Document Summary

This document package is an Amendment 001 to Solicitation 140P2025R0103 for the Yellowstone National Park Canyon Wastewater Treatment Plant (WWTP) expansion project, administered by the National Park Service (NPS) Desert Southwest Cluster Contracting Services Division in Denver, Colorado. The amendment, effective January 21, 2026, provides final responses to contractor questions and updates to construction specifications and drawings. The project deadline remains unchanged at January 30, 2026 for proposal receipt.

The amendment updates four construction specifications and fifteen construction drawings covering critical wastewater treatment infrastructure. Updated specifications address chemical-resistant coatings (09 96 35B), fabricated slide gates and stop logs (35 20 16.25B), rotary positive displacement blowers (44 42 19.04B), and peristaltic pumps (44 42 56.16). Key construction drawings modified include specifications for fine screens, septage receiving equipment, screw press dewatering systems, UV disinfection systems, slide gates, electrical panels, ductbank sections, and site layout plans for the main treatment facility, headworks, process facility, and holding pond areas. The Q&A document (13 pages) addresses 157 questions from potential offerors regarding equipment selections, material specifications, electrical requirements, control systems, and compliance with manufacturers' standard products versus specification requirements, with clarifications on issues including generator specifications, propane tank configurations, blower capacities, and instrumentation requirements.

For preparation of Volume II, which version of Standard Form 1442 should be used — the three-page version included in Sol_140P2025R0103 or the two-page version included in B08_140P2025R0103 ?

The SF 1442 provided as part of the solicitation shall be utilized - 3 page version.

11/19/2025

The following documents have been provided as completed PDFs. Would the Government consider furnishing blank, fillable versions of these forms to facilitate completion and submittal?

• Project Experience Questionnaire

• Past Performance Questionnaire

• General References

• Small Business Participation Document

• Small Business Subcontracting Plan

The Word versions are attached.

11/19/2025

The NPS Small Business Subcontracting Goals include race- and gender-based classifications;

however, under the new DBE standards, those classifications have been removed.

Additionally, all Wyoming DBEs and SBEs have been decertified, leaving none currently available for solicitation. With the SBA website also offline, posting projects is not possible.

Given these circumstances, can you clarify how bidders can demonstrate a good faith effort to meet the current subcontracting goals?

The NPS has not been required to remove the requirements as of this date even though the requirements may changed with the new "FAR overhaul". Until such time, Offerors shall continue to recruit potential small businesses to meet the required socio-economic goals as presented. If the Offeror is a small business a subcontracting plan is not required.

11/19/2025

One of the specifications states a requirement for Gold Certification with Inductive Automation. Is this a solid requirement? We have familiarity with Ignition (Inductive’s SCADA platform) and have implemented it in the past, but we do not hold the Gold Certification. Gold Certification for Integrators will be a requirement for this project.

11/19/2025

Factor - Project Experience - the solicitation requires us to address several topic (teaming experience, remote work, key trades and previous wastewater plant construction experience)

- are we supposed to address each of the four topics for each project we include or provide a general response to each topic? Each topic needs to be addressed with each project.

11/19/2025 6 Factor 5 - Past Performance - can we use a previously completed PPQ or CPARS.

Only previous PPQ's will be accepted. The Government will pull CPARS records as part of the evaluation process.

11/19/2025

7 Is there a planholders list available for this projects?

Please refer to previous amendment issued for a list of site visit attendees otherwise no planholders list is maintained by the Government.

11/19/2025 8 Is there an online portal/website for accessing future addendums and other bid documents? Yes, SAM.gov

11/19/2025

Will product substitutions need to be provided during the solicitation phase or after contract award.

SCREW PRESS INDUCTION MOTOR DATA SHEET: Additional motor requirements listed in referenced section 26 24 19 and the motor grounding mentioned on this data sheet would require the screw press manufacturer to provide a non-standard, custom motor as HUBER’s standard Nord motor does not utilize these special features. A custom motor like this has the potential to significantly increase machine cost and lead time as well as availability problems should it need to be replaced in the future.

Manufacturer may take exception to motor grounding and requirements in specification 26 24 19 that are not standard with a provided explanation.

11/19/2025

18 350G042

Please clarify if the intention in utilizing a DS storage tank upstream of the screw press is to feed the unit in batches. This is not recommended and may have a negative impact on performance, as optimal dewatering system operation requires that the system has adequate time to reach steady state.

Digested sludge is pumped from the aerobic digesters to the Screw Press Feed Tank and then the Screw Press Feed Pump will convey sludge at a higher head condition to the screw press.

This dual-pumping arrangement will be continuous and not a batch operation. This arrangement is due to the relative locations of the aerobic digesters and the screw press.

11/19/2025

19 359N025

Please note that PSH 375-212 is shown in the drawings as a pressure switch. HUBER will supply a pressure transmitter instead that sends an analog 4-20mA signal to the screw press main control panel.

Note that 375-SV-223 and 375-PSL-224 will be located in the screw press manufacturer supplied pneumatic control panel. The tubing between the pneumatic panel and cylinders to be installed by the contractor.

This is acceptable.

