Questions and Answers for GUIS 324692, Davis Bayou Boardwalk

1. There are no construction details of the proposed overlooks and seating areas that are existing on the boardwalk. Can those be provided?

The construction details for the overlooks and seating areas are of the same construction method as the rest of the boardwalk. These details at located in the structural details section of the drawings. The lengths of joists, pile caps, and decking can be found in the site plan section of the drawings. All seating shall be installed using specific construction methods of the project and rebuilt similar to existing seating.

2. Are there any SPT borings? We would like to verify depths that will be needed to reach designed torque values and to verify if there are rock layers that would prohibit depth and torque.

The available geotechnical report is located in the specifications, supporting documents just prior to specification division 2. This is a sealed geotechnical report and map of test borings.

3. The drawings state “design capacity shall be verified during installation under the supervision of a geotechnical engineer.” To clarify, will this engineer need to be present during the installation of every pier or can we provide daily helical pile installation records, as required in the specifications ( SECTION 31 66 15 – 3.5 INSTALLATION RECORDS) for review?

A geotechnical engineer for installation monitoring shall require sealed report documenting installation under a licensed geotechnical engineers’ supervision. The detail level of the monitoring should be at the discretion of the geotechnical engineer sealing the report on record. A licensed geotechnical engineer or engineering firm shall be supplied by the contractor, and shall be submitted for approval by the contractor similar to a submittal submission.

4. There are no construction details of the proposed overlooks on the boardwalk. Can those be provided?

Refer to Answer #1.

5. Are there any SPT borings? We would like to verify depths that will be needed to reach designed torque values and to verify if there are rock layers that would prohibit depth and torque.

6. Can we walk and use hand tools on the ground inside work limits?

Yes, as long as persons are inside the “limits of disturbance” as noted on the drawings. For the boardwalks behind and adjacent to the visitor center (Arboretum Trail), pre-approved small equipment may used to demolish, remove, and to replace boardwalks. Equipment must stay within the defined limits of disturbance as shown on plans and specs. In addition, the pre-approved equipment may be used to remove damaged boardwalk at the Nature’s Way trail within defined limit of disturbance identified within plans and specs. Damaged concreate trail may be removed and replaced utilizing equipment and must remain within the footprint of the existing concrete trail. Matting is encouraged to facilitate all top-down construction machinery to protect the decking materials. It is expected a mini skid steer to be used to install the helical piles from the boardwalk surface as part of the top-down construction method. The type and size of any matts are considered a mean/method and are the responsibility of the contractor.

7. Can we close 1 lane of traffic on McGhee Rd during construction and install piles and work from the asphalt road?

Yes, a one lane road closure needs to be coordinated with local NPS law enforcement to obtain a park permit to be approved. The contractor shall provide traffic control as part of permit.

8. I see where “PermaTrek Construction Boardwalk” is noted on the drawings in the Project Specification related to the Davis Bayou Trail along Robert McGhee Road. PermaTrak is a precast concrete boardwalk material. Was your intention to use precast concrete or timber material for the Davis Bayou Trail portion of the project?

No, PermaTrek is not part of the design for the Davis Bayou Trail along Robert McGhee Road.

9. When do you expect the contract to be awarded?

Award is expected to be made sometime in late April.

10. Benches are currently installed at two locations on the Arboretum Trail, please advise as to if these are returning to the new boardwalk.

Yes, the benches are shown on the site plan as “plank lines” and shall be required to be built as part of the project.

11. At the entrance to the Nature's Way Trail, once removed there will be an opening in the wall between the parking space and the old trailhead. Please advise what the park service will expect to return to this location to keep visitors from entering this area.

The wall/barrier shall be reconstructed similar to existing concrete wall/barrier, but connected where the boardwalk was removed.

12. Will the park allow lane closure on Robert McGhee Rd. during work hours to build the boardwalk that runs the side of the road? This will be accompanied with traffic control for use of the roadway.

13. Will any grading be required around the concrete removal area of the Arboretum Trail aside from cleaning up? Profile at Sta 00+65 shows the boardwalk bottoming out at this location see sheet C7 Limited grading is required to provide a natural appearance where the boardwalk was removed.

