Questions and Answers for GUIS 324723, Perdido Key Discovery Trail

1. Will a portion of the parking lot be closed or sectioned off for use of laydown and other construction materials? Would the park also consider an area near the kayak launch for this laydown?

Yes, after award a portion of parking or other designated space will be set aside for the contractor laydown area no farther than 1000 feet from the project site. The site will require barricades for public safety and be part of an approved safety plan.

2. On sheet S11 detail 4 there is a note stating "Handrail details not shown, see A/S12 for details". Is there an additional sheet after S11?

The referred to sheet is a typographical error, and should read, “Handrail details not shown, see A/S10 for details” There is no drawing sheet S12.

3. Please confirm saddle plates and helicals are to be galvanized.

Per SECTION 31 66 15, Part 2 G, All helical pile material (IE: A-F) shall be hot-dipped galvanized in accordance with ASTM A153.

4. There is no erosion plan shown, so with top-down construction specified, we assume there will be none unless required by our own means and methods, correct?

Refer to specification 01 57 23, for the contractor’s responsibly under the Under-an-Acre Pollution Prevention Plan requirements.

5. Debris materials outside of the 14' limit of disturbance is this to be removed?

The threatened and endangered Perdido Key Beach mouse and wetlands compliance is cleared and approval granted to use low pressure PSI soft tires or track equipment to demolish and remove existing, damaged boardwalks. Equipment must stay within the limit of disturbance as noted on plans and specs.

Further, the low pressure PSI soft tires or track equipment may be used to remove “debris fields” and deviate from the 14’ limit of disturbance (LOD) to retrieve debris in the wetlands areas in the northern third of boardwalk footprint only. Contractor must ensure minimal deviation from LOD to minimize impacts to dunes, vegetation or other park resources. For any deviation from LOD, the contractor shall submit a route and deviation from the limit of disturbance for GUIS staff and project manager to review and approve prior to commencement of work.

6. In spec section 024100 Section 3.3 Item D it states, "A small utility vehicle with a trailer such as a Gator can be used to haul off demolition materials." Can this utility vehicle be used on the ground inside of the 14' limit of disturbance?

Refer to Answer #5. Further, low pressure PSI soft tires or track equipment may be used during new construction on the ground within limit of disturbance as defined by plans and specs. Where not feasible to remain within defined limit of disturbance, construction is limited to the top-down construction methods as described by the plans and specs. The top-down construction method limits to keep machinery from impacting sensitive resources on the ground. Matting is encouraged to facilitate top-down construction to protect the decking materials. It is expected a mini skid steer to be used to install the helical piles from the boardwalk surface as part of the top-down construction method. The type and size of any matts are considered a mean/method and are the responsibility of the contractor. For any questions not addressed, consult with the Contracting Officer on a case-by-case basis.

7. Is the method of removal of debris to be done by hand back to the existing structure and then taken out to be disposed of? Or will there be an opportunity to access or enter by foot (or utility vehicle above) to then take it out the entrance of the trail closest to the kayak launch?

8. On sheet C1 Note 4 states, "No existing vegetation to be removed during demolition without approval of the contracting officer". As seen during the site visit there is a lot of growth in the location, will that growth be on the contractor to remove, or will that be done by the park service prior to the start of the project?

Inside the project footprint the vegetation has overgrown into our project area. The contractor is to remove any vegetation that impacts our project construction, but prior to removal, written approval of the contracting officer is required to ensure no valuable natural resources are inadvertently removed.

9. Currently there is existing seating along the path, the drawings do not show that seating returning, please advise that this is accurate?

The seating is show in the drawings as a line hatch where the existing seating is located. All seating shall be installed using specific construction methods of the project and rebuilt similar to existing seating.

10. There are no construction details of the proposed overlooks on the boardwalk. Can those be provided?

The construction details for the overlooks and seating areas are of the same construction method as the rest of the boardwalk. These details at located in the structural details section of the drawings. The lengths of joists, pile caps, and decking can be found in the site plan section of the drawings. All seating shall be installed using specific construction methods of the project and rebuilt similar to existing seating.

11. Are there any SPT borings? We would like to verify depths that will be needed to reach designed torque values and to verify if there were rock layers that would prohibit depth and torque.

The available geotechnical report is located in the specifications, supporting documents just prior to specification division 2. This is a sealed geotechnical report and map of test borings.

12. The drawings state “design capacity shall be verified during installation under the supervision of a geotechnical engineer.” To clarify, will this engineer need to be present during the installation of every pier or can we provide daily helical pile installation records, as required in the specifications ( SECTION 31 66 15 – 3.5 INSTALLATION RECORDS) for review?

A geotechnical engineer for installation monitoring shall require sealed report documenting installation under a licensed geotechnical engineers’ supervision. The detail level of the monitoring should be at the discretion of the geotechnical engineer sealing the report on record. A licensed geotechnical engineer or engineering firm shall be supplied by the contractor and shall be submitted for approval by the contractor similar to a submittal submission.