Flushing T-connection (4027-182) at screw press inlet is discouraged. Utilization of an elbow in this fitting’s place will decrease the probability of floc shear, and optimize system performance.

Sludge feed piping to the screw press that is elevated above the screw press inlet is not recommended. Piping configurations such as this can exert extra pressure on the screw press inlet and create siphoning issues when air becomes entrained in the elevated segments.

Flushing tee connection at inlet will be removed and replaced with elbow per manufacturer's recommendation. An air release valve will be added on the elevated piping to reduce siphoning, additional pressure is not expected to cause issues on screw press operations.

Engineer has elevated piping prior to screw press on previous projects and has not observed issues.

11/19/2025

23 375D301

The screw press is shown with end covers. These covers are aesthetic only, and not necessary for proper machine operation. Please confirm if these covers are desired.

Please confirm reasoning for use of eccentric reducers shown on each end of the flocculation pipe. HUBER recommends the use of concentric reducers to increase each reducer's ease of manufacture.

No end covers are required. Eccentric reducers will be used to prevent air trapping and allow smoother flow of sludge.

2.01.B.1: HUBER requires the Rotomat RPPS Size 1000 in lieu of the Size 780. The specified flow rate and TSS loading exceed the operational limits of the Size 780, consistent with previous HUBER proposals. All technical requirements and ancillary equipment associated with the Size 1000 shall be incorporated into the project design. (agreed with engineer)

Jacobs anticipates the design conditions below which are well within the capacity of the model 780 unit:

Peak Month: Flow = 0.5 MGD; TSS < 350 mg/L Peak Hour: Flow = 1.37 MGD; TSS< 50 mg/L Peak flows typically occur in spring during snowmelt. If 1.37 MGD ever occurs, it is expected to be at least 80% clearwater from snowmelt/rain infiltration/inflow which will greatly reduce solids concentration and load on the screens.

12/3/25 Correspondence from Huber to Jacobs states "Below is the max wastewater flow capacity for the RPPS 780 2mm perf at different TSS levels:

•150 mg/L: 1.35 MGD
•250 mg/L: 1.26 MGD
•350 mg/L: 1.17 MGD

Based on this, the RPPS 780 should be sufficient, and there’s no need to size up to the RPPS 1000."

11/19/2025

27 44 42 30 2.01.C.2: The nominal diameter shall be revised to 1000 mm to correspond with the selected screen size. See comment 26.

11/19/2025

28 44 42 30

2.01.C.4: The drawings indicate a channel width of 2 ft 8 in, whereas the specifications list 2 ft 6 in. The HUBER RPPS requires a minimum channel width of 40 inches; therefore, the channel width shown in the contract documents must be updated accordingly. See comment 26.

11/19/2025 29 44 42 30 2.01.E.9: The maximum upstream water level for proper RPPS operation is 26.18 inches. See comment 26.

11/19/2025

30 44 42 30

2.02.E.2.b: The specification requires a minimum motor size of 2 hp. HUBER standard design for this equipment utilizes a 1.5 hp motor, which is fully adequate for the intended duty and should be accepted as a compliant alternative.

A 1.5 hp motor is acceptable. Specification will be updated.

11/19/2025

31 44 42 30

2.05.B.1: This paragraph outlines NEMA 4X FRP control panels. On drawing 36, the electrical room that the control panels are mounted in, is outlined to have NEMA 1, painted steel control panels. Can you confirm fine screen control panels shall include a NEMA 1, painted steel enclosure.

NEMA 1 painted steel is acceptable if installed in the electrical room. Specification 44 42 30B will be updated to match Material Selection Table on sheet 350G074.

11/19/2025

32 44 42 30

2.05.C.2: This paragraph outlines utilizing an ultrasonic level sensor but does not specify a make or model. Please confirm if the manufacturer standard Siemens STH ultrasonic sensor and HydroRanger LT500 are acceptable. If not, please confirm the make and model that is acceptable.

Manufacturer is responsible for selecting and providing the appropriate make and model in accordance with the requirements of the specifications and compatability with equipment.

11/19/2025

33 44 42 30

2.05.C.4.a.3: This paragraph outlines a PLC but does not specify a make or model.

Additionally, specification section 40 99 90 does not appear to outline a specific PLC or OIU that is required. Please confirm if the manufacturer standard Allen-Bradley Micro850 PLC and a 4” PanelView 800 are acceptable for the fine screen control panels. If not, please confirm the make and models that are acceptable.

Manufacturer is responsible for selecting and providing the appropriate make and model in accordance with the requirements of the specifications and compatability with equipment.

11/19/2025

34 44 42 30

2.05.C.4.a.13: This paragraph outlines a screen motor starter. Huber standard for the RPPS is to use a VFD for motor controls. Please confirm the motor controller type that is to be included.

If a VFD is used a motor starter is not required. Added "if VFD not used" to specification.

11/19/2025

35 44 42 30 2.08.C.1: The screen shall not be tested while in its operating (vertical) position due to the inherent safety risks. HUBER requests this requirement be removed or revised.

"in its operating position" will be removed from the specification. Manufacturer is still expected to comply with 3.02 Field Quality Control and test for 6 hours of continous operation when in place.
