About this file

This is a Questions and Answers (Q&A) document for a Parallel Canal backfill project.

The project involves a 9,200 to 9,500-foot-long canal backfill operation using on-site spoilbank material that will be cast into an adjacent canal. No external backfill material will be delivered to the project site. A key requirement is degrading 25 percent of the total spoilbank length (approximately 2,300 to 2,375 linear feet) by creating gaps on the east side of Parallel Canal only, as the west side spoilbank is absent to minimal. The contractor must submit a plan detailing gap locations and sizes for approval by the contract team during preconstruction; gap dimensions and side slopes are not fixed and will be established with the contractor based on varying spoilbank heights along the project length. The document clarifies that the example drawing showing 18 gaps on the Upper Kenta Canal is illustrative only and does not indicate exact number or locations. No check meander installation is required for this project, contrary to earlier assumptions.

The Q&A also addresses contractor eligibility requirements, confirming that offerors must be registered in the System for Award Management (SAM) when submitting offers and at time of award. Contractors representing themselves as small business concerns must meet the small business size standard corresponding to NAICS code 238910 as specified in the solicitation.

Text version

Q1. How long/wide and deep is the canal backfill

A1. This Parallel Canal backfill project is 9,200-9,500 feet long. See B08_Attach_2_Drawings_Final_Parallel_Canal_Sept_25, sheets C1.8 and C1.9 for canal width and spoilbank elevation observations (made in 2021) along the spoilbank top.

Q2. And is the dirt coming from onsite? Or off site?

A2. All “dirt” material is located on-site as spoilbank. This spoilbank material is to be cast into the adjacent canal. No backfill material is to be delivered to the project site.

Q3. The project plans call for 25% of the of the spoil bank (9,200 LF) shall be removed in gaps.

Does this mean that 25% of each spoil bank need to be removed (4,600 LF) or 25% of the canal needs to have gaps (2,300 LF)?

A3. The project calls for gapping of 25 percent of the 9,200-9,500 feet total length of spoilbank between Parallel and Pipeline canals, on the east side (only) of Parallel Canal.

Per note 2.2 on Drawings sheets C1.8 and C1.9, since the spoilbank on Parallel Canal’s west side is absent to minimal, all gapping for this project will be on the canal’s east side.

Additional spoilbank length (more than 25 % of total length) could be degraded, funds allowing.

Q4. What are the dimensions of the proposed gaps? I understand that the bottom elevation of the gap is to be the existing marsh elevation, but there is not clarity on the desired width of the gap or the slope of the sides of the gap.

A4. The contractor will submit a plan to degrade 25% of the spoilbank between Parallel and Pipeline canals, on the east side (only) of Parallel Canal as a submittal, and the contract team will review and approve gap locations and sizes. Per note 2.2 on Drawings sheets C1.8 and C1.9, since the spoilbank on Parallel Canal’s west side is absent to minimal, all gapping for this project will be on Parallel Canal’s east side. There is no set size or slope of sides of gap as spoil banks are different heights in different areas; it will be established with the contractor. As an example, for a total spoilbank length (9,500 ft), 24 gaps of ~100 ft length each would degrade more than 25% of the spoilbank.

Q5a. The project plans discuss the installation of a check meander to be installed at the mouth of the parallel canal. Exactly where does the check meander need to be installed? Our team is assuming the check meander is to be installed at the intersection of the Parallel Canal and the Tarpaper Canal (STA. 775+00)

A5a. There will be no check meander for this Parallel Canal project.

Q5b. The project plans and specification discuss gapping the spoil banks of the Parallel Canal.

The attached drawing denotes that 18 spoil gaps are to be installed on the Upper Kenta Canal.

Please provide some clarity on exactly what is expected of the contractor.

A5b. The gaps illustrated on the drawing are provided as an example and do not indicate either the exact number or specific locations of gaps. During preconstruction, the contractor and the NPS will determine where the 25% of spoilbank length is to be gapped. Please also see NPS’ response to Question #4.

Q6. Due to login issues we just completed our registration update for Wilson Coastal Development, LLC. I have not received the approval of that registration yet. Will this be required to bid this project?

A6. In accordance with FAR 52.204-7(b)(1) System for Award Management, An Offeror is required to be registered in SAM when submitting an offer or quotation and at time of award.

Q7. The Solicitation specifies that bidders are required to have the NAICS code 238910 which we did not have. However, when I submitted the updated registration I added this code. Will we be ok to bid this project?

A7. In accordance with 19.301-1(a)(1)(i)(A) Representation by the offeror, To be eligible for award as a small business concern identified in 19.000(a)(3), an offeror is required to represent in good faith— That it meets the small business size standard corresponding to the North American Industry Classification System (NAICS) code identified in the solicitation.

Also, 52.219-1 Small Business Program Representations. (b) (1) The North American Industry Classification System (NAICS) code for this acquisition is ________ [insert NAICS code].

(2) The small business size standard is _______ [insert size standard], is included in the solicitation. As an offeror, you are required to identify your small business size standard associated with the NAICS in the solicitation.
