1Is the contractor required to remove the existing helical coils or can they be cut flush and left insitu to minimize erosion and associated impact to the area?All existing piles must be removed.
2Will new helical coils be required due to the anticipated weight of the new boardwalk? Can pylon-barbs be used instead of helical coils?Helical pile requirements are shown in the Contract Documents. Piles are required for multiple reasons, including but not limited to: seismic load, lateral load, flooding, live loads and soil conditions. In addition, helical piles are required based on the constructability and minimizing disturbance within the Wilderness area.

Pylon-barbs are not acceptable.

3Is the mesh required to be 416 stainless steel?Wire mesh requirements are listed in the Project Manual Section 057300. Wire mesh is aluminum. Fasteners are Type 316 stainless-steel.
4How much downtime is expected on a monthly basis due to weather delays and high flooding?See Project Manual Section 013218, 2.2.B.7.d.3). Weather Calendar. The project schedule must include anticipated flood and weather events based on available information. See Section 013218, 2.2.B.8.c. for suggested resources.
5Will the contractor to be working in or traversing through areas that are open to the public?The Contractor is responsible for securing active construction areas from the public. The path to the different Boardwalk locations may overlap with the public access locations.
6Is space available within the park for contractor to stay onsite overnight in a camper?Per specification 01 11 00 - Establishment of a camp within park will not be permitted.
7Will contractor be allowed to drive pylons using the water-jet method?Helicals must be driven per the manufacturers recommendations. Water jetting is not allowed.
9What is the elevation on boardwalks from ground to board, and from ground to top rail?Elevations of the boardwalks vary through the sections and terrain. Low boardwalk has a maximum deck height of 24-28 inches off the existing ground. High boardwalk varies. Elevations of the high boardwalk decking are shown on the plans.

8What is the maximum weight of the equipment allowed on-site?Boardwalk Section A was designed for 100 PSF pedestrian loading. The proposed new sections were also designed for 100 psf pedestrian loading. Design loads are outlined on sheet S0. Previous sections constructed prior to Section A, it is unknown the design load for these boardwalks.1. NPS was not able to determine weight limit of bridge. Would the AE team provide a weight limit from best practices?

2. Is there a typical system, low price, the Contractor would have available to span the bridge for equipment? We are not aware of any such equipment.

10Please confirm specifications for 2x6 decking and wooden handrail components (grade, treatment type, etc). Section 061063 Rough Carpentry specifies decking and handrail components to be 0.15 CA, Section 061301 Timber Boardwalk Framing references decking shall have minimum of 0.31 CA.Decking and wooden handrail requirements are listed in Section 061063 EXTERIOR ROUGH CARPENTRY. Section 061301 TIMBER BOARDWALK FRAMING is applicable to the boardwalk framing, below the decking, shown in the Structural Drawings.
11Will the treated materials be required to have a “water repellent treatment” applied at time of treatment as part of the pressure treatment process or can this be done after installation? This is referenced in the Rough Carpentry Specifications 061063. We are not familiar with this process being done at time of pressure treatment. Or can it not be required at all?Per Section 061063, 2.3 Preservation Treatment, a preservation treatment including or not including water-repellent treatment is acceptable. Water-repellent treatment is not required.
12Can the decking and handrail materials be supplied with the grademark stamp? It is very difficult to procure dimensional lumber in this type of quantity without it being grademarked due to today’s manufacturing processes. Typical SPIB or TPI grademark stamps are small and coupled with treatments of CA or CCA to the retentions requested, the stamps may not be as noticeable.Specification Section 061063, 2.1,A,2 requires all grade stamps to be omited from view.
13On Sheet S0 of the plan set, it mentions “NO WANE ALLOWED” in the sub structure notes. SPIB grading rules specify the amount of wane that is allowed per the grade supplied. It is nearly impossible to supply this material with no wane in the quantities that will be required for the project. Are we to go by the SPIB grades shown and the rules associated with them or should we figure significant overages for the contractor to be able to cover the no wane requirement?Follow SPIB rules for the specified lumber grade. Minimize wane as much as possible. If present, install out of view when possible. Wane must not interfere with the function of the boardwalk and its systems.
14Is there a CPM schedule required?See Specification Section 013218, 1.3 SUBMITTALS for Baseline Schedule and CPM Report requirements.
15Can the Superintendent also be the QC Manager and SSHO, or does the proposal need to include three(3) full time workers, Superintendent, SSHO, and a QC Manager?See Specification Section 014000, 1.5 QUALITY ASSURANCE. The QC Supervisor shall be assigned no other duties.

See Specification Section 013523 SAFETY REQUIREMENTS for Site Safety Supervisor requirements for designated onsite representative. The designated representative must be capable of carrying out the outlined duties but is not required to be an individual's lone responsibility on site.

16Does the Contractor have to provide a Construction Trailer for the NPS COR?See Specification Section 015000, 2.2 TEMPORARY FACILITIES for Field Office requirements.
17Will a SWAPPP be required for drilling helical piles, since soil excavation is limited.See Specification Section 015723 for SWPPP requirements.
19Would the offeror's proposal due date be extended one(1) week?Due date for proposals will be extended to 12 June at 5:00PM ET.
20The proposal calls for the demolition and construction of sections B, D, and F of the boardwalk (CLIN's 1-6). Pages A6, A8, S4, and S6 show details fo rthe ATV/UTV crossings, neither of the two crossings fall within the station points of any of the proposal CLIN's. To eliminate ambiguity during the bid process can those items be included in the details on the proposal?Include all items within each section in the Line Item cost.
21The UTV crossings are not part of the station points in the CLIN's (0+00 for each section starts after the UTV crossings). Can they be added to the proposal in the CLIN that they will be inclusive to?All items in the Contract Documents must be priced. Include all items within each section in the Line Item cost.
22On my walk I noticed several locations where terees were incororated into the boardwalk, both into the decking and with handrail breaks. Is it the intent to incorporate this same method in the new boardwalk?Assuming bidder is asking about 'trees'. There is no intent to incorporate trees into the boardwalk design.

18What is the access to Section B? Section A&C are already completed and there was no direction on how contractors are to gain access with equipment and material.The park is expecting to have A & C closed to allow work access but prefers impact to those sections to be as limited as reasonably possible. This stays true for all sections of the boardwalk. Also ideally multiple (non contract) sections are not closed at the same time. The requirement is to keep as much of the boardwalk open to visitors as possible, and work with the park (communicate) closures.
23Will the previoius newly constructed sections of the Boardwalk be utilized as a construction access, or will the UTV routes be utilized?All routes within the floodplain are through existing trails The Boardwalk, Firefly Trail & Sims Trail (gravel road) are the only access options for material, staff, and equipment. Same as above question. The requirement is to keep as much of the boardwalk and trail system open to visitors as possible, and work with the park (communicate) closures.