14. Can you confirm that saddle plates and helical piles are to be galvanized?

Per SECTION 31 66 15, Part 2 G, All helical pile material (IE: A-F) shall be hot-dipped galvanized in accordance with ASTM A153.

15. Can a portion of the parking area at the Visitor Center be used as a storage area for the Arboretum Trail?

Yes, after award a portion of parking or other designated space will be set aside for the contractor laydown area no farther than 1000 feet from the project site. The site will require barricades for public safety and be part of an approved safety plan.

16. Can the gravel parking area near the entrance of Nature's Way Trail be used for storage?

The contractor may include smaller temporary storage in the parking area on Robert McGhee Road on the west side of the bridge, but the large laydown area will need to be in the Visitor Center Parking area. This site proposal will be include an a submitted safety plan. Refer to Answer #15.

17. Is there room for any laydown in the campsites at the top of the hill past the bridge on Robert McGhee Road?

Refer to Answers #15 and #16.

18. Light Fixtures on the Arboretum Trail to the boathouse are not shown to be replaced please advise. The electrical serving those fixtures, is that still connected requiring an electrician to disconnect?

The electrical fixtures are not part of this project and will need to be removed. A park electrician will disconnect the lighting circuit.

19. Will wooden or composite mats be permitted on the ground within the limits of disturbance for demolition?

Refer to Answer #6.

20. Will wooden or composite be permitted on the ground within the limits of disturbance for small construction equipment instead of working top-down?

Refer to Answer #6.

21. Can existing post be pulled completely out of the ground?

Yes, the post will be permitted to completely be removed; however, the contract only requires removal to 6 inches below grade.

22. Sheet S0 Helical Piers note 2 states helical pier depth is max 20 ft with a minimum pier capacity of 4 KIP working capacity. Please clarify if the contractor is only required to reach the max depth of 20 ft or a working capacity of 4 KIPs?

The contractor is required to install helical piles to meet working capacity. Per the included Geotechnical Evaluation Report as supplemental materials, a max depth of 20 ft regardless of torque, is expected to provide the working capacity of 4 kips. All helical pile installs are expected to reach working capacity. In cases where the working capacity is not reached at the designated max depth will be addressed on a case-by-case basis. Depth is from relative to the ground elevation.

23. The contract price schedule on page 7 of your solicitation shows (3) contract line items. 1) Arboretum Trail 2) Nature’s Way Trail, and 3) Davis Bayou Trail – Robert McGhee Road. These line items are detailed in spec section 012700 of the specifications. My RFI pertains to line item 2. The spec section states “Contract Line Item Number 0002, Removal, Disposal, and Replacement of Boardwalk at Nature’s Way” but the drawings show that the replacement boardwalk at Nature’s Was has been removed from the project scope. Can you clarify?

This is a confirmation that the Nature’s Way replacement has been removed from the project and thus Contract Line Item Number 0002 narrative shall not include replacement.

24. Is a test pile required.

Refer to Answer #3.

25. Is the helical pile max depth of 20 ft from existing ground elevation or bottom of new boardwalk?

Refer to Answer #22.

26. Please provide centerline survey coordinates for existing and new boardwalks.

The available centerline survey coordinates can be found on the Site Plan drawing sheets.

27. Who’s responsible for removing trees adjacent to the road on the Davis Bayou Trail? There are trees near Nature’s Way trail that may impact the path of the boardwalk.

Trees are near the boardwalk footprint, but are outside the footprint. If a specific tree removal is seen by the contractor as unavoidable, they are to contact they Contracting Officer and if required, the tree removal will be completed by the park.

28. During the site visit, there was mention of a future bike lane being constructed along the road adjacent to the Davis Bayou Trail. Can the design of bike lane be incorporated in the plans or verified that the new boardwalk will not affect the new proposed boardwalk?

The Bike Lane plans will not affect this project.

29. According to specification section 31 66 15-2 Helical Foundation Piles must be Chance SS150, RS2875.203. Is this the only approved helical pile manufacture or can an approved equal be used?

Helical piles are required to meet all project specifications, including 31 66 15 – 2. An alternate supplier proven to meet all specified salient conditions of the product, shall be evaluated on a case by case basis.

30. There is a large emphasis on demolition work being completed by hand and performing top-down construction to avoid disturbing the ground. How are we to accomplish the demo of concrete sidewalk on the Arboretum Trail Boardwalk by hand and without disturbing the ground?