13. Will wooden or composite mats be permitted on the ground within the limits of disturbance for demolition?

Refer to Answer #5 and #6.

14. Will wooden or composite be permitted on the ground within the limits of disturbance for small construction equipment instead of working top-down?

Refer to Answer #5 and #6.

15. Can existing post be pulled completely out of the ground?

Yes, the post will be permitted to completely be removed; however, the contract only requires removal to 6 inches below grade.

16. Sheet S0 Helical Piers note 2 states helical pier depth is max 20 ft with a minimum pier capacity of 4 KIP working capacity. Please clarify if the contractor is only required to reach the max depth of 20 ft or a working capacity of 4 KIPs?

The contractor is required to install helical piles to meet working capacity. Per the included Geotechnical Evaluation Report as supplemental materials, a max depth of 20 ft regardless of torque, is expected to provide the working capacity of 4 kips. All helical pile installs are expected to reach working capacity. In cases where the working capacity is not reached at the designated max depth will be addressed on a case-by-case basis. Depth is from relative to the ground elevation.

17. There are no construction details of the proposed overlooks on the boardwalk. Can those be provided?

Refer to Answer #10.

23. Will subcontractors project experience/past performance be considered in the proposal?

Please see page 48 of the solicitation under Past Performance.

24. According to specification section 31 66 15-2 Helical Foundation Piles must be Chance SS150, RS2875.203. Is this the only approved helical pile manufacture or can an approved equal be used?

Helical piles are required to meet all project specifications, including 31 66 15 – 2. An alternate supplier proven to meet all specified salient conditions of the product, shall be evaluated on a case-by-case basis.

25. There is a large emphasis on demolition work being completed by hand and performing top-down construction to avoid disturbing the ground. How are we to accomplish the demo of the debris field by hand and without disturbing the ground? The debris field is quite large and almost impossible to accomplish without the disturbing the ground. Will equipment be allowed at all to perform the demo?

26. Volume II of the proposal requires us to “Complete and submit the attached "General References," form. Information will be used in determining Responsibility pursuant to FAR 9.103.” Can this form be provided because I don’t think it was included in the Solicitation.

27. Can the bid/proposal deadline be extended by 1-2 weeks?

Award will be made sometime in late April.

28. Can we use excavators and skid steers if we stay within the boardwalk path and work our way out?

Refer to Answer #6.

29. Can pilings be augured in?

Pilings must be installed with the helical pile system as specified in Section 31 66 15.

30. Can we field weld pile caps instead of drilling new holes when a pile must be cut off?

The existing piles are not metal piles, they are wood piles and require removal to 6 inches below grade.

31. Can we use a mini skid steer on ¾” plywood matting to install the helical piles?

Refer to Answer #6.

32. Can we use a mini skid steer and mini excavator on ¾” plywood matting to do the demo work if we stay within the 14’ scope limit?

Refer to Answer #6.

33. At what height do we switch from X bracing to diagonal helical bracing?

Diagonal bracing is required where there is no X bracing. The number of X braces is not predetermined and may vary by contractor. All bracing much meet specification requirements.

34. If we test all the piles, it will destabilize the soil. How many piles do we need to test?

Refer to Answer #12.

35. Can we close the kayak road for a debris loading/lay down area?

Yes, this will be allowed and shall be coordinated with local NPS law enforcement.

36. Can we use part of the designated lay down area for (2) self-contained campers? One would be used to house workers and the other would serve as an office/lodging.

No, overnight lodging in the parking lot for contractor employees in self-contained campers is not allowed;

however, an office space may be allowed.

37. Can the proposal due date be extended?

Refer to Answer #27.

38. S0 states there is a geotechnical report dated June 6, 2022. Please provide this report.

39. Is a load test required prior to production pile installation?

40. Who is responsible for the helical pile monitoring and Engineer Certification letter?

41. In reference to - Specification 02 41 00, Part 3 (and others) – Execution, 3.2 B. – “Demolish and remove and trees, brush, and related materials within the Limits of Disturbance.” This section contradicts Note 4 on Sheet C1 of the plans. No existing vegetation to be removed during demolition without approval of the contracting officer. Question: Please clarify the demolition requirements as they relate to removal of vegetation.

42. In reference to - Specification 02 41 00, Part 3 – Execution, 3.3 Removal of Structures a. C.

“Heavy equipment cannot be placed in sensitive areas such as wetlands and sand dunes. Material to be removed must be carried by hand to the designated staging area for heavy equipment.” D. “A small utility vehicle with a trailer such as a Gator can be used to haul off demolition materials.” Plans Page C4, Note 1 – “All demolition work shall be done by hand unless an alternate method is approved by the contracting officer. Equipment cannot be placed on the wetland areas. Contractor can place equipment on the existing boardwalk at his own risk. A small utility vehicle with a trailer such as a Gator can be used to haul off demolition materials. Proposed equipment to be used shall be approved by the contracting officer.”

Question: The approval of equipment is critical to the strategy, pricing, and scheduling of the project. Can other low ground pressure equipment be used, such as a Mini-ex with similar ground pressure as a Gator?

