to Section II.2.C.6 of the Scope of Work. The contractor is responsible for completing all required work of the contract within the timeframe specified.
30) Question #30:
What is the approximate number of preliminary interview questions that the government will provide at the
Post-Award Videoconference?
Answer #30:
Approximately 10 to 20.
31) Question #31:
Will the government’s COR attend all or some of the interviews?
Answer #31:
It is anticipated that the COR will be in attendance for all interviews.
32) Question #32:
Are greenrooms that are separate from interview rooms required, or can one single room be used for both purposes, if this is preferable at a particular location?
Answer #32:
A separate greenroom is required. The greenroom shall be physically separated and acoustically isolated from the interview room so that NPS staff can greet and prep arriving interviewees without interrupting an interview in progress. Please see Section II.2.D.12 of the Scope of Work.
33) Question #33:
We understand, per the RFP, that if the interviewer is not seen or heard in the samples, then the offeror shall provide evidence of the interviewer’s involvement in the project such as a screen shot from the film credits.
Are other proofs of the interviewer’s involvement acceptable, and if so, what other proofs?
Answer #33:
Acceptable substitutes include a copy of the interviewer’s contract or agreement (with confidential information redacted), or a written statement from the client attesting to the interviewer’s involvement in the project.
34) Question #34:
There is a discrepancy on the number of years for the samples between page 33 (all work included as samples shall have been produced within the last six years) and page 37 (samples shall represent work which is either on-going or has been completed during the past three years.) Can this be modified to be consistent such that all samples shall have been produced within the last six years?
Answer #34:
The language below on which is included on page 37:
“The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either on-going or has been completed during the past three years. It shall also represent the involvement of the proposed Project Manager and key personnel.”
Shall be replaced with the language below:
“The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either on-going or has been completed during the past six years. It shall also represent the involvement of the proposed Project Manager and key personnel.”
