About this file

This is a Questions and Answers document (Amendment 0002) for the JELA 311263 Canal Backfill Restoration solicitation issued by the National Park Service. The document clarifies key requirements for the Parallel Canal portion of the project, which involves wetland restoration and revegetation activities.

The contractor is responsible for procuring and planting Bald Cypress saplings in all gaps between November 1 and February 28 at a density of 20 feet on center. Saplings must be sourced from any coastal Louisiana grower (not restricted to a specific supplier), meet NPS specifications of 3+ feet tall in 1-gallon pots, not be fertilized for at least 3 months prior to planting, and be installed with staked tree protectors. The project does not include construction of plugs or meanders for the Parallel Canal section. The eastern spoilbank of the Parallel Canal (which forms the western spoilbank of the Pipeline Canal) must be degraded and backfilled, with the entire berm reduced to surrounding wetland elevation. This degradation will create steep slopes of approximately 45 degrees running from the spoilbanks into the gaps, with gap sizes measured from the base of the slope. No spoils from the project site are to be used to create plugs or relocated from external areas.

Text version

Q1. Provide the locations and layout of all Bald Cypress saplings for the revegetation process.

A. Bald cypress saplings are to be planted in all of the gaps between Nov 1 and Feb 28 at a density of 20 feet on center.

Note: NPS recommends the sapling stock be 3+ feet tall, in 1 gallon pots, not fertilized for at least 3 months prior to out-planting, and planted with a staked tree protector.

Q2. All Bald Cypress must come from Nichols State University, are they being provided for free?

A2. Bald cypress saplings will not be provided by the NPS; the contractor must provide these. The source can be any coastal Louisiana grower, not limited to Nicholls State University. (See note to Q1.)

Q3. Provide the locations for any/all plugs & meanders.

A3. No plugs or meanders are to be constructed for this Parallel Canal part of this project.

Q4. Is the intent to utilize spoils from the project site to create plugs? Or is it intended to be relocated from a nearby outside area?

A4. No plugs or meanders are to be constructed for this Parallel Canal part of this project.

Q5. On the Eastern embankment, where the documents specify leaving the embankment in place for the parallel pipeline canal, is the intent to slope and recreate the backside of the embankment into a "berm"? Or is the intent to excavate straight down and leave the remaining embankment as is?

A5. Only the eastern spoilbank of Parallel Canal, which is also the western spoilbank of Pipeline Canal, is to be degraded and backfilled. (Parallel Canal’s western spoilbank is minimal for most of its extent.)

The entire "berm" (spoilbank) between Parallel and Pipeline canals will be reduced to the same elevation as surrounding wetlands.

The gap cuts or remaining edges adjacent to remaining spoil bank will result in steep (approximately 45 degree) edge slopes running from spoil banks into the gaps and gap sizes will be measured from the base of the slope.