43. In reference to - Plan page C1 – There is a designated area indicated on this plan page that is hatched and has the comment – “Clear Existing Debris Field” – associated with it. During the site walk, debris was noted in areas outside of this area and outside of the limits of construction and this designated area.

Question: Is this debris to be removed?

44. In reference to – Plan page C2, Note 1 – “BOARDWALK CONSTRUCTION TO BE THE TOP

DOWN METHOD. CONSTRUCTION EQUIPMENT CANNOT BE PLACED ON THE GROUND

WITHIN THE LIMITS OF DISTURBANCE. CONTRACTOR TO CONFIRM THAT THE PROPOSED

PILE INSTALLATION EQUIPMENT DOES NOT EXCEED THE STRUCTURAL CAPACITY OF THE

BOARDWALK AS NOTED IN THE STRUCTURAL PLANS.” Question: As there are differing definitions of “top down” construction method, please clarify.

45. It is indicated in several areas of the specifications and plans that equipment can be driven on the old boardwalk at the contractor’s risk. Due to the damage sustained by the boardwalk during the storms, this is inherently unsafe. There are also conflicting statements regarding the use of equipment within the limits of construction. a. Based on the safety issues related to driving on either the old or the new boardwalk, the conflicts regarding the use of equipment, and the schedule for the project, it appears that low-ground pressure equipment used within the limits of construction would provide the safest and most cost-effective method as well as the ability to complete the project within the six-month schedule. Question: Please clarify what equipment can be used within the limits of construction.

46. Will an extension of the proposal due date be granted since the strategy, technical details, and schedule to be used for this project are highly dependent on the answers to the questions being submitted by us and others?

47. Are we to only submit Project Experience forms for only 2 projects or is more than 2 projects allowed to be submitted.

Only 2 projects are required for experience and past performance.

48. The specifications call for SS150 material, but given the light loads, SS5 would be a cheaper option as long as the soil is not so dense that the SS5 can't penetrate it. Please advise if this material will be acceptable.

The project specifies SS150. Refer to Answer #24.

49. Within the solicitation, the contract price schedule to be completed and submitted has two-line items: 1) Site Preparation, and 2) Site Improvement. Measurement and payment information is listed in the specifications Section 012700. This specification in Part 3.1 List of Contract Line Items states “Contract Line Item 0001, removal, disposal, and replacement of boardwalk….” But there is no Line item 0002 listed in the specifications to explain the two separate line items within the Contract Price Schedule. Can you detail the two items listed in the price schedule, or are we to figure this based on one lump sum price as the specifications show?

The presented proposals from contractors should include all elements of the presented project and its requirements. Expect the possibility that the government will require a breakdown of costs of all elements of your proposal.

50. Demo required to be done by hand only is in the sections of the project where the debris is outside of the limit Vegetation area on the demo plan and in areas designated as wetlands on the environmental plan?

Can Mini excavators or skid steers be used on all other sections of the boardwalk demo? Or does the total demo of the existing boardwalk need to be done by hand?

51. The specs say that the government plans to recycle the demoed materials at a rate of 50%. Are the stringers of the current boardwalk 3"x12" like the new design? Do you have drawings of the existing boardwalk for reference of what material could be potentially recycled?

Section 01 74 19 1.3B Salvage/Recycle Requirements is about the waste generated by the work. All project construction materials shall be new or like new. Demolition materials from the old boardwalk shall be diverted to recycle streams as specified.

52. There is a noise level spec that says we can only make 70 Dbs for 3 minutes out of every hour when we are 50ft from a building/resident. I want to confirm that there are no buildings/residents within 50ft of the project? If so, how will this be monitored?

There are no buildings/residents withing 50 ft of the project.

53. We feel like the best time to start this work for safety and productivity reasons would be early after hurricane season. Would a January 2025 start be considered?

On the current schedule we expect project to be completed by January 2025.

54. I noticed on the solicitation that no equipment is to be used. Are the piers to be installed by hand, or will a piece of equipment be allowed to traverse the path of the boardwalk to install these?

55. Referencing drawing S-10 for the Perdido Key boardwalk, detail B/S10, it shows a 12inch long 3x12 splice plate where each joist “butts” against the next joist, atop the cross beam. This occurs at elevation greater than 3ft above grade according to detail E/S10. This can be done where boardwalk sections are running in a straight line, but not in the many curves that the Perdido Key boardwalk will have. The ends of each joist can be cut on a vertical bevel to make each turn but the 3x12 splice block cannot bend around that corner at the joint. Therefore, how do we perform this splice? A metal strap made by Simpson could be used, bending it at the joint, but we’d like the engineer’s instruction on this as it will occur often.

The plan sheet S-10 is the typical splice detail. Composite or pressure treated wood shims can be used to tighten up and fill the gaps caused by the various angled joist butts with the 12inch long 3x12 splice plates.

Composite shims may be more appropriate for lower angle shims than slicing wood shims.