Refer to Answer #6. The methods to accomplish the task is considered a mean/method which is the responsibility of the contractor.

31. Volume II of the proposal requires us to “Complete and submit the attached "General References," form. Information will be used in determining Responsibility pursuant to FAR 9.103.” Can this form be provided because I don’t think it was included in the Solicitation.

32. Can the bid/proposal deadline be extended by 1-2 weeks?

Refer to Answer #9.

33. Can we field weld pile caps instead of drilling new holes when a pile must be cut off?

The existing piles are not metal piles, they are wood piles and require removal to 6 inches below grade.

34. Can we use a mini skid steer on ¾” plywood matting to install the helical piles?

Refer to Answer #6.

35. Can we use a mini skid steer and mini excavator on ¾” plywood matting to do the demo work if we stay within the 14’ scope limit?

Refer to Answer #6.

36. At what height do we switch from X bracing to diagonal helical bracing?

Diagonal bracing is required where there is no X bracing. The number of X braces is not predetermined and may vary by contractor. All bracing much meet specification requirements.

37. If we test all the piles, it will destabilize the soil. How many piles do we need to test?

Refer to Answer #3.

38. Can the proposal due date be extended?

Refer to Answer #9.

39. S0 states there is a geotechnical report dated June 6, 2022. Please provide this report.

The geotechnical report is included it was preformed on July 8, 2022. Refer to Answer #2.

40. Is a load test required prior to production pile installation?

Refer to Answer #3.

41. Who is responsible for the helical pile monitoring and Engineer Certification letter Installation records are quired to meet Specification Section 33 66 15. Refer to Answer #3.

42. Are we to only submit Project Experience forms for only 2 projects or is more than 2 projects allowed to be submitted.

Only 2 projects are required for experience and past performance.

43. In the Proposal documents, Volume II asked for General References and states "Complete and submit the attached "General Reference" form." I cannot locate in the contract documents or on the sam.gov solicitation this specific General Reference Form. Can this be provided with the answers to the other questions that have been submitted?

44. Will contractor be permitted to occupy the lane closest to the new boardwalk along Robert McGee Road during helical installation; if proper traffic cautions and direction is performed by the contractor? A machine can install the helicals by sitting in the road and reaching over the guardrail, which would minimize disturbance to the limits of disturbance and the possibility of driving on the new boardwalk.

45. It was mentioned at the site showing that equipment AND personnel were to be kept off the ground due to the sensitive environment. The drawings note keeping heavy machinery off the ground. Is it permissible for workers / boots to work on the ground as it is likely required for demolition.

46. The specs show “all bolts, nails, screws, hangers to be stainless steel”; but the drawings do not confirm that the A307 bolts….. 5/8od and 3/4od that bolt to the stringers/joists, beams, and helicals are to be stainless. We typically do not recommend using galvanized metals against stainless metals. All bolts, screws, and hangars, are to be 316 stainless steel, this includes bolts to stringers/joists, beams and helical “fasteners.” The helical pile materials are to be hot-dipped galvanized in accordance with ASTM A153, including the saddle. Refer to Answer #14. When using a galvanized aka “zinc” plate fastened with stainless steel fasteners, the ratio between cathode and anode is reversed, vs. using a galvanized fastener on a stainless-steel plate. The area size ratio correlation to corrosion rate based on the cathode/anode relationship is small and the fastener should not fail because of corrosion.

47. The specifications call for SS150 material, but given the light loads, SS5 would be a cheaper option as long as the soil is not so dense that the SS5 can't penetrate it. Please advise if this material will be acceptable.

The project specifies SS150. Refer to Answer #29.

48. Can we get a definitive elevation of the boardwalk above existing grade to where the angle bracing is to be “x-bracing” between the helicals OR a “3rd helical ran at an angle & mounted to the cross-beam? Plan detail 2/S13 states “use diagonal helical pile where no diagonal angle bracing is provided”…….. does elevation determine where this is to occur, and if so, at what elevation determines switching to use the diagonal helical?

Elevation may contribute to where X bracing and diagonal bracing is used, but the final determination is based Diagonal bracing being required where there is no X bracing. Refer to Answer #36.
