Solicitation 140P4319R0027 – BOST 180322 Amendment 0004

Questions & Answers

CCTV Systems

1. Does National Parks have an existing core media gateway for VideoXpert? If not, should this be provided by the contractor?

RESPONSE: No. The National Park Service (NPS) does not have an existing core media gateway for VideoXpert. A gateway is not needed and is not included in this project.

2. There are two different video systems spec'd in the drawings - Pelco Endura & Pelco VideoXpert. These video systems will not work with each other as one unified system. Do the National Parks want both of these systems working simultaneously or should all Endura systems be replaced with VideoXpert equipment.

RESPONSE: This project does not provide two different video systems. It also does not replace all existing Endura systems.

The intent of this project is to expand and upgrade the Park’s existing Pelco Endura CCTV system to support all new systems and devices provided under this contract as well as all existing legacy systems and devices in the Park which are not being upgraded under this contract. Any substitutions offered in this bid must be able to support the existing legacy DVR’s and analog cameras not being upgraded under this contract, which must remain fully functioning and reporting to Building 109. See the following Specification References:

Section 01 11 00, Article 1.2, C, 5 on page 2.

Section 28 00 00, Article 1.1, J, 1-5 on pg. 2-3 Section 28 00 00, Article 1.5, D, 1, b on page 9 Section 28 00 00, Article 2.6, C on page 17.

a. The drawings spec out 3 Endura System Manager Servers (SM5200-16P). These are not compatible with the VideoXpert storage units that were spec'd for the CNY 109 building. To be a unified system, should we install 16TB VideoXpert storage units instead of the Endura servers?

RESPONSE: See response to #2 above. Delete all drawing references to providing VideoXpert. Also delete Specification Section 28 00 00, Article 2.1, F, 2. In both places substitute the following: This project will expand and upgrade the Owner’s existing Pelco digital sentry DVR and older Endura NVR’s with new Endura NVR’s and Servers or approved equal as specified.

b. The drawings spec an Endura Workstation WS5080. This will work with the Pelco SM5200 NVRs, but not the VideoXpert storage units. Please clarify.

RESPONSE: See response to #2 above. Existing legacy cameras and DVR are to remain accessible to command center in Building 109 from the new video management system.

3. If migrating existing cameras to the new system is part of scope, can we have a list of existing cameras to be added to the system? The first round of answers said to refer to the schedule on SC3.1, but this schedule has no existing camera information, nor does any of the other schedules.

RESPONSE: See responses to #2 above. Migrating all existing cameras to the new system is not part of this project. A list of existing CCTV devices, Intrusion Alarm and Fire Alarm systems which presently report to Building 109 is attached with this addendum. Existing cameras which are not being upgraded under this contract are to remain on the existing legacy recording equipment that reports to building 109 and is displayed on the control room monitors.

4. Is the contractor required to provide encoders for the existing analog cameras to bring them on the network? If so how many analog cameras will need to be encoded?

RESPONSE: No. The new CCTV system needs to be able to support existing analog cameras which are not being upgraded in this project.

5. Follow-up question from the last round of questions:

"Will connection to existing backbone network be provided?

a. Answer – Yes. Contractor is to furnish, install and test all necessary connections between the security system and the existing fiber optic backbone in the Charlestown Navy Yard"

i. Please clarify. The contractor is required to furnish a network switch. Is the connection from the switch to the existing network backbone being provided?

RESPONSE: Yes. Connection from the network backbone to the switch will be provided along with a static IP address. The Contractor will supply switch username and password to NPS for addition of Department of Interior (DOI) management and security protocols.

ii. It is the contractors responsibility to provide the physical connection to the existing network backbone, is this a fiber or cat6 connection? Is the demarcation point in the same room/closet as the switch we are installing?

RESPONSE: In the current Park network environment, connections from Navy Yard buildings to the Marine Barracks demarc are via fiber. The contractor shall furnish and install new switches in the same location as current switches and fiber panels.

Intrusion Detection Systems

1. Beyond the list of Intrusion panels being replaced as part of this project is there a list of other existing Intrusion Panels and Fire Panels that are currently reporting to the existing alarm receiver?

RESPONSE: A list of existing CCTV devices, Intrusion Alarm and Fire Alarm systems (by building) which presently report to Building 109 is attached with this addendum.

2. Which buildings are these additional panels located in?

RESPONSE: A list of existing CCTV devices, Intrusion Alarm and Fire Alarm systems (by building) which presently report to Building 109 is attached with this addendum.

3. Is there a listing of devices supported by these additional panels by system?

RESPONSE: A list of existing CCTV devices, Intrusion Alarm and Fire Alarm systems (by building) which presently report to Building 109 is attached with this addendum. Further device information will be available after contract award.

4. What information will be needed to support that any substituted equipment is “Or equal”?

Provide in your bid an equal replacement for the specified Honeywell MX8000 in accordance with requirements under Spec Section 28 00 00, 2.1.E.

RESPONSE: Submit manufacturer’s data sheets and additional data as required indicating that proposed substitution is comparable to the specified product and will support legacy devices and equipment.

General Questions

1. Network connectivity between facilities is not clear.

a. What is it?

RESPONSE:

Charlestown Navy Yard: See response to CCTV Question #5 above.

Bunker Hill Museum. Connectivity for current CCTV system is provided by a Comcast high speed internet account. The connection is then approved by NPS IT security for firewall rule change that allows connections to internal Park network and Building 109.

BOAF –Smith School. Connectivity for current CCTV system is provided by a Museum of African American History internet account. The connection is then approved by NPS IT security for firewall rule change that allows connections to internal Park network and Building 109.

BOHA – Pavilion. NPS will confirm current account with commercial Internet Service Provider. From there, NPS will request a firewall rule change from MPS It Security to allow connections to internal Park network and Building 109.

b. Where and how does it terminate in each facility?

RESPONSE: Terminations are in electrical closets in each facility as indicated on plans.

c. MST will not be responsible for programming of the NPS network.

i. Who will program switch ports and assign IP addresses for hardware?

RESPONSE: NPS will provide IP addresses for switches and will work with the Contractor on switch port assignments. The contractor will supply any switch username password to NPS that it assigns during installation. NPS will add Department of Interior management and security protocols.

2. Due to the current RFP design with its faults, will NPS accept a new system bid which will be based on an MST design?

RESPONSE: No. Provide system as specified. See responses to all questions above.

3. Were the responses to the RFIs that were on FBO.gov the only questions submitted?

RESPONSE: The Government answered all questions received by the posted deadline and additional questions deemed necessary.

4. The Attendee list from the walkthrough was supposed to be posted to FBO.gov, is that available?

RESPONSE: The attendee list from the site visit was posted with Amendment 0003.

5. In order to price the electrical portion and the door replacement it will be necessary to revisit the sites. Would it be possible to arrange an escort to view the 3 main buildings in CNY, specifically the door and electrical panels?

RESPONSE: No further site visits will be provided. Offerors may visit public locations in the same manner that these sites are accessible to the general public.
