III. TASKS (Appendix A)

1) Lee H. Nelson Hall, NCPTT’s headquarters on the campus of Northwestern State University of

Louisiana, is a 1920s 3-story building with approximately 15,000 square feet of floor space. A rehab of the building was completed in 2001, when a heat-seamed, granular modified bitumen roof was installed.

The entire roof is drained through scuppers in parapet walls. The roof is a mixture of relatively flat roof surfaces and more steeply sloped surfaces. The modified bitumen roof covers parapet walls. It is estimated that the modified bitumen roof covers less than 10,000 square feet, including walls.

An elastomeric coating for this existing roof is needed. There are many types of elastomeric systems, which ever system is used must be put on in accordance with manufactures recommendations, and industry best practices. Below are our requirements for this installation.

1) All loose granules must be removed before coating.

2) A satellite dish on the flat roof must be removed and disposed.

3) All loose existing roofing will be re-attached before coating. Special attention must be paid to re-attach any loose roofing in and around the scuppers, as the roof has leaked in those locations before.

4) Seams will be taped before coating, unless that procedure is not recommended by the manufacturer of the elastomeric coating.

5) Any areas of the roof that require cleaning will be cleaned prior to coating.

6) Coatings will cover all of the flat and sloped roofing. Parapet walls will be covered as much as needed but at least 18 inches, with the exception of the roofing on the wall above the south side of the front flat roof, which will be completely covered with elastomeric coating. This is the wall where the gutter is attached, and can be seen in one of the photos.

7) Color of elastomeric coating will be white.

8) Coating must cover all roofing even where it enters scuppers.

9) Coating will cover all flashed roof penetrations.

10) There is one gutter above the flat roof that has a detached downspout. Reattach that downspout and make any necessary repairs to the gutter or other downspouts.

11) Particular care must be shown around the rear scuppers to make sure that water can’t enter the building there.

12). All trash produced by this project will be removed by the contractor.

13) Contractor is responsible for any permits or inspections.

14) This elastomeric roof coating must have at least a 10-year warranty.

2) GENERAL

1) The contractor’s equipment shall not impede the normal operation of the NPS/NCPTT. No scaffolding, ladders, lifts or other equipment used for the project will be allowed to remain erect or standing in the work area outside the normal work hours unless prior written approval has been granted by the COR.

2) The contractor shall perform each task according to a detailed written job schedule and plan which is prepared by the contractor and approved by the COR at least seven (7) days prior to beginning work. These milestones shall include the dates the work is to be initiated and completed as well as the amount of work projected to be completed daily. The job plan shall identify the hours when the contractor will perform the work.

3) The contractor shall submit manufacturer’s literature and color sample to the COR for approval prior to commencing coating. Other materials incorporated into the work shall also be approved by the COR prior to use.

4) The contractor shall provide all ladders, lifts, drop cloths, scaffolding, brushes, rollers, barricades, signs, spray equipment, pressure washers, and all other equipment incidental to and necessary for the performance of the elastomeric services described in this Statement of Work.
